HomeMy WebLinkAbout5435 RESOLUTION NO. 5435 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING A PROGRAM OF VOLUNTARY WATER CONSERVATION TO REDUCE WATER CONSUMPTION BY TEN PERCENT WHEREAS, The City of Arcadia Water Division is empowered to provide water service within City boundaries; and WHEREAS, because of inadequate rainfall, the State Department of Water Resources declared 1987 to be a dry year, and 1988 a critically dry year, and on ly the existence of water in storage has prevented the dec larat ion of a drought year, which may nevertheless be subsequently declared if stored water falls below a critical level; and WHEREAS, precipitation for the current water year has been substantially below normal, particularly in the watersheds of the imported water supplies serving Southern California, and many communities in the State will suffer water shortages; and WHEREAS, the Governor of the State of California has asked all Californians to conserve water on a voluntary basis; and WHEREAS, in recognition of the critical water conditions existing in the State, Metropolitan's Board of Directors approved a resolution on the California Drought on May 9, 1988 which requests every water supplier in its service area to develop and implement specific water conservation measures with a goal of reducing water use by ten percent; and WHEREAS, the Upper San Gabriel Valley Municipal Water District and Raymond Basin Executive Board have adopted resolutions in support of the voluntary water conservation effort to reduce water consumption by ten percent; and J 64B5 WHEREAS, the City Council of the City of Arcadia has the power and authority to adopt water conservation measures within its City's boundaries; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That the Water Manager is authorized to implement a voluntary drought conservation program, with a goal of reducing water use by ten percent, to reduce the risk and severity of water shortages should the drought continue in 1989 by taking the following steps for City-owned facilities: a. Audit its landscape irrigation systems to maximize irrigation efficiency; adjust sprinklers and irrigation systems to avoid overspray, runoff and waste; b. Not irrigate its landscape during the hot hours of the day and/or during the morning and evening peak hours; c. Shut off decorative fountains unless a water recycling system is used; d. Not hose down driveways, s idewa 1ks and other paved surfaces, except for health and sanitary reasons; e. Retrofit plumbing fixtures with low-flow devices except for those fixtures with low-flow devices except for those fixtures that require high-flow fixtures for health and/or sanitary reasons; f. Check faucets, toi lets, and pipes, both indoor and outdoor, for leaks and repair them immediately. 5435 oJ SECTION 2. That the City of Arcadia urges its customers to: a. Adjust sprinkers and irrigation systems to avoid overspray, runoff and waste; b. Avoid watering in the hot part of the day and/or during morning and evening peak hours, and avoid watering on windy days; c. Install new landscaping, low-water using trees and plants and efficient irrigation systems; d. Shut off decorative fountains unless a water recycling system is used; e. Not hose down driveways, sidewalks and other paved surfaces, except for health or sanitary reasons; f. Install pool and spa covers to minimize water loss due to evaporation; g. Not a 11 ow the hose to run while wash i ng the car, and to use a bucket or a hose with an automatic cutoff valve; h. Retrofit indoor plumbing fixtures with low flow devices; i Check faucets, toi 1 ets, and pipes, both indoor and outdoor, for leaks and repair immediately. SECTION 3. That the City of Arcadia finds that a phased program beginning with voluntary measures to reduce consumption will best achieve the goal of conserving water supply without causing unnecessary adverse economic consequences. SECTION 4. That if voluntary measures do not achieve the goal of a 10 percent reduction in water use, or if a drought condition is declared by the State of California, the City of Arcadia will consider the adoption of a mandatory water conservation program. 5435 3 . -.
