RESOLUTION NO. 6113
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, ESTABLISHING
COMPENSATION AND RELATED BENEFITS FOR
MANAGEMENT EMPLOYEES FOR THE 1999-2000
AND 2000-2001 FISCAL YEARS.
WHEREAS, City Council Resolution No. 5608 sets forth various fringe benefits
and related compensation for officers, management, and general employees of the
City; and
WHEREAS, Section 36 of that Resolution provides for amendment and
modification of Resolution No. 5608 (the Fringe Benefit Resolution) by City Council
approved resolutions that direct inclusion of any changes as part of said Resolution
and
WHEREAS, salaries for management are adjusted by Resolution, which
adjustments are then reflected in the City's salary schedule.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. Effective July 4, 1999, the City salary schedule shall be revised as
specified in the attached Exhibit I to the Resolution listing the management
classification titles and the corresponding salary range of each. Management
employees in each classification shall be placed on the step of the salary schedule
which is closest to that individual's current base salary as of July 3, 1999. This salary
schedule shall be improved by 2.5% for those Management classifications listed in
Exhibit I, incorporated as part of this Resolution, except where noted differently herein.
Effective July 4, 1999 employees on E step of the current salary SChedule shall
advance one step (approximately 2.5%).
SECTION 2. Effective July 4, 1999 the salary of the incumbent City Manager
shall be 15% above the highest paid Department Head (Chief of Police) and the
incumbent City Attorney's salary shall be 5% below that of the City Manager, all of
which is specifically set forth on Exhibit I.
SECTION 3. Effective July 2, 2000, the salary schedule shall be improved by
3.0% for those Management classifications listed in Exhibit I.

SECTION 4. The Fringe Benefit Resolution, Section 3. SALARY STEP
ADVANCEMENT subsection (a) shall be amended to read:
The advancement through the salary steps shall be based upon performance
and continuous service in the same classification. Employees will advance in
their rates of compensation two steps (approximately 5.0%) on their anniversary
dates. The following schedule is the continuous service time required for each
step:

All other Steps:
6 months
12 months
For department heads reporting directly to the City Manager the advancement
through the salary steps shall be based on performance without regard to the
continuous service time requirements cited above, The rate of advancement shall be
from 0 to 7.5%, or no movement to a maximum of three steps. The classifications
included in this provision shall be limited to those of Police Chief, Deputy City
ManagerlDevelopment Services Director, Fire Chief, Administrative Services Director,
Public Works Service Director, and Recreation Director. Pursuant to City Charter
Section 809 evaluation of the City Librarian shall be by the Library Board. All other
subsections of the Section shall remain unchanged.
SECTION 5. The classification of Business License Officer shall be deleted from
the list of Management classifications effective July 7, 1999 on which date the current
incumbent retires. The position shall be designated as unrepresented until an
appropriate Unit is determined through the meet and confer process.
SECTION 6. The Fringe Benefit Resolution Section 21. MANAGEMENT LEAVE
shall be amended to include a new subsection (c) which shall read as follows: The
classification of Printing Services Specialist shall be paid in accordance with Fair Labor
Standards Act (FLSA) regulations when overtime work is authorized and required in lieu
of receiving management leave as provided in this Section.

SECTION 7. The Fringe Benefit Resolution, Section 8. OVERTIME subsection
e shall be amended to include reference to Section 21 described above. Section 8.e
shall read as follows:
Fire Battalion Chiefs working in excess of 204 hours in a 27-day work period
shall receive overtime at time-and-one-half. No other Management Employees are
eligible to receive any form of overtime compensation for additional hours worked,
except as stated in Sections 5 and 21.
SECTION 8. Except as amended by the Resolution, all other sections of past
Resolutions regarding benefits and compensation for management employees shall
remain in full force and effect.
SECTION 9. The Human Resources Manager shall include all revisions
to the Fringe Benefit Resolution 5608 that are made by this Resolution 6113 and shall
provide for the original to be kept in the Office of the City Clerk with copies to all
departments.
SECTION 10, That the City Clerk shall certify to the adoption of this Resolution.
Passed, approved and adopted this 15th day of June, 1999.
