HomeMy WebLinkAbout4313 RESOLUTIQN NO. 4313 ...ARESOLUTION OF '.rHE CITY COmlCIL OF THE CITY.OF ARCADIA, COUNTY OF LOS }\.:1GELES, STATE OF CALIFORNIA, ..1OINING THE COUNTY OF LOS ANGELES AND CITY OF IRl'lINDALEIN REQUESTING A STATZ ALLOCATION 'OF FEDER~L-AID SECONDARY URBfu'lEXT~;lSION FUl'lDS FOR TIlE IMPROVE'-!EnT OF Lmnm l,ZUSA ROAD BE'L'I-reS;; DU?,FEE AVE1lUE 1o.nD SAN 'GABRIEL RIVER FFr.FI';l~Y WHEREAS, under Section 143.3 of L;e Streets aud Highways Code, the --Department .of Public' Works--and .;,the California ..Highway COIl'unission may include in the annual budget certain amounts for the construction of city streets or county roads which would qualify as extensions' of Federal-aidSecondaryllighways within urban areas; and 'WHEREAS,upon written request of any city or county, the Department of Public Works and the California Highway Con~ission may include an allocation for the city or county .in the next succeeding budget to be used for said construction provided, however, that not :more than Five Hundred Thousand Dollars ($500,000) shall be allocated for such purpose to any city or county in anyone year; .and ~HEP~AS, Lower Azusa Road between DUrfee Avenue and San G~b~iel 'River Freeway lies within the 'jurisdictional limits of the C:!_ties of l,rcadia and In:indale ; and WHEREAS, LO'Vler Azusa Road 'Vlithin said limits is a portion of Federal-aid Secondary Route 850 in Los Angeles County; and 1~lmREAS, the Cit-,ies of Arcadia and Irwindale and the County of Los Angeles, hereinafter collectively referred to as "LOCAL AGENCISS", aesireto improve LOI-lerJl,z'usa Road within said limits at an es.ti,mated cost of Nine Hundred Seventy-four Thousand Dollars ($974,000). ' " " ii h~EREAS, the County of Los Angeles will request the Department of Public Works to recommend and the California Highway Commission t~ approve an allocation for said PROJECT pursuant to Section 143.3 I' of !I 'I \1 i the Streets and Highways Code; and , i WHEREAS, that portion of Lower Azusa Road wi thin said limits 'is I part of an approved City-County System of Major Arterials integrated with the State Freeway System and is designated as an Arterial Highway on the Select System of Highways of the County of Los Angeles and the I Cities of Arcadia and Inlindale and as a Major Highway on the 11aster Plan of Highways adopted by the County of Los Angeles; and WHEREAS, the LOCAL AGENCIES have considered the effect of the financing, based on the statutory formula contained in Section 188.8 of the Streets and Highways Code appertaining to apportionment of State highway construction monies among the counties; and \iHEREAS, the LOCAL AGENCIES are willing to furnish all right of way necessary for the construction of PROJECT; and WHEREAS, the LOCAl, AGEKCIES desire to have the County of Los Angeles designated as the coordinating agency and the Road Corr~issioner of the County of Los Angeles designated as the Coordinator of PROJECT with the appropriate officials of interested agencies; and \'IIIEREAS, the LOCAL AGEnCIES desire to have all,funds allocated by the California HighwuY Conuaission for PROJEC'l' paid to the County of Los Angeles as the coordinating agency for PROJECT. -2- 4313 il II NOW, THEREFORE, THE CITY COUNCIL OF Tlffi CITY OF ARCADIA joins the :' " COUNTY OF LOS ANGELES and CITY OF IRWINDALE and RESOLVES that: I, I[ I, 1. The Department of Public Works be requested to recommend,and , I that the California Highway Commission be requested to approve I allocations to the respective LOCAL AGENCIES eligible for , 1 financing under the provisions of Section 143.3 of the Streets and Highways Code as follows: City of Arcadia $ 75,000 $412,000 ,i it I , City of Irwindale 2. The LOCAL AGENCIES agree to provide at the appropriate time all funds necessary to match and to supplement funds which may be allocated to LOCAL AGENCIES by the California Highway Commission toward PROJECT. 3. The LOCAL AGENCIES agree to furnish all right of way necessary for the construction of PROJECT. 4. The County of Los Angeles and the Road Commissioner of the County of Los Angeles be designated as coordinating agency and Coordinator, respec,tively, of PROJECT I-,ith the appropriate officials of all interested agencies and to act in behalf ,of LOCAL AGENCIES in all negotiations in connection therewith. 5.' All funds allocated by the State for PROJECT be paid to the County of Los Angeles as the coordinating agency of PROJECT. -3- 4313 , The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 16th day of January , 1973, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Arth, Butterworth, Helms, and Hage NOES: None ABSENT: Councilman Scott ~?f~~?t??1 ~~ ity Clerk of the City of Arcadia SIGNED AND APPROVED this 16th day of January , 1973.
