HomeMy WebLinkAbout5292 RESOLUTION NO. 5292 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, CONSENTING TO ESTABLISHMENT OF THE PORTION OF COLORADO BOULEVARD AT MICHILLINDA AVENUE INTERSECTION WITHIN SAID CITY AS PART OF THE SYSTEM OF"HIGHWAYS OF THE COUNTY OF LOS ANGELES WHEREAS, the Board of Supervisors did on March 4, 1986 duly adopt a Resolution declaring the portion of the intersection of Colorado Boulevard at Michillinda Avenue, within the City of Arcadia, to be a part of the System of Highways of the County of Los Angeles, all as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California; and WHEREAS, said Board of Supervisors by said Resolution requested this Council to give it consent to allow the County to upgrade traffic signals and perform appurtenant work within said intersection in the City of Arcadia described above; and WHEREAS, pursuant to Section 15301, Class 1 (c) of the State Guidelines for Implementation of the California Environmental Quality Act, the Secretary of Resources designated this type of project as categorically exempt: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Arcadia does hereby consent to the establishment of that portion of the intersection of Colorado Boulevard at Michillinda Avenue, within the City of Arcadia, as a part of the system of Highways of the County of Los Angeles as provided for in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California. Said consent is for the purpose of upgrading traffic signals and performing appurtenant work as may be necessary by the County of Los Angeles. -1- 5292 , SECTION 2. That the City Council of the City of Arcadia does hereby find that the project is categorically exempt from the requirement for an Environmental Impact Report pursuant to Section 15301, Class 1 (c) of the State Guide lines for Implementation of the California Environmental Quality Act of 1970. SECTION 3. That the City Council of the City of Arcadia does hereby find that pursuant to Government Code, Section 65402 (b), the aforesaid improvements are for street improvements of a minor nature and that, therefore, the provisions of said Section requiring the submission to and report upon said project by the City Planning Agency do not apply. SECTION 4. That the City Clerk shall certify to the adoption of this Resolution. Passed, approved and adopted this 15th day of April , 1986. MuNTEILH [XECUTlYE OFfiCER -~ Dear Supervisors: J l.i REQUEST FOR JURISDICTION COLORADO BOULEVARD AT MICHILLINDA CITY OF ARCADIA AVENUE SUPERVISORIAL DISTRICTS 1 AND 5 4-VOTE MATTER RECOMMENDATION: That your Honorable Board adopt the attached Resolution in the form previously approved by County Counsel. Jurisdiction is requested in order that the County may administer a cooperative project to upgrade the traffic signals on Colorado Boulevard, a State Highway, at the intersection of Michillinda Avenue, which is jurisdictionally shared with the City of Arcadia and the State. Colorado Boulevard and Michillinda Avenue are on the County Highway Plan and the traffic signals at this intersec- tion are obsolete and in need of upgrading. The project is pro- posed to be financed by the State and the County under an agreement scheduled for consideration by your Honorable Board on February 25, 1986. The project is tentatively scheduled to be advertised for construction bids in April 1986, pending the City's consent to jurisdiction and execution of the City-State cooperative financial agreement.
