HomeMy WebLinkAbout5983 RESOLUTION NO. 5983 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, OPPOSING THE CALIFORNIA CASINO GAMBLING, REGULATION AND TAXATION AMENDMENT WHEREAS, proponents of The California Casino Gambling, Regulation and Taxation Amendment have met California Secretary of State filing requirements to obtain signatures to qualify this measure as a ballot initiative for the June 2, 1998 general election; and WHEREAS, this measure would amend the State Constitution to repeal the existing ban on gambling casinos; and WHEREAS, the initiative would legalize casino gambling, including slot machines, at five horse racing tracks in California, inclusive of Santa Anita Park, on a 24 hour per day, 365 day per year basis; and WHEREAS, the sale of alcoholic beverages would be permitted at these locations during all hours of operation; and WHEREAS, the proposed Amendment would preempt all municipal authority to regulate or restrict the operations of such casinos; and WHEREAS, the proposed Amendment would generate no revenue to the City of Arcadia by which a revenue stream. could be provided to fund governmental response to issues associated with the casino operation; and WHEREAS, a high general use of a casino located at Santa Anita Park would most likely negatively impact future development in the City; and WHEREAS, increases in traffic associated with a casino would most likely impact property values of adjacent property and properties that would share high volume streets; and WHEREAS, secondary effects of this type of gambling would most likely include increases in crime. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOllOWS: SECTION 1. The City Council of the City of Arcadia, California opposes The California Casino Gambling, Regulation and Taxation Amendment. SECTION 2. The City Council urges voters to familiarize themselves with the contents of this initiative. SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
