RESOLUTION NO. 5995
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, ESTABLISHING THE ARCADIA
CENTENNIAL CELEBRATION COMMISSION
WHEREAS, the centennial anniversary of the incorporation of the City of
Arcadia will occur on August 5, 2003; and
WHEREAS, the City of Arcadia wishes to stimulate interest and promote
recognition and goodwill in the Arcadia community as well as in the San Gabriel
Valley; and
WHEREAS, major events will be planned throughout the preceding year to
commemorate this important occasion; and
WHEREAS, community volunteers will be needed to plan and organize these
events.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. CREATION. By adoption of this resolution a Centennial
Celebration Commission is hereby established for the purpose of planning and
organizing special events to commemorate Arcadia's 100th anniversary of
incorporation. The Commission shall promulgate By-laws concerning procedural
issues.
SECTION 2. MEMBERSHIP. The Arcadia Centennial Celebration Commission
shall consist of fiheen (15) members representative of the entire community,
plus at least one ex-officio member of City staff appointed by the City Manager or his
designee.
SECTION 3. APPOINTMENTS AND REMOVAL. The Arcadia City Council shall
appoint members through an application process. The members of the Commission
shall then select one (1) of its members as Chairperson and may promulgate such
procedural rules as deemed necessary to accomplish their purpose and role. The City
Council shall appoint the Director of Administrative Services or his/her designee to act
as Treasurer of the Commission. The Chairperson shall then appoint Committee
Chairpersons to oversee specific areas of activity. If deemed necessary, the City
Council may remove such appointees by a majority vote of the City Council.
SECTION 4. MEETINGS. Subject to requirements of the Brown Act (Open
Meeting Law), the Arcadia Centennial.Celebration Commission shall meet at a
regularly scheduled time and place designated by Commission By-laws. Pursuant to
the Brown Act and subject to its notice requirements, special meetings may be called
at any time.
SECTION 5. DUTIES. Subject to review and approval of the City Council, the
Arcadia Centennial Celebration Commission shall:
a. Act in an advisory capacity to the City Council in all matters pertaining
to the activities and events surrounding the City's centennial celebration.

b. Keep the City Council and the Arcadia community advised and informed
on all events being planned.
c. Coordinate and oversee activities of interest to the community during a
year-long celebration.
d. Appoint members of the community to serve on sub-committees of the
Commission for broad-based input and assistance to the Commission.
e. Create a Centennial Celebration Budget, monitor all receipts and
expenditures and provide the City Council with a financial report as directed and upon
request.
f. Organize fund-raising and the sale of commemorative items to provide
revenue necessary to facilitate designated events and activities.
g. Perform such other duties as may be prescribed by the City Council.
h. Be disbanded following the execution of duties, as determined by
the City Council.
SECTION 6. The City Clerk shall certify to the adoption of this resolution.

foregoing Resolution No. 5995 was passed and adopted by the City Council of the
City of Arcadia, signed by the Mayor and attested to by the City Clerk at a regular
meeting of said Council held on the 3rd day of June 1997 and that said
Resolution was adopted by the following vote to wit:
