RESOLUTION NO. 15'21.
A RESOLUTION OF THE Crry COUNCIL
OF THE C rn OF ARCAD IA URG 100
THE ADOPTION BY THE STATE OF CAL-
IFORNIA OF A PROGRAM TO CONTROL
THE DISPOSAL OF INDUSTRIAL AND
TRADE WASTES AND THEREBY TO PRO-
TECT THE UNDERGROUND WATER
RESOURCES .
THE CITY COUNCIL OF THE CITY OF
ARCADIA DOES RESOLVE AS FOLLOWS:
SECTION 1. WHEREAS water is a priceless
resource of the State of California; and
WHEREAS Southern California
in particular has been blessed with natural
undergrouhd water storage basins; and
WHEREAS water must be con-
served if the State of California is to con-
tinue its growth and development; and

WHEREAS these great under-
ground water basins have been and are being
polluted by the continued reckless discharge

'of industrial and chemical trade wastes; and
WHEREAS other areas in the
State have a comparable probl6m; and

Industry and Agriculture as well as the Public
Health and Welfare; and
WHEREAS there is no comprehen-
sive and concerted program to correct this

problem thereby conserving and protecting
our water supply; and
WHEREAS there can be no
local solution as forty-five (4,) in-
corporated cities are affected in the Cou-
nty of Los Angeles alone, in addition to
four counties, .namely, Los Angeles, Orange,
San Bernadino, and Riverside;
NOW. THEREFORE. BE IT RESOLVED that
the City Clerk be, and he is hereby, auth-
orized and instructed to communicate with
and to urge the state of California to in-
stitute at once an analysis of the problem
of promulgating a vigorous coordinated pro-
gram to solve the problem of the pollution
of water resources, thereby conserving and
protecting the water supply and the interests
of all concerned.
SECTION 2. That a copy of this Res-
olution be sent to the Govenor of the State
of California, the State Board of Health, The
State Senators and Assemblymen of Los Angeles
County, the Board of SUpervisors of Los Angeles
County, the Cities of El Monte, Montebello,
Pasadena, South Pasadena, Alhambra, San Marino,
Sierra Madre, Monrovia, Baldwin Park, Long Beach
and Los Angeles.
SECTION -3. That_Cthjl CUr. Clerk shall

certify to the adoption of this resolution
and thenceforth and thereafter the same
shall be in full force and effect.

Octpber, 1946.

I'HEREBY CERTIFY that the foregoing
resolution was duly adopted by the City
Council of the City of Arcadia at a regular
meeting thereof held on the 1st day of Oct-
ober, 1946, by the following vote of the
Council:
