The City Council and Arcadia Redevelopment Agency met in a Regular Meeting on
Tuesday, August 5, 2003 at 6:00 p.m. in the Councit Chambers.

CHANG Councilmember Chang invited everyone to attend the City's Birthday Party celebration at the

MARSHALL Councilmember Marshall expressed appreciation to City staff for putting together a
(City's wonderful birthday celebration day. She especially thanked Mayor Kovacic for his hard work

SEGAL Councilmember Segal expressed appreciation to everyone who took time out from their busy
(City's 100th schedules to be part of the celebration events which started at 9:00 a.m. this morning at the
Birthday) City Hall with the Lucky Baldwin Treasure Trail; Meet the Authors of "Visions of Arcadia: A
Centennial Anthology" at the Arcadia Public Library; the unveiling of the new peacock statue
at Peacock Corner; and, the Museum Mixer and Homecoming Ceremony for the Hugo Reid
statue. The celebration will continue with a Birthday Party at the Community Center.
(City Staf~ Councilmember Segal echoed Councilmember Marshall's comment and thanked City staff
for their hard work coordinating these events. .

signing and reading was held at the Arcadia Public Library with more than 200 people in
attendance.
KOVACIC Mayor Kovacic expressed appreciation to the City employees from different departments
(City Staf~ who helped put together a grand day of celebration.

(City's Book) Mr. Kovacic read the last part of preface that he wrote for the City's book. "But, in many
respects, Arcadia has not changed. Our tree-lined streets and neighborhoods are still safe
and beautiful. Our residents, especially our seniors and youth, continue to enjoy exceptional
intellectual, recreational, and cultural facilities and opportunities. The schools remain
excellent and, not coincidentally, the property values remain high. The tradition of city hall
being fiscally conservative, Pesponsive, and honest seems to be intact. Clean water comes
out when you turn on the faucet, the trash is picked up every week, the trees are trimmed,
and the streets are swept. You can still walk through a jungle, hike in the mountains, bet the
daily double, attend a concert, take in a ball game, play a round of golf, check out a good
book, relax in the park, visit a friend in the hospital, find solace in a quiet sanctuary, shop,
dine, and even watch parrots fly overhead and not go beyond the clty limits.
"And, most importantly, our sense of community remains. Arcadians are still proud to live in .
Arcadia. The individuals and institutions may change over the yea~s, but Arcadians truly
care about their community and work hard for the common good. How else do you explain
the hundreds of volunteers at the city's public library, senior center, police department, fire
department, and historical museum; and the thousands of Arcadians who contribute
countless volunteer hours to our schools, booster clubs, youth activities, senior services,
civic organizations, faith communities, foundations, and hospital?
"Since 1903, good folks doing good deeds have been the heart and soul of our community.
They welcome the newcomers, value the old-timers, and perform the acts of civic virtue that
we see in Arcadia on a daily basis.

"In his folk song 'Mother Country', John Stewart could have easily been talking about
Arcadia when he recalled; 'There was a story in the San Francisco Chronicle that of course
I forgof to save, but it was about a lady who lived in the "good old days" when a century was
born and a century had died, and about these "good old days" the old lady replies 5~dhy they
were just a lot of people doing the best they could, just a lot of people doing the best they
could', and then the lady said that they did it, 'pretty up and walking good'.
"As you read these essays and poems, 1 know you' will agree tliat Arcadians have done
things 'pretty up and walking good' over the first century of our fair city. And, we will
continue to do so for at least another hundred years. Happy Birthday Arcadia. I love you:'

Centennial Staff was requested to consider changing the name of Civic Center Place to Centennial Way in

Staff was requested to consider changing the name of Civic Center [~Fivato Centennial
Way in honor of the City's Centennial year celebration. StatF has investigated the
request and found that the name change could be made without significant expense to
the City. Civic Center Drive has no addresses associated with it, and the two adjacent
businesses with access to the street were contacted regarding the request and neither
expressed concern overthe change.
If the City Council determines to approve the street name change, staff will then
proceed to notify the County Board of Supervisors and all affected agencies,
businesses and organizations so they can incorporate the change into their systems.
Staff will also make the necessary changes to the City's computer mapping systems.
BACKGROUND

Staff was asked to look at the possibility of changing the name of Civic Center Br+ve to
Centennial Way as one of the Centennial activities. As part of the analysis, each of the
affected City Departments was asked to comment on any impacts. Also, Santa Anita
Racetrack and Methodist Hospital were contacted to solicit~ e~ir comments. Though
neither of these businesses have addresses on Civic Center DFRre,~both have entrances
into their facilities from this street.
Overall, staff found that the name change could be made without significant expense to
the City. A name change would be simplified by the fact that no businesses have a

Civic Center C3~i~e address. There would be a fair amount of staff work involved at
incorporating this change into the City's mapping and computer systems, although it can
be done without significant cost.
Internally within the City, some of the departments will need to make changes to their
computer mapping systems. For example, Development Services would want to make
changes to their mylars (maps) and their digital maps. Public Works Services will need
to do the same thing including the geographic information system (GIS) and new street
signs will need to be ordered and installed. Within the Police and Fire Departments,
they will need to modify their computer aided dispatch (CAD) and records management
system (RMS) as well as any report writing modules. Additionally, the new street name
will need to be cross-referenced with the old name so reports accurately reflect all data
under both street names on this street. This will include the City's traffic accident
repo~ting system.
" Staff contacted both Methodist I~s~ital and Santa Anita Racetrack. Both these
businesses mention Civic Center sr+°ve~`in some of their lite ture and maps providing
directions to their facilities. For the Hos ital, Civic Center °`~is their rima

entrance For the Racetrack, buses and Turf Club patrons use the entrance off Civic
Center ~~`~,`"and the Racetrack added a pedestrian walkway for people using public
transit. Neither business had any objections to the name change and said they would
change their literature as necessary.
Should the City Council act to change the street name, one of the primary steps that
must be taken is to notify other agencies, businesses and organizations so they can
incorporate the new name into their systems (again, this is not as significant with no
direct business impact). These organizations would include, but not be limited to:

• Foothill Transit and MTA
• Thomas Brothers mapping
• Chamber of Commerce

FISCAL IMPACT
The cost to the City will be insignificant though the process will involve a few hours of
staff time to make the change, including notifying other agencies.
RECOMMENDATION
Should the City Council determine to approve the street name change from Civic
Center Drive to Centennial Way adopt the attached Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, CHANGING THE NAME OF
CNIC CENTER PLACE TO CENTENMAL WAY
WHEREAS, Civic Center Place is a street located in tt~e City of Arcadia as
shown on Exhibit "A" attached hereto; and
WHEREAS, the City of Arcadia desires to rename the street "Centennial Way"
in honor of the City's centennial year; and
WHEREAS, no business or residential addresses are affected by the proposed
street name change and the adjacent businesses have been notified of the City's
proposed action.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS
FOLLO W S :
SBCTION 1. The street heretofore named "Civic Center Place," as shown on
the attached Exhibit "A" shall henceforth be named "Centennial Way"
SECTION 2. The City Clerk shall certify to the adoption of this Resolution and
shall forward a certified copy of this Resolution to the Los Angeles County Board of
Supervisors.
