A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA PROPOSING THAT CERTAIN SURPLUS FUNDS OF THE STATE OF CALIFORNIA BE I,:ADE AVAILABLE TO CITIES AND COUNTIES OF THE STATE FOR PROJECTS ESSENTIAL TO PUBLIC HEALTH AND SAFETY. THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLO\;rS: SECTION 1. WHEREAS, the Legislature of the State of California did, in its 1945 session, create a fund of Ninety Million ($90,000,000.00) Dollars, for construction of public work in the State of California, but did not state whether the funds or any portion thereof would be appropriated to Cities and Counties with- in the State, and WHEREAS, said funds, if distributed to said Cities and Counties for said projects, will amount to approximately Nine ($9.00) Dollars per capita to every city based upon its 1940 po pula tion, and WHEREAS, said surplus funds of the State have been received by the State of California from increased tax revenues as a result of the war effort in California, while during said period of time revenues of Cities and Counties have not increased in the same proportion because of their dependency for revenue upon a property tax basis, and WHEREAS, there is a present need in the City of Arcadia for a sewage disposal plant, main trunk sewers and laterals, which said improvement is essential to the public health and safety and in which there is a State interest, and WHEREAS, there is also need for improvement on major streets within said City, and WHEREAS, gasoline tax funds for maintenance of said major highways has been decreased because of restricted automobile traffic during the war, NOW, THEREFORE, BE IT RESOLVED, that the Legislature of the State of California make available to Cities and Counties within the State said Ninety Million ($90,000,000.00) Dollar -1- IND::'~CO surplus fund on a per capita basis for projects essential to public health and safety and in which there is a State interest. BE IT FURTHER RESOLVED, that in the event said funds are so allocated the City of Arcadia will apply said funds towards the cost of a sewage disposal system in the City of Arcadia, and for improvement of major highways within its boundaries. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. I hereby certify that the foregoing Resolution was adopted at a regular meeting of the City Council of the City of Arcadia, held on the 6th day of November, 1945, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen, Adcock, Leeper, Nugent, Ormsby and Russell NOES: Nono ~~.~t~~ Signed and approved this 6thiay of November, 1945.
