RESOLUTION OF. INTENTION NO. 1479
A RESOLUTION OF THE CITY comlCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DECLARING ITS INTENTION TO IMPROVE PORTIONS OF HUNTING-
TON DRIVE AND FIRST AVENUE IN SAID CITY OF ARCADIA, AND DECLARING
SAID WORK OR IMPROVEMENT TO BE OF MORE THAN UlCAL OR 0 RDINARY
PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO BE BENEFITED BY
SAID WORK OR IMPROVEMENT AND TO BE ASSESSED TO PAY THE COSTS AND
EXPENSES THEREOF, AND DETERMINING THAT SERIAL BONDS SHALL BE
ISSUED TO REPRESENT SAID COSTS AND EXPENSES AND FIXING A TIME
FOR HEARING OBJECTIONS TO SAID WORK OR IMPROVEMENT, OR TO THE
EXTENT.OF THE DISTRICT TO BE ASSESSED, OR BOTH.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the pUblic interest and convenience require,
and it is the intention of the City Council of the City of Arcadia,
to order the following work and improvement to be done in said City
of Arcadia, to wit:
That an ornamental street lighting system, including poles,
wires, conduits and other appurtenances be constructed on Hunt-
ington Drive between Santa Anita Avenue and Second Avenue, and on
First Avenue between Diamond Street and St. Joseph Street.
SECTION 2. That the grade to which the work hereinabove
described shall be done and the improvement made as provided in
this Resolution is shown on Profile and Improvement Plan No.
C-170 on file in the office of the City Engineer of said City,
to which Profile reference is hereby made for the description
of such grade.
SECTION 3. All of the foregoing work shall be done in
accordance with said Profile and Improvement Plan No. C-170 on
file in the office of the City Engineer of said City of Arcadia.
All work on the construction of said ornamental street lighting
system shall be in accordance with the following specifications on
file in the office of the City Clerk of said City of Arcadia, to wit:
ftSpecia1,Speoifications No.1 for the installation of lighting
posts, wires, cables and other appurtenances on Huntington Drive
between Santa Anita Avenue and Second Avenue, and on First Avenue
between Diamond Street and St. Joseph Street."

All work on the construction and reconstruction of cement
concrete shall be in accordance with the following specifications
on file in the office of the City Clerk of said City of Arcadia,

to wit: nStandard Specifications No. 0 for the 'construction of
curbs, sidewalks, gutters, oil macadam and concrete pavement.n
All work on the construction and reconstruction of street
pavement shall be in accordance with the following specifications
on file in the office of the City Clerk of said City of Arcadia,
to wit: nStandard SpecificationBo. 00 for the construction of
asphaltic concrete pavement.n
Said Profile and Improvement Plan No. C-170 and the Specifi-
cations hereinabove referred to were adopted by Resolution No.
of said City Council of the City of Arcadia, and the

same are hereby made a part of this Resolution and are hereby
referred to for a more particular description of said work. All
streets and avenues referred to in this Resolution are public
streets and Avenues of said City of Arcadia.
SECTION 4. Said City Council hereby determines and orders
that Seven Thousand Five Hundred ($7,500.00) DOllars, representing
a portion of the cost and expense of the construction of the pro-
posed ornamental street lighting system on said portions of
said public streets, as hereinabove specified, shall be paid out
of the general fund of the City of Arcadia.
SECTION 5. That said contemplated work and improvement in
the opinion of the City Council of the City of Arcadia, is of
more than local or ordinary pUblic benefit and said City Council
hereby makes the expense of said work and improvement chargeable
upon the District (except that portion of the cost of construction
to be paid for by the City of Arcadia as specified herein) which
District said City Council hereby declares to be the District
benefited by said work and improvement and to be .assessed to pay
the costs and expenses thereof, which said District shall include
all those lots in the said City of Arcadia, County of Los Angeles,
State of California, fronting on said portions of Huntington Drive

and First Avenue.
A plat or map of said District indicating by a boundary
line the extent of the lands included in the proposed Assessment
District, was approved and adopted by Resolution No. 1478
of the City Council of said City of Arcadia, and is on file in the
office of the City Engineer of the City of Arcadia. Reference is
hereby made to said plat or map for a further, full and complete
description of said Assessment District, which said plat or map
is designated as Assessment District No. W-42, and said map so
on file shall govern for all details as to the extent of such
Assessment District.
SECTION 6. Said City Council also determines and declares
that Serial Bonds shall be issued to represent each assessment ~
Twenty-Five ($25.00) Dollars, or more, remaining unpaid for thirty
(30) days after the date of the Warrant to represent the expenses
of said work and improvement. Said Serial Bonds shall extend over
a period ending nine (9) years from the second day of January
next succeeding the fifteenth day of the next October following
their date and an even annual proportion of the principal sum
thereof shall be payable by coupon on the second day of January,
every year after the fifteenth day of the next October following
their date, until the whole is paid, and the interest shall be
payable semi-annually by coupon on the second days of January and
July respectively of each year after their date at the rate of six
(6%) per cent per annum on all sums unpaid until
the whole of
said principal and interest are paid. Said Bonds and interest
thereon shall be payable at the office of the City Treasurer of
the City of Arcadia.
SECTION 7. Notice is hereby given that on Tuesday, the l6th
day of July, 1946, at the hour of 8'.00 '1 k

any and all persons having any objections to said proposed vrork
or improvement or to the extent of th Di tit t

or both, may appear before said City Council and show cause why

said proposed work or improvem~nt sbou1d not be carried out in
accordance witb tbis Resolution.
SECTION 8. All proceedings for the aforesaid work and improve-
ment and for the issuance of said Bonds shall be had and taken
under and in accordance with the provisions of an Act of the
Legislature of the State of California, known and designated as
the "Improvement Act of 1911, being Division 7, Streets and
Highways Code of the State of California."
SECTION 9. The report of the City Engineer, as required to
be made by the proviSions of the Special Assessment. Investigation,
Limitation and ~ajority Protest Act of 1931, being Division 4,
Streets and Highways Code of the State of California, and the
report on the hearing required to be held as provided in said Act,
are on file in the office of the City Clerk of the City of Arcadia,
are open to public inspection, and may be examined at bis office
in the City Hall of the City of Arcadia.
SECTION 10. The Superintendent of Streets shall post or
cause to be posted conspicious1y along the line of said contemplated
, work or improvement and also along all the open streets within the
District liable to be assessed and hereinabove described, notices
of the passage of this Resolution in the manner and form required
by law.
SECTION 11. The City Clerk shall certify to the adoption of
this Resolution and shall cause the same to be published twice
in the Arcadia Tribune and Arcadia News, a newspaper of general
circulation, published and circulated in the City of Arcadia and
hereby designated for that purpose; the City Clerk shall also
mail notice of the adoption of this Resolution to all persons
owning real property proposed to be assessed, whose names and
addresses appear on the last equalized assessment roll for City
taxes, or as known to said Clerk. Such notice shall be given
in the manner and form required by said "Improvement Act of 1911

being Division 7, streets and Highways Code of the State of
California. n
The foregoing Resolution of Intention was adopted at a regular
meeting of the City Council of the City of Arcadia, held on the
18th day of June, 1946, by the affirmative vote of at least three
Councilmen, to wit:
