THE CITY COUNCIL OF THE CI'fY OF ARCADIA DOES RESOLVE AS
FOLLm"lS :
SECTION l. ~frIE~:AS, this City Council did by Ordinance No.
540, adopted March 13, 1945, call a special municipal election to
be held on May 8, 1945, for the purpose of submitting to the
qualified electors of the City of Arcadia the proposition of
incurring indebtedness and issuing bonds of the City therefor in
the amount of Seven Hundred Fifty Thousand ($750,000) Dollars for
the acquisition and construction of trunk line sewers and sewage
treatment and disposal works to be located in the City of Arcadia,
and,
V~~REAS, the City Council has heretofore caused a permit to
be obtained from the State Board of Health of the State of California
for the construction and operation of said sewer system, and
WI~;REAS, prior to the date said special municipal election
was called, this council had caused the firm of Koebig and Koebig,
Sanitation and Sewer engineers to prepare comprehensive plans for
the construction of trunk line sewers and a sewage disposal plant,
and,
WIllinEAS, this council has heretofore caused a general sewer
co~nittee composed of property owners in the City of Arcadia to be
fermed, which committee has studied the plans of the proposed sewer
sy stem, and
WHEREAS, after said election was called, Mr. A.H. Rawn, Chief
Engineer and General Manager of the County Sanitation District of
Los Angeles, did, on April 9, 1945, appear before a meeting of the
members of the general sewer committee of the City of Arcadia and the
memoers of this council, and discuss the advisability of the City of
Arcadia becoming a m~llber of Sanitation District No. 15 of the
County of Los An~eles, and submit proposals of plans for trunk lines

in the City of Arcadia if the City of Arcadia joined said Sanitation
District, and submit estimates of cost to the property owners of the
City of Arcadia for their share of the cost and operation of the
County Sanitation system, and
WHEREAS, it appears to this COlli~cil that under the plans as
submitted by Mr. Ravm only four miles of trunk sewer lines Vlould be
constructed in the City of Arcadia by the Sanitation District, thereby
greatly increasing the cost to the property owners of the City of
Arcadia for additional lines to connect with the trunk sewer lines
proposed to be constructed by the Sanitation District, and
WHEREAS, in the event the City of Arcadia should elect to
join Sanitation District No. 15 it would necessarily share the
expenses of the District in enlarging present existing lines, treat-
ment plants, as well as outfall sewers, and such other construction
within said District as hereafter may become necessary, and
WHEREAS, the benefits 0 l' the plan of the City of Arcadia
for its orin sewer system have been compared \'lith those offered by
the Sanitation District, taking into consideration the cost to the
property ovmers of the City of Arcadia, and
WHEREAS, this Council is advised that the State Board of
Health has not yet issued a permit for the construction and
operation of a disposal plant at any location within the present
boundaries of Sanitation District No. 15, and
WHEREAS, the Milllicipal sewer system as proposed by the firm
of Koebig and Koebig had been studied by Mr. Ravm prior to the date
the special municipal election was called and tbis Council believes
l\~r. Hawm was fully aware of the advantages to the property owners
of the City of Arcadia of the proposed milllicipal sewer system as
compared to the system later proposed by him, and
WHEREAS" this COilllcil believes Mr. Ravm did not have in mind
the solution of the sanitation problem of the City of Arcadia in
presentinG his proposal but had in mind the benefits whicb would
accrue to Sanitation District No. 15 by reason of including the
City of Arcadia in said District,

NOW, TlillREFORE, BE IT P~SOL\~D, that fuis City Council does
hereby reaffirm its decision heretofore made that a municipal sewer
system and sewage disposal plant constructed within the City of
Arcadia and operated by the City of Arcadia will be to the best
interests of the residents and property owners of the City of
Arcadia, and that the cost of the construction and operation of said
municipal system will be less than the cost vlhich would be incurred
if the City of Arcadia should join Sanitation District No. 15 of
the County of Los Angeles.
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution.
I hereby certify that the foregoinG Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia,
held on the 17th day of April, 1945, by the affirmative vote of
at least three Co~~cilmen, to wit:
