A RESOLUTION OF THE CITY CODlfCIL OF THE CITY OF ARCP~IA
DEGLA-l'\ING ITS IN'l'ENTION TO IMPROVE A PORTION OF LAS FLORES AVENUE IN
SAID CITY OF ARCADIA, AND DECLnRING SAID WORK OR IMPROVEMENT TO BE. OF
MORE 'l'HAN LOCAL Oli ORDINARY PUBLIC BEl-lEFIT AND DESCRIBING THE DISTRICT
TO BE BE}illFlTED BY SAID WORK OR I~PROV~MENT AND TO BE ASSESSED TO PAY

THE CITY COJNCIL OF THE CITY OF ARCADIA DO~S RESOLVE AS
FOLLO';rS:
SECTION 1. That the public interest and convenience require,
and it is the intention of the City Council of the City of Arcadia, to
order the following work and improvement to be done in said City of
Arcadia, to wit:
That a concrete curb and @ttter be constructed on each side of
Las Flores Avenue, from a line drawn across said Las Flores Avenue,
which line is parallel with and two hundred (200') feet westerly from
the westerly line of Santa Anita Avenue, to the westerly line of
vacated El Campo Avenue.
That the roadway space between the gutter lines in said portion of
Las Flores Avenue be graded and paved with an oil macadam pavement two
and one-quarter (2-1/4) inches thick, except where an oil macadam pave-
ment is alr'eady constructed to the official line and grade and is now
in good condition.
SECTION 2. That the grade to which the work hereinabove described
shall be done and the improvement made as provided in this Resolution
is sho~n on Profile and Improvement Plan No. C-165 on file in the office
of the City Engineer of said City, to which Profile reference is hereby
made for the descr~ption of such grade.

SECTION 3. All of the foregoing work shall be done in accord-
ance ~~th said Profile and Improvement Plan No. C-165 on file in the
office of the City Engineer of said City of Arcadia.
All work on grading and the construction of concrete curbs and
gutters shall be in accordance with the following Specifications on file
in the office of the City Clerk of said City of Arcadia, to wit, "Stand-
ard Specifications No. 0 for the construction of curbs, sidewalks, gutters,
oil macadam pavement and concrete pavement. II

All work on the construction of oil macadam pavement shall
be in accordance with the following specifications on file in the office
of the City Clerk of said Ci ty of Arcadia, to wit, !lCi ty of Arcadia
Standard Specifications No. 3 for the construction of 2-1/4 inch Oil
Macadam Pavement and Resurfacing.1I
Said Profile and Improvement Plan No. C-165 and the Specifications
hereinabove referred to were adopted by Resolution No. 1382 of said
City Council of the City of Arcadia, and the same are hereby made a part
of this Resolution and are hereby referred to for a more particular
description of said work. All streets and avenues referred to in this
Resolution are public streets and avenues of said City of Arcadia.
SECTION 4. Said City Council hereby determines and orders that
Eight Hundred Seventy Five ($875.00) Dollars, representing a portion
of the cost alld expense of construction. of ~oil ;,macadam pavement and
concrete gutters on said portion of said public street, as hereinabove
specified, shall be paid out of gasoline tax funds to be allocated to
the City of Arcadia by the County of Los Angeles.
SECTION 5. That said contemplated work and improvement in the
opinion of the City Council of the City of Arcadia, is of more than
local or ordinary public benefit and said City Council hereby makes the
expense of said work and improvement chargeable upon the District, (except
that portion of the cost of construction to be paid for by the City of
Arcadia from gasoline tax funds as specified herein) which District said
City Council hereby declares to be the District benefited by said work
and improvement and to be assessed to pay the costs and expenses thereof,
which said District shall include all those lots in the said City of
Arcadia, County of Los Angeles, State of California, fronting on said
portion of Las Flores Avenue.
A plat or map of said District indicating by a boundary line the
extent of the lands inchiaed in the proposed Assessment District, Vias
approved and adopted by Resolution No. 1383 of the City O&uncil of said
City of Arcadia, and is on file in the office of the City Engineer of
the City of Arcadia. Reference is hereby made to said plat or map for
a further, full and complete description of said Assessment District,

which said plat or map is designated as Assessment District No. W-37,
and said map so on file shall govern for all details as to the extent
of such Assessment District.
SECTION 6. Said City Council also determines and declares
that Serial Bonds shall be issued to represent each assessment of
Twenty-Five ($25.00) Dollars, or more, remaining unpaid for thirty (30)
days after the date of the Warrant to represent the expenses of said
work and improvement. Said Serial Bonds shall extend over a period
ending nine (9) years from the second day of January next succeeding
the fifteenth day of the next October following their date and an even
annual proportion of the principal sum thereof shall be payable by
coupon on the second day of January, every year after the fifteenth day
of the next October following their date, until the whole is paid, and
the interest shall be payable semi-annually by coupon on the second days
of January and July respectively of each year after their date at the rate
of six (6%) per cent per annum on all sums unpaid until the whole of said
principal and interest are paid. Said Bonds and interest thereon shall
be payable at the office of the City Treasuxer of the City of Arcadia.
SECnON 7. Notice is hereby given that on Tuesday, the 17th day
of July, 1945, at the hour of 8:00 o'clock, P.M., on said day, in the
Court Room at the Police Station of said City of Arcadia, any and all
persons haVing any objections to said proposed work or improvement or
to the extent of the District to be assessed, or both, may appear before
said City Council and show cause why said proposed work or improvement
should not be carried out in accordance with this Resolution.
SECTION 8. All proceedings for the aforesaid work and nnprove-
ment and for the issuance of said Bonds shall be had and taken under and
in accordance with the provisions of an Act of the Legislature of the
State of California, known ~d designated as the tlImprovement Act of
1911, being Division 7, Streets and Highways Code of the Sta te of California. II
SECTION 9. The report of the City Engineer, as required to be
made by the provisions of the Special Assessment, Investi;ation, Limi-
tation and Majority Protest Act of 1931, being Division 4, streets and
Highways Code of the State of California, and the report on the hearing
required to be held as prOVided in said Act, are on file in the office

of the City Clerk of the Cit~T of Arcadia, are open to public inspection,
and may be exmnined at his office in the City Hall of the City of
Arcadi a.
SECTION 10. The Superintendent of Streets shall post or cause
to be posted conspiciousiliy along the line of said contemplated work or
improvement and also along all the open streets within the District
liable to be assessed and hereinabove described, notices of the
passage of this Resolution in the manner and form required by law.
SECTION 11. The City Clerk shall certify to the adoption of this
Resolution and shall cause the same to be published twice in the Arcadia
Tribune and Arcadia News, a newspaper of general circulation, published
and circulated in the City of Arcadia and hereby designated for that
purpose; the City Clerk shall also mail notice of the adoption of this
Resolution to all persons owning real property proposed to be assessed,
whose names and addresses appear on the last equalized assessment roll
for City taxes, or as knovm to said Clerk. Such notice shall be given
in the manner and form required by said "Improvement Act of 1911, being
Division 7, Streets and Highways Code of the State of California."
The foregoing Resolution of Intention was adopted at a regular
meeting of the City Council of the City of Arcadia, held on the 19th
day of June, 1945, by the affirmative vote of at least three COlUlcilmen,
