SECTION 1. That the pUblic interest and convenience require,
and it is the intention of the City Council of the City of Arcadia, to
order the following work and improvement to be done in said City of
Arcadia, to-wit:
First: Tha.t a concrete curb be constructed on each side of
Las Flo~as Avenue from the westerly line of Santa Anita Avenue to the
westerly line of vacated E1 Campo Avenue, except where a concrete curb
is already constructed to the official line and grade and is now in good
condition.
. Second: That a conc~ete sutter be constructed on each side of
Las Flores Avenue from the westerly line of Santa Anita Avenue to the
westerly line of vaonted E1 Campo Avenue, except \'rhere a concrete gutter
is already constructed to the official line and grade and is now in good
condition.
Third: That the roadway space in said portion of Las Flores
Avenue between the northerly gutter line thereof and the existing oil
macadam pavement in said portion of Las Flores Avenue be graded and
paved with an oil macadam pavement two and one-quarter (2-1/4") inches
thick, and that the roadway space in said po~tion of Las Flores Avenue
between the southe~ly sutter line thereof and the existing oil macadam
pavement in said portion of Las Flores Avenue be graded and paved with
an oil macada.m pavement two and one-quarter (2-1/4") inches thick, except
where an oil macadam pavement 1s a~ready constructed to the official line
and grade and is now in good condition.
SECTION 2. That the grade to which the vrork hereinabove described
shall be done and the :lmprovement made as provided in this Resolution is

the qity Engineer o~ said City, to wbich Profile reference is hereby
made for the description of such grade.
SECTION 3. All of the foregoing i~rk shall be done in
accordance with said Profile and Improvement Plan No. C-165 on file in
the office of the City Engineer of said City of Arcadia.
All work on grading and the' construction of concrete curbs and
gutters shall be in accordance with the following Specifications on file
in tbe office of the City Clerk of said City of Arcadia, to-wit: "Standard
Specifications No. e for the construction of curbs6 side~alks, gutters,
Oil Macadam pavement and concrete pavement."
All work on street paving shall be in accordance \dth the
following specifications on file in the office of the City Clerk of said
City of Arcadia, to-wit: "Standard Specifications No. 3 for the construc-
tion of 2-1/4" oil n:acadam pavement and resurfacing."
Said Profile and Improvement Plan No. C-165 and the Specifications
hereinabove referred to were adopted by Resolution No. 1197 of said City
Council of the City of Arcadia, and the same are hereby made a part of
this Resolution and are hereby referred to for a more particular descrip-
tion of said work. All streets and avenues referred to in this Resolution
ane public streets a~d avenues of said City of Arcadia.
SECTION 4. That said contemplated work and improvement in
the opinion of the City Council of said City of Arcadia, is of more than
local or ordinary pWJlic benefit and said City Council hereby makes the
expense of said work and improvement chargeable upon the District, which
District said City Council hereby declares to be the District benefited
by said work and improvement and to be assessed to pay the costs and
expenses thereof, which said District is bounded and described as follows:
All that portion of the said City of Arcadia, County of Los
Angeles, State of California, included within the following described
exterior boundary line, to-wit:
Beginning at the intersection of the center line of Santa
Anita Avenue vdth the 3asterly prolongation of the Southerly line of
Tract No. 9860, as shol'ln on map recorded in Book 139, Pase 3 of Maps,
records of said Los Angeles County; thence ITesterly in a direct line to
the intersection of the ~esterly prolon~ation of the Southerly line of

Said Tract No. 9860 with the ~esterly line of vacated El Campo Avenue,
as described in Ordinance No. 285 of said City of Arcadia; thence Northerly
along the Westerly line of said vacated El Campo Avenue to its intersection
with the TIesterly prolongation of the Northerly line of said Tract No.
9860; thence Easterly in a direct line to the intersection of the Easterly
prolongation of the Northerly line of said Tract No. 9860 with the center
line of Santa Anita Avenue; thence Southerly along said center line to the
place of beginning.
The foregoing description is general only. A plat or map
of said District indicating by a boundary line' the extent of the lands
included in the proposed Assessment District is on file in the office of
the City Engineer of the City of Arcadia. Reference is hereby made to said
plat or map for a further, full and complete description of said Assessment
District, which said plat or map is designated as Assessment District
No. W-37, and said map so on file shall govern for all details as to the
extent of such Assessment District.
SECTION 5. Said City Council also determines and declares that
Serial Bonds shall be issued to represent each assessment of Twenty-Five
($25.00) Dollars, or nore, remaining unpaid for thirty (30) days after
the date of the Ilarrant to represent the expenses of said work and
improvement. Said Serial Bonds shall extend over a period endiDB nine
(9) years from the second day of January next succeeding the fifteenth
day of the next October following their date and an even annual proportion
of the principal sum thereof shall be payable by coupon on the second day
of January, every year after the fifteenth day of the next October following
their date, until the whole is paid, and the interest. shall be payable semi-
annually by coupon on ':;he second days of January and July respectively of
each year after their date at the rate of six (6%) per cent per annum on all
sums unpaid until the ~lhole of said principal and intereet are paid. Said
Bonds and interest thereon shall be payable at the office of the City
Treasurer of the City of Aroadia.
SECTION 6. The report of the City Engineer, as required to be
made by the provisions of the Special Assessment Investigation, Limitation
and Majority Protest Act of 1931, and the report on the hearing required to
be held as provided in said Act, are on file with the City Clerk of the City

of Arcadia, are open to pUblic inspection, and may be examined at his
office in the City Hall of the City of Arcadia.
SECTION 7. Notice is hereby given that on Tuesday, September
15th, 1942, at the bour of ~ o'clock, P.M., of said day, in the
Council Chamber of the City Council of said City of Arcadia, in the City
Hall of said City, ar~ and all persons having any objections to said pro-
posed "Iork or :Improvement or to the extent of the District to be assessed,
or both, may appear before said City Council and show cause why said
proposed work or improvement should not be carried out in accordance with
this Resolution.
SECTION 8. All of the proceedings for the aforesaid work
and improvement and for the issuance of said Bonds shall be had and taken
under and in accordance with the provisions of an Act of the Legislature
of the State of Ca1:l.fornia, known and designated as the "Improvement Act
of 191111, approved April 7, 1911, and of all Acts supplementary thereto or
amendatory thereof.
SECTION 9. The Superinten~ant of Streets shall post or cause
to be posted conspicuously along the line of said contemplated work or
1lIIprovement and also along all
the open streets within the District
liable to be assessed and hereinabove described, notices of the passage
of this Resolution in the manner and form required by law.
SECTION 10. The City Clerk Shall certify to the adoption of
this Resolution and shall cause the same to be published twice in the Arcadia
Tribune and Arcadia News, a newspaper of general circulation, published
and circulated in tbe City of Arcadia and hereby designated for that pubposej
the City Clerk shall also mail notice of the adoption of this Resolution
to all persons owning real property proposed to be assessed, whose names
and addresses appear on the last equalized asseS!lment roll for City taxes,
or as known to said Clerk. Such notice shall be given in the manner and
form required by sa1d IIImprovement Act of 191111 approved April 7, 1911,
and of all Acts Bupplementary thereto or amendatory thereof.
The foregoing Resolution of Intention was adopted at a regular
meeting of the City Council of the City of Arcadia, held on the lAt~
day of August, 1942, by the affirmative vote of at least three Counc lmen,
to-wit:
