SECTION 1~ \nr~AS, this Council deems it necessary that
there be adopted rules and regulations for use by the City of Arcauia
~ in perscribing various duties and prohibiting certain acts and
practices in the Police Department of the City of ~rcadia, for the
purpose of maintaining a well disciplined and efficient personnel
in the Police Department of said City,
NO~, THiRIWORE, BE IT RGSOLVBD, that the list of rules and
regulations entitled, "City of Arcadia Police Department Rules and
Regulations", a copy of which said rules and re[!ulations is marked
"Exhibit A" and attached hereto and by reference made a part hereof,
be and the same is hereby adopted and that the same be made effective
upon each and every member of the Police Department of the City of
Arcadia now or hereafter employed by said Department.
SECTION 2~_ BE IT FUR'l'HER Flli60LVlill that said rules and
reeu1ations may be modified, amended or extended at any regular
meeting of this CO\IDcil by Resolution.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.

RULES Ai'lD REGULil.TIONS.
Every employee of the Police Department of the City of Aroadia
shall comply vath the fo11~vang rules and regulations. Noncompliance
therewith may result in reprimand, suspension or dismissal under the
provisions of Ordir.ance No. 431 o.f the City of Arcadia or any amendments
thereto.
Section 1. Drinking any kind of intoxicating liquor ~h1le on
duty or cor.line on duty with liquor on his breath.
Section 2. Intoxication.
Section 3. Conduct unbecoming to a Police Officer or employee
of the Police Departnsnt.
Section 4. Innnoral oonduct.
Section 5. Neglect of Duty.
Section6. Violation of any criminal law.
Section 7. Lounging on post.
Seotion 8. Inattention to duty.
Section 9. Sleepin3 while on duty.
Seotion 10. Incapacity or inefficiency in service.
Section 11. Disobedience of Orders.
Section 12. Laziness.
Section 13. Disorderly conduct.
Section 1~. Being absent from duty uithout permission.
Section 15. Using coarse, profane, or insolent lanGua~e to a
Superior Officer or to any member of the Department or citizens.
Section 16. Insubordination or disrespect to~ard any Superior
Officer.
Section 17. iJeg1ect to treat Officers and Lembers of the Depart-
ment and all other yel'sons courteously and respectfully at all times.
Section 18. t1illful maltreatment of a prisoner or any person.
Section 19. Making false official reports, or false reports to
station such as IIs1ck" or "injured" on duty for the purpose of obtaining
t1r.le off. .

Section 24. Gossiping about a member of the Department concern-
ing his personal character or conduct, to the detriment of any such

Section 28. Neglecting to pay a just indebtedness, incurred
while in the service, within a reasonable time. No member of the De-
partment shall permit Garnishment proceedin~s to be brought aGainst
him or her while in the employ of the City.
Section 29. No member shall at any time permit any person to
drau his salary, appoint any person his agent or attorney to collect
such salary, nor deleGate to any person at any time t~e duty of obtain-
in3 his salary uarrant from the City, without first obtainin3 permission
of the Chief of Police to do so.
Section 30. NeglectinG to wear shield or other emblems of
office in proper position.
Section 31. Refusing to give number of shield or name when
requested.
Section 32. liec;lecting to furnish prisoners with a receipt for
all property taken frcr.n them.
Section 33. All members of the Departraent who are in uniform
whether on or off duty, will be subject to the same regulations 30vern-
tog their actions and conduct.
Section 34. Eight consecutive hours, with 30 minutes for lunch,
comprise a day's work. All officers will report fifteen (15) minutes
before his hour of goin[; on duty, to look over the files and the daily
log.
Section 35. A Police Officer is subject to call for extra duty'
at any time the Chief of Police or Superior Officer calls him.
Section 36. \fuether on or off duty every member of the Police
Department is subject to call from any citizen where there is ceuse, and
the Officer shall respond prom~tly in every case.
Section 37. In all instances uhere an Officer is to be relieved
at the termination of his shift, he must not leave his assiGnment until
relieved by the Officer coming on duty.
Section 38. Officers goinc; on duty must be prompt in Going
direct to their work and not loiter around the Station, readin~ paPers,
or killin~ time.
Section 39. Undue talkinc; or visiting with Officers or
Citizens, except while on official business, while on duty, is forbidden,
either in the Station or on the streets.
Section 40. No member of the Police Department shall communi-
cate, except to other members of the Depart~ent or to his Superior
Officer, or to such others as his Superior Officers shall direct, any
information respectin'~ orders he may have received on any regulations
that may be lilade for the ::;overrullent of the Police Department.

Section 41. He shall be present at headquarters, at the
time appointed; if absent without leave he shall be reported to the
Chief of Police.
Section 42. Abeence from duty by any member of the Police
Department, without leave, undess otherwise ordered by the Chief of
Police is prohibited.
Section 43. No raember shall either directly or indirectly
interest himself or interfere in any manner whatsoever in the employ-
ment or retainer 0: any attorney to aid in the defense of a person
arrested or accused.
Section 4,1. No .Officer under any circ1.llnstances shall relieve
another Officer while on duty without an order from the Chief of Police.
Section 415. Departmental stationery will be used for Official
Correspondence only. No member of this Department will be permitted to
use any stationery or forms for personal correspondence.
Section 46. Trustys shall not be permitted to drive any Police
equipment at any time or under any circumstances.
Section 4~. Under no circumstances will any Officer permit
anyone other than an employee of this Department to ride in or on any
Police Equipment, except a person who may be a complainant and his
preeence is necessary to direct the dirver; or that such person may be
involved in a crime or investi~ation or upon the instruction of the
Chief of Police.
Section 48. No member of the Department shall be pernitted to
use the telephone for personal calls, and they must be of an emergency
nature, unless he reports to the Officer in charge and deposits with
him the toll of said call.
Section 4H. ],Iembers of the Department when driving vehiclos of
any description must not violate the rules of the road, or traffic
regulations except in case of absolute emereency.
Section 50. Officers havinJ cases in Police Court must have
si~ned their compl~lints eieht (8) hours before court convenes.
Section 51. Officers having a case for court or jury trial,
must give all the facts of the case, to the prosecuting attorney, at
least two (2) days before trial, in order that he may prosecute to the
best advantaee. In all court trials or jury trials the arresting
Officers must be in court.
Section 52. No member of the Department shall tamper '{Ji th or
attempt to fix any ticket for a traffic or any other violation.
Section 53. No officer shall directly or indirectly counselor
advise any person concernins any charge made ~ainst such person in a
complaint issued by the City Court of Arcadia.
Section 54. No officer shall directly or indirectly counselor
advise any' person concerning any act or circumstance with which such
person is being or has been investi~ated by any member of the Department.
Section 55. No member of the Department shall recol111'1end or
attempt in any uay to Get a 0ail bondsman for any prisoner.
Section 56. No member of the department \7ho has a complaint
or Jrievance of any character shall present the Slll!le to the City Council
or any Councilman until said member hcs first pr~sented said complaint
or grievance in writing to the Chief of the Police Department and has
received or been refused action thereon.

Section 57. No member of the Department shall otheruise
present or discuss their complaint or ~rievance ,nth a member or
members of any department or ~ith the pUblic.
Section 58. No member shall enga3e in ~ossip or criticism
concernin3 the administration of the depart~wnt, his superior officers,
or his fellou members, with any employee of the City or .dth the public.
Section 59. The Chief of Police is hereby authorized to make
and ~ost on the bulletin board emerGency rules and re0ulations, where
not in conflict .dth the rules and reGUlations herein set forth.
