RESOLUTIOn OF THE CITY COUNCIL OF THE CITY OF ARCADIA ADOPl'ING
RULES AND REGULATIONS FOR THE FIRE mPARTMBNT OF THE CITY OF ARCADIA.
THE CITY COUNCIL OF THE: CITY OF ARCADIA DOES RESOLVE AS FOLLO';lS:

SECTION L.. WHEREAS, this Council deems it necessary that
there be adopted rules and regluations for use by the City of Arcadia
in prescribing various duties and prohibiting certain acts and
practices in the Fire Department of the City of Arcadia, for the
purpose of maintaininB a well disciplined and efficient personnel in
ths Fire Department of said City,
NOW, THEREFORE, BE 1'1' RESOLVED, that the list of rules and
regulations entitled, "City of Arcadia Fire Department Rules and
Regulations", a copy of which said rules and regulations is marked
"Exbibi t A" and attached hereto and by reference made a part hereof,
be and the same is hereby adopted and that the same be made effective
upon each and every member of the Fire Department of the City of
Arcadia now or hereafter employed by said Department.
SECTION 2. BE IT FURTHER RESOLVED that said rules and regulations
may be modified, amended or extended at any regular meeting of this Council
by Resolution.
SECTION 3. The City Clerk shall certify to the adoption of
thi s Resolution.
I hereby certify that the foregoing Resolution was adopted at
a regular meeting of the City Council of the City of Arcadia, held on

RULES AIID llliGULATIOllS.
Every employee of the Fire Department of the City of Arcadia
"
shall comply with the follo~ing rules and regulations~ Non compliance
therellit;.: nay result in raprimand, suspension or dismissal under
the provisions of Ordin~nce No. 43l of the City of Arcadia, or any
amendments thereto.
Every Officer and i:eL1bor shall:
1. Be held responsible for the safekeepinG and care of all
department propert~ under his control.
2. Wotify proillptly his superior officer of all matters
cominG to his attention afLectin~ the interest and welfare of the
department.
3. Promptly notify the Chief of the department of any
inability to report for duty at the time required.
4. Promptly notify the Chief of the department vathin tventy
four hours of any chance of residence or telephone number.
5. At all times be courteous and respectful.
6. Immediately report to the Chief of the Department any
accident, sickness or injury to himself, no matter how trivial.

in the same manner.
8. Perform every duty required by these rules anll rec;ulations
or any departme~t order, instruction or comm~d. in a prompt and
implicit manner.

and avout quarters exercise proper precautionary measures to avoid"
injury to self or others.
lO. Accord obedience, respect and courtesy to those desiJnated
to perforlll the duties of a hi~her office.

11. Call the Police department when apprehendine persons
suilty of turnin~ in false alanns, and turn all cases over to them
for prosecution.
12. In Dlatters of general conduct, not. \'lithin the scope of
department rules, be governed by the ordinary rules of 3Podbeh~vior
observed by law abiding and self respecting citizens, and do .no act
tendill3 to bring reproach or reflection on the department.
l3. Before leaving to go off duty, acquaint successor wi th
every detail of tJ:leir tour of duty, (;ivinS them what keys or equip-
ment necessary, arid such information as may be for the benefit and
efficiency of the department. The relief member as well as the
member beinG relieved will both be held responsible for this action,
so that they both may be fully posted as to existing conditions.
14. Be held responsible for any disorderly, disgraceful or
unlawful conduct while on leave of absence, whether he is in uniform
or not.
l5. AlwE"_Ys remember that he is a public employee and cOTJlmit
no act that is a breach of pUblic trust.
16. Possess an up to date operator's license issued by the
Division of llotor Vehicles, State of California, before drivinG any
department automotive aquipment.
17. Keep all wearing apparel of any description, when not in
actual use, in a locker or closet provided for this purpose, such
closet or locker to be in a clean condition at all times, and the doors
kept closed and locked vfuen not in actual use.
18. Remove his personal equipment from cars or apparatus
before goin~ off duty.
19. Be held responsible, when usin~ department equipment
that the same is used only for official business.
20. Ride on the apparatus going to anU returninG from alarms
of fire, unless otherwise directed. He shall do his duty under any
and all circumstances. Fatisue duty at a previous fire will not be
.accepted as an e;wuse for failure to respond to an alarm. All off
shift men will be required to rsspond on all alarms as Boon as same
come to their knowledse.

21. Be immediately reported to the Chief of the department
by members of the department for refusing to Obey the orders of a
superior officer. Failure on the part of any member to so report
will consitiute a violation of this rule.
22. Not be .}uilty of illl!l1oral or :imProper conduct. Conduct
umbecoming a fireman will be considered as anytning said or done by
any member of the Fire Department which .rould have a tendency to cause
dissension or ill feelins smon;3 the men.
23. Not be under the influence of intoxicatinG beveraGe or
liquors \'/hile on duty or otherwise.
24. Be prohibited from shaking dice or playing cards for
money on the premises of the Fire Department.
25. Not be permitted to smoke on apparatus, or while on
inspection.
26. Prorr.ptly pay all liabilities contracted during the term
of his service. Repeated complaints of failure or refusal to do so
will be sufficient cause for suspension or dismissal.
27. Read and become familiar with City Ordinances, rules
and orders relatine to the department.
28. Not permit po rsons not connected wi th the department to
ride on the apparatus.
29. Conduct themselves quietly at fires. Shoutin~ or boisterous
language will not be permitted.
30. Be prohibited from goine about quarters in his undershirt.
Either jumper or shirt must be worn while doing work about quarters.
31. Begin his routine duties at 8:00 A.u. and continue the
same until such routine uuties are completed.
32. Not occupy a bed in quarters except from 8:00 P.M. to
7:00 A~M., and no 10un:3inG or reclininG in a position to indicate
sleep will be perntltted at any time except in cases of sickness or
fatiGue resulting from exertion through actual fire duty immediately
preceding.
33. rfuile occupyinG beds in quarters durinG night time, when
not on regular shift, be required to respond to all alarms to uhich the

compan1 responds, and shall not arise later than 7:00 A.M. Failure
on the part of s~ch members to respond ~ill prohibit them from further
sleeping at comp~ quarters while off duty.
34. Under no condition or circumstance give out to anyone
infor:!lation relative to fires, alarms or department business of any
nature. All persons makin} such inquiries must be referred to the
fire Chief.
35. Not be permitted to ~brk in other member's place on the
opposite shift unless permission is aranted by the Chief of the department
36. Notloan, sell, give al'lay or in any 'way dispose of any
property belonging to the De,~rtment.
37. Report to the Chief any loss of spanners, hose, straps or
other tools, statin3 by whom lost. If after investigation it is shovm
that such loss was due to carelessn~ss, the person responsible shall be
charged wi th the cos t. .
38. Not be permitted to repair any personal automobiles on
the Fire Department property except by permission of the Chief of the
department.
39. rfuen detailed to perform the duties of a hitiher office
than that which he officially holds, he shall be allo~ed all the
privileges pertaining to that office and shall be obeyed and respected
accordin3ly.
40. Present no complaint or grievance of any character to the
City Councilor to any Councilman until such complaint or c;rievance has
been first presented in writin~ to the Chief of the department and has
received or been refused action thereon.
41.Notbeper11litted to use telephone for personal calls, and they
must be of an emergency nature unless he reports to the officer in charge
and deposits with him the toll for said call.
42. Not be perQitted to use department stationery or forms for
personal correspondence.
