SUBJECT: AWARD A ONE YEAR PURCHASE ORDER CONTRACT TO
WATERLINE TECHNOLOGIES, INC. FOR THE PURCHASE AND
DELIVERY OF SODIUM HYPOCHLORITE TO BE USED FOR THE
DISINFECTION OF THE CITY'S MUNICIPAL WATER SUPPLY IN THE
AMOUNT OF $42,891
Recommendation: Approve
SUMMARY
The disinfection of drinking water by public water agencies is essential to eliminating
water quality problems. The City's water system utilizes liquid sodium hypochlorite to
disinfect groundwater pumped from the groundwater basin. As such, the City recently
went out to bid for vendors to deliver in bulk liquid sodium hypochlorite to the City's
water facilities.
It is recommended the City Council award a one year purchase order contract to
Waterline Technologies, Inc. for the purchase and delivery of liquid sodium hypochlorite
to be used for the disinfection of the City's municipal water supply in the amount of
$42,891.
DISCUSSION
The disinfection of drinking water by public water agencies is essential in eliminating
potential water quality problems. Chlorination is an acceptable method used by
municipal water systems. The City's municipal water supply system permit from the
California Department of Public Health (CDPH) specifies that the City's water system
use chlorination as a means of disinfection.
Gaseous chlorine had been the standard for municipal water disinfection for many
years. However, safety concerns related to the hazardous and corrosive nature of
chlorine gas prompted the Public Works Services Department to convert the disinfection
system over to liquid sodium hypochlorite solution.

Liquid sodium hypochlorite (commonly referred to as chlorine bleach) is much less
hazardous to work with than gaseous chlorine and has the same effect and residual
protection as chlorine gas. The sodium hypochlorite is delivered in bulk to well sites
and stored onsite where it is then injected into the distribution system using precision
metering devices to assure the proper concentration of disinfectant. These
concentrations are monitored on a daily basis by water technicians.
Notices inviting bids were published in the adjudicated paper and bid packages were
distributed to area vendors. The City Clerk publicly opened the following three sealed
bids on May 8, 2012:

The bid documents were reviewed for content and the background and competency of
the lowest responsible bidder, Waterline Technologies, Inc., was verified. The business
of delivering bulk liquid sodium hypochlorite is rather small, and there are only a few
vendors who offer these services. The City has worked with Waterline Technologies
Inc., and in the past, they have done an excellent job providing the City with this service.
It is recommended the City Council award a one year purchase order contract to
Waterline Technologies, Inc. for the purchase and delivery of liquid sodium hypochlorite
to be used for the disinfection of the City's municipal water supply in the amount of
$42,891.
FISCAL IMPACT
Sufficient funds have been budgeted in the Fiscal Year 2012-13 Water Operations Fund
for the purchase of liquid sodium hypochlorite.
RECOMMENDATION
It is recommended the City Council approve the following:
1. Award a one year purchase order contract to Waterline Technologies, Inc.
for the purchase and delivery of liquid sodium hypochlorite to be used for
the disinfection of the City's municipal water supply in the amount of
$42,891.
2. Waive any informality in the bid or bidding process.
