SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
LOS ANGELES AIR CONDITIONING INC. TO RE-DESIGN THE FIRE
STATION 105 BOILER ROOM HEATING SYSTEM IN THE AMOUNT OF
$38,941
Recommendation: Approve
SUMMARY
The 2012-13 Capital Improvement Plan includes a project to re-design the Fire Station
105 boiler room heating system. The existing design of the system generates constant
vibration throughout the facility whenever the heating element of the building's Heating,
Ventilation, and Air Condition (HVAC) system is running. A formal bid was conducted
for the re-design of the boiler heating system. Based on the bids received, it is
recommended the City Council authorize the City Manager to execute a contract with
Los Angeles Air Conditioning Inc. to re-design the Fire Station 105 boiler room heating
system in the amount of $38.941.
DISCUSSION
The existing design of the Fire Station 105 boiler room causes excessive pressure to
build up in the supply and return lines of the facility's hot water system. As a result, the
circulating pumps and copper piping start to vibrate when the hot water system is in the
"heating mode". The vibration can be heard and felt throughout the building. To resolve
this problem, a mechanical engineer (Horiuchi and Associates, who is a consultant for
the Public Works Services Department on an as-needed-basis) was hired. Plans and
specifications were completed to improve hot water flow and eliminate the turbulence of
water in the hot water system. The total cost for the design work was $4,504.

The project's scope of work will re-design the boiler room heating system to include the
following improvements:
• Installation of isolation pads to reduce the vibration under the pumps.
• Extension of existing copper lines in the boiler room to allow less turbulence in
the piping.
• Relocation of the expansion valve and tank.
• Installation of new flexible connections to the pump's suction and discharge
outlets to eliminate vibration transmission through the system.
• Installation of new larger outside air vents for better air flow.
Notice inviting bids was published in the adjudicated paper and the contractor's Green
Sheet. The City Clerk publicly opened the following two (2) sealed bids on May 15,
2012:

Sheldon Mechanical Corp. Santa Clarita, CA $71,920.00
The bid documents were reviewed for content and the lowest responsible bidder's
background was investigated for competency. It has been determined that Los Angeles
Air Conditioning Inc. can perform the work for this project. The City followed up with
both contractors to see why there was a wide discrepancy in their bids. It was reveled
that Los Angeles Air Conditioning Inc. primarily performs repairs and new installation on
hot water boiler systems. The higher bidder, Sheldon Mechanical Corp., focuses on
maintenance and installation of new air conditioning system. It is reasonable to assume
that because Los Angeles Inc. has more expertise and experience in this type of work,
they would be lower in cost.
The vibration caused by the improper design of the hot water system is bothersome and
could lead to future repair costs if not corrected. It is recommended that City Council
authorize the City Manager to execute a contract with Los Angeles Air Conditioning Inc.
to re-design the Fire Station 105 boiler room heating system in the amount of$38.941.
FISCAL IMPACT
Funds in the amount of $50,000 have been budgeted in Fiscal Year 2011-12 Capital
Improvement Program for the re-design of Fire Station 105 boiler room heating system.
The design work had been performed for this project in the amount of $4,504. The
proposed construction contract cost is for $38,941, with a total project cost of $43,445.

RECOMMENDATION
It is recommended the City Council approve the following:
1. Authorize the City Manager to execute a contract with Los Angeles Air
Conditioning Inc. to re-design the Fire Station 105 boiler room heating
system in the amount of$38,941.
2. Waive any informality in the bid or bidding process.
3. Authorize the City Manager to execute a contract in a form approved by the
City Attorney.
