THE CITY COUNCIL OF THE CITY OF ARCADIA DOES TIESOLVE I'.S FOLLO'.7S: SECTION 1. ;v.HEJEAS, Colorado Boulevard is a main thorouehfare throUJh the City of Arcadia and the traffic thereon is heavy at 0.11 seasons of the year, oc1d ,~rlEREAS. said 30u1evard crosses the Santa Anita ~ash in the City of Arcadia, and r.'.HE:\2AS. fOl~ the pur po se of handling tho '.'Jate:rs flowing Ull.der Colorado Boulevard in the Santa Anita ~ash the City has caused three culverts to be constructed under the paving of said Boulevard. and \1HEREAS, by l'eason of the fact that the Los Angeles County Flood Control District for the past several months has been sluicing debris and silt fro~ the reservoir immediately above tho Santa Anita Dam in said ~ash, thereby causing said silt and debris tv be moved down strero4 frOM said reservoir, which has res~lted in the stream bed of the channel both up stream and doPn stream from Colorado Boulevard being filled by said silt and debris to the extent that said streaQ bed is nou not more than one toot 10~er than the paving on Colorado Boulevard where it crosses Santa Anita ~ash. and ~~REAS. the culverts under said paving have oecome comp1etp,ly filled with said silt and debris by reason of said stream bod being filled in the manner stated herein, and ;;llEREAS. in tne opinion of this Council it will be useless to clean out said cu1ve~ts until such time as the stream bed of the wash is lowered for several hundred yards both up stream and dO\7U stresm frmn said crossing. and \7HEREAS. unless said cond..;.tion is corrected this Council be- lieves th~t the continued release of silt and debris fro~ said reservoir will continue to fill said stream bed until the same will be es hiGh or higher than the surface of the paving on Colorado Boulevard at said point. thereby causing ordinary flood ~aters to leave the natural channel and damage adj acen t prope!'ty. and -1- .. rmEREAS, any considerable amount of water flo~ing down said wash will carry silt and debris across and over said hiGhway to such an extent that said highway will become impassable, and VfrlEREAS, this Council 1s of the opinion that by reason of the easement held by tho Los An~eles County Flood Control District for the handling of flood ~aters in said wash, it does not have any right or authority to release silt and debris in said ~ash to the detriment of road instellations made by the City of Arcadia, or to the detriment of the citizens of this County in denying them tho right to normal uso of an arte:rial hiehl'lay, 11nd ~VHEREAS, the condition described herein has been heretofore called to the attention of th$ Los An~eles County Flood Control District by the City Engineer of the City of Arcadia who has requested the con- dition bo corrected, and the Los Angeles County Flood Contrel District thrOUGh its Division Engineer has informed the City En~ineer of the City or Arcadia. that the County Flood Control District does not deem it to be a propor function of that Body to correct the condition in said wesh, and rrnER2AS, this Council is not willing to accept the vierys of the Flood Control District without protest, NO':I, TmJU;F'ORE, BE IT RESOLVED AS FOLLO'.1S: (a). That this City Council does hereby protest the furtho~ sluicing of silt and debris from the reservoir immediately above the Santa Anita Dam without adequately providing for the disposition of said silt and debris in a manner which TIill not be detrimental to tho hi3hrray systSQ, and which uill eliQ!nate flood danger to the property in tho Ci ty of Arcadia. (b). That this City Council does hereby urge the Board of Supervisors of Los ruo:eles County and the Flood Control Distri~t to cause the silt ~nd debris heretofore deposited in said wash adjacent to Colorado Boulevard .to be removed frcm thestrea:n bed of said 11e.sh so that said uash can carry flood waters uithout causir~ dama~e to Colorado Bol<.levard at the point \7here it crosses said Santa Anita '~Iash. SECTION 2. The City Clerk is authorized and he 1s hereby instructed to cause certified copies of this ~e~olution to be ::l3d -2- . with the Los An~e:es County Flood Control District and the Board of Supervisors of Los AnGeles County. SEC~I0N 3., The City Clerk shall certify to the adoption of this :1eoolution.
