TRANSIT PLAZA DESIGN CONCEPTS AND FUNDING

The Metro Gold Line Foothill Extension Construction Authority (Authority) has initiated a
formal procurement process for the Gold Line Station parking facilities and
bus/pedestrian enhancements. Arcadia City staff has been working closely with the
Authority on how best to implement pedestrian elements of the transit plaza while taking
full advantage of the federal funds obtained by the Authority for these purposes. The
purpose of this report is to request City Council acceptance of the Los Angeles County
Metropolitan Transportation Authority (MTA) 2009 Call for Projects funding for the Gold
Line Station Transit Plaza Enhancements in the amount of $318,400 with the City's
match of $136,000; and approval of these funds to be used as leverage to match the
federal funds obtained by the Authority for the bus/pedestrian enhancements.
Additionally, direction is sought from the City Council on transit plaza design concepts
for further refinement.
With the design and construction of the Iconic Freeway Structure and the Main
Alignment of the Gold Line underway, the Authority is focusing its attention on pursuing
the parking facilities and intermodal bus/pedestrian interface enhancement design/build
work (DB-3). This will be the third and final design/build contract administered by the
Authority for this phase of the Gold Line.
The remaining triangular parcel, east of the Arcadia Station parking structure, has been
identified by the City as an ideal location for a transit plaza (See Attachment A). This
parcel is a critical link between the parking structure and the Station. Originally, due to
a lack of funding, the Authority proposed minimal improvements to the parcel, and
asked the City to take on the development and maintenance responsibilities. In 2009, in
anticipation of the City obtaining the use of this parcel, staff applied for and received a

MTA Call for Projects grant in the amount of $318,400 to improve the aesthetics aroo
amenities of the site. With the required local match of $136,500 (Proposition A/C Go
Line Reserve), a total of $454,900 is available for the transit plaza project. i

Since many elements of the City's proposed transit plaza project are eligible under the
federal grant, the City would be able to use the MTA grant as leverage for the federal
grant, and fulfill the 20% local match. In essence, the City would not have to contribute
anything beyond the $136,500 match to the MTA grant. In return, the City will gain
station area improvements that will be worth approximately $1.65 million (See table
below). This offers an excellent opportunity to expand the scope of the improvements in
the area.

By pooling the Authority's federal grant and the City's MTA grant, the City will be able to
implement pedestrian and transit amenities that are beyond what the MTA grant alone
would cover. This also means that the Authority will be the lead agency in implementing
a good portion of the project as part of its DB-3 phase, which is also beneficial for the
City. However, the City is responsible for developing a conceptual design engineering
plan for the transit plaza, which will be included in the DB-3 project scope.
AHBE Landscape Architecture was hired by the City to assist with preliminary design
concepts for the transit plaza. Three preliminary design concepts were developed
(Attachment B). These three concepts share basic features including landscape,
seating, pedestrian scaled lighting, bicycle racks, a vendor kiosk area, and a
"community holiday tree", yet, they each provide different environments and functions.
For example, the Town Square concept opens out to the street, and connects the Gold
Line station with the downtown area. Also, this design allows flexibility in the future use
of the plaza. In contrast, the Town Circle concept provides a park-like feel with a focal
point that draws attention inward. A water fountain or public art piece can be displayed
