RESOLUTION NO. 1180.
A RESOLUTlON OF THE CITY COUNCIL OF THEe ITY OF ARCADIA REQUEST-.
ING AID FROM THE COUNTY OF tos ANGELES, STATE OF 'CALIFORNIA, FOR THE
PURPOSE OF PROVIDIllG PEOTECTION .FOR THE WATER DISTRlBUTION SYS1'EM OF SAID
CITY.
THE CITY OOUNCIL OF THE CITY OF ARCADIA DOES RESOLV.E AS FOLLOWS:
SECTION I'!., Iv'HEREAS, the City of Arcadia owns 'arid,operates the
water distribution system serving the area of said city: and' 't;he people
therein with water for domestic and irrigation p,urposes,.!ll1d
ViHEREAS, said city obtains its water from eight (8) wells which
pump into six (6) peservoirs, which said vre:).lsand reservoirs have. six'
(6) separate 10caUons, four (4) of which locations are within the city
limits of the City of Arcadia, one (1) "in the Citi of Sierra Madre, and
'One (1) in.the Comlty of Los Ang~les,. immediately outside ~he city
boundaries of the.Gity of Arcadia, and
IfHEREAS, ,~a1d city has no fD urce. of water sUPPly whatsoever
other than.describlld herein,' 'and due 'to tlJ,e fact that the 'city i.s. located
in an agricultural district in which numerous parcels of &and are leased
or rented to farme]~s of the Japanese race, and some of the locations of
said water supply llreconsiderab1e distance from any habitation, . these
locations, for the above reasons, are peculiarly vulnerable to damage by.
sabotage unless gu.llrded, and
,
'v'HEREAS, :for approximately three month~ last past the city, in
an attempt. to safeguard the lives and health of the people of Arcadia have
provided guards fOl" the more vulnerable. of said locations at an expense
of approximately E~ght HUndred ($800.00) Dollars per month, which pro-
tection is, in the opini~n'of this Council, of vital importance to the
people of Arcadia, and
WHEREAS, .for approJP,mately two (2) months several hundred soldiers
of the 'United StatE!S Army have been and now are, and this Council 1;lelieves
for a long period of' time will be. located in the City of Arcadia, and said
soldiers are also dependant upon the water supply of said city, and
. WHEREAS, despite the fact that said 'protection. is of vital
. ","
importance, the cOst of providing guards by the City of Arcadia is
prohibitive, . and tr.,at unless assistance can be supplied to the City by
furnishing gqards or providing the necessary. funds to maintain the guards

now employed by the city, it will be necessary. to discontinue the guarding
of said water supply, and
\ffiEREAS, a survey made by the California State Guard indicates
that to adequately guard said water system it will be necessary that eleven
(11) guards be supplied for twenty-four (24) hour duty,
HOW, THEREFORE, BE IT RESOLVED, that the Board of Supervis6rs
of Los Angeles County be respectfully requested to supply any and .all aid at
its disposal, to the extent requ~red as set forth herein, for the protection
of the water supply, "f this City.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution.
I hereby ce:rtify that the foregoing Resolution was adopted at a
regular meeting of the City Council of the City of Arcadia, held on the
'5rd day of March, 1942, by the affirmative vote of at least .three
Councilmen, to-wit:
