A RliSOLUTIOH OF TIill CITY COUNCIL OF 'l'HE CITY OF ARCA'DIA
:REQUESTING THE WAR DEPARTMENT OF THE UNITED STATES TO CORRECT THE.
UNSANITARY COllDITION CAUSED BY THE C OllClmTRA'r ION OF. J AF ANESE IN A
Cl1RTAIN AREJl. IN THE CITY OF' ARCADIA.:
THE CI,TY COUNCIL OF THE CITY OF ARCA~)!A DOES RESOLVE AS
FOLLO\1S:
iYHEREAS, on or' about February 1st, 1942, the United States
'Army took possession' of approximately four hundred (400) acres of land'
owned by.the Los .AngelesTurf Club and located in the City of Arcadia.
Upon said. land .the Army.has caused many hundred houses to be constructed
capable of housing twenty-two. thousand five hundred (22,500) persons,
of which approximately eighteen thousand (18,000) Japanese are now
present on said property, and
\YHEREAS, the Army has caused. approximately one hundred
(100) cesspools to be constructed in the. stable area of said property
to provide sanitation facilities for .the Japanese occupying the
. property and in. addl tion thereto the water being used by the Japanese'
for bathing' and laundry purposes is being disposed of by allowing it.
to flow' into a.ri. open ditch which runs a dis tance of about tl'IO and
one-half (2~) miles through the City to the Rio Hondo river; that
despi te. the claim made that the .\vater running in said ditch is being
treated with chlorine, a great stench comes from said water, and
WHEREAS, this Council is advised by qualified physicians
and health experi~s that the use by this large population of Japanese of
the cesspools deBcribed herein is placing the entire water supply of .
the City of Arcadia in inuninent danger of, contaminat ion due to the
fact that the City vlater . supply is produced from weils in and near the
. City of Arcadia, some of which are in the immediate vicinity of the
Japanese. Center~ TIle S3Ille authorities further assert that there is
a grave possibll:l.ty, if not in fact' a probability that the wate.r
running in the open ditch may any day beco!l1e daIl[!;eroue to pUblic
health. The phys,icians and residents of Arcadia are not just
passively al:J.I'mecl. over this condition, but are loud in their con-
demnation of the entire situation, and
'. WHEREAS, . the City of Arcadia is the owner of land upon
which a disposal plant can be erected, said land beinG located

approximately two. and one-palf ',< ~) miles from .the land upon which
the Japanese are, being'housed, arid the;-'ent1re 'cost of running a
cement sewer 11r;ie to" a disposal plant, as herein .1ndi'cated,. will
involve a very 'small investm~nt:on thep~t of ~he Govern,m~nt, and
WHEli.EAS, th'e City .of .Arcadi8,.hasno .funds .to permit it.
to finance su,ch a;system' and consequently - calls upon' the Federal
Government to. care for a condition that has been created by the
Federal Gove~nment, and not by the City of Arcadia,
NOW, '~HERZFORE, BE IT RESOLVED by.this Council that the
War Department of the United States be and it is hereby urged to
immediately cause a di.sposal plant and' sewer line to be constructed
at the location mentioned herein in order to remedy the unsanitary
condi tion cl'eateii by reason of the presence of the J.apanese
, .
population .present in this Gity under instruction of the '-'far
Department.
'.l'he Gity Clerk'shall certify to the' adoption of this
Resolution.
I hel'eby certify that the foregoin8 Reso.lution was
adopted at a special meeting of the City Council of the City of
Arcadia, held on the 27th day of May, 1942, by the affirmative vote
of at least three COi.U1cilmen, to-wit:
