SUBJECT: ACCEPT ALL WORK PERFORMED BY CJ CONSTRUCTION, INC. FOR
WINDSTORM DAMAGE SIDEWALK REPAIR PROJECT AND
AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE
WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
On February 21, 2012, the City Council awarded a contract to CJ Construction, Inc. in
the amount of $103,620 for the construction of the Windstorm Damage Sidewalk Repair
Project. The terms and conditions of this project have been complied with and the work
has been performed to staff's satisfaction for a total project cost of $103,620. There
were no change orders issued for this contract.
It is recommended that the City Council accept all work performed by CJ Construction,
Inc. as complete and authorize the final payment to be made in accordance with the
contract documents, subject to retention of $5,181.
DISCUSSION
The 2011 December Windstorm caused extensive damage throughout the City. Much
of the damage included trees in the public right -of -way that had been uprooted and
blown over, damaging sidewalks, curbs, and gutters. In order to remove the large tree
stumps and roots balls and address the damage to sidewalks, curbs, and gutters along
major arterial and collector streets in a timely manner, these repairs were performed by
a private contractor as a part of the Windstorm Damage Sidewalk Repair Project. This
project was managed by the Public Works Services Department.
The terms and conditions of the contract for this project have been complied with and
the work has been completed in accordance to the project specifications. The locations
of the sidewalk, curb and gutter repairs, and stump removals along arterial and collector
roadways are shown on the attached location map (Exhibit "A "). This project includes

only the first phase of multiple projects that will make permanent repairs to the City's
infrastructure damaged by the 2011 December Windstorm event.
It is recommended that the City Council accept all work performed by CJ Construction,
Inc. as complete and authorize the final payment to be made in accordance with the
contract documents, subject to retention of $5,181.
ENVIRONMENTAL ANALYSIS
This project involves the repair and restoration of property and facilities damaged as a
result of a disaster (2011 December Windstorm) and is therefore, considered to be
statutorily exempt per Section 15269 (a) of the California Environmental Quality Act.
FISCAL IMPACT
$2,300,000 was appropriated to the Emergency Respond Fund for the cleanup and
repair of damage caused by the 2011 December Windstorm. The total project cost of
$103,620 was approved by the City Council on February 21, 2012. All terms and
conditions of this contract have been satisfied. No change orders were issued in the
execution of this contract.
RECOMMENDATIONS
It is recommended that the City Council approve the following:
1. Accept all work performed by CJI Construction, Inc. for the Wind Storm
Damage Sidewalk Repair Project.
2. Authorize final payment to be made in accordance with the contract
documents, subject to a retention of $5,181.
