RESOLUTION OF INTENTION NO. 1078. '
A RESOLU':~ION OF THE CITY COUNCIL OF THE CITY OF ARCADIA
DECLARING ITS INTElnI IN TO Il:'PROVE A PORTION OF DIAMOND STREET IN SAID
CITY OF ARCADIA, AllD DECLARING SAID WORK OR IMPROVEMENT TO BE OF MORE
THAN LOCAL OR ORDINARY PUBLIC BENERIT AND DESCRIBING THE DISTRICT TO BE.
BENEFITED BY SAID \fORK OR IUPROVELiENT AND TO BE ASSESSED TO PAY THE COSTS
AND EXPENSES THEREOF, AND DETEffiJINING THAT SERIAL BONDS SHALL BE ISSUED
TO REPRESENT SAID COSTS AND EXPENSES AND FIXING A TIME FOR HEARING OBJECT-
IONS TO SAID ITORK OR IMPROVIDaENT. OR TO THE EXrENT OF THE DISTRICT TO BE
ASSESSED, OR BOTH.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLO~S:
SECTION 1. That the public interest and convenience require.
and it is the intention of the City Council of the City of Arcadia. to
order the following work and improvement to be done in said City of
Arcadia. to-wit:
First: Ttat a concrete curb be constructed on each side of
Diamond Street from the Easterly line of Santa Anita Avenue to the Westerly
line of First Avenu~. except where a concrete curb is already constructed
upon said portion of Diamond Street to the official line and grade and is
now in Bood condition.
Second: That a concrete gutter be constructed on each side of
Diamond Street from the Easterly line of Santa Anita Avenue to the Westerly
line of First Avenue.
Third: That the roadway space in said portion of Diamond Street
between the Northerly gutter line thereof and the existing oil macadam
pavement in said portion of Diamond Street be graded and paved with an oil
macadam pavement two and one-quarter (2-1/4) inches think. and that the
roadway space in said portion of Diamond Street between the Southerly
gutter line thereof and the existinG oil macadam pavement in said portion
of Diamond street b<3 graded and paved with an 9i1 macadam pavement tVlO and
one-quarter (2-1/4) inches thick; all of said pavinG to be constructed to
extend from the Eas~erly line of Santa Anita Avenue to the Uesterly line
of First Avenue.
SECTION 2.. That the grf'de to which the work hereinabove deocribed
shall be done and the improvement made' as provided in this Resolution. is
shown on Profile and Improvement Plan No. C-161, on file in the office of
the City Engineer of said City. to which Profile reference is hereby made
for the description of such grade.
SECTION 3. All the foreGoing work shall be done in accordance

with said Profile E~d Improvement Plan No. C-161 on file in the office of
the City Engineer of said City of Arcadia.
All work on Gradin~ and the construction of concrete curbs and
gutters shall be in. accordance with the follovling Specifications on file
in the office of tt.e City Clerk of said City of Arcadia, to-wit: "Standard
Specifications No. 0 for the construction of curbs, sidewalks, gutters,
Oil Macadam pavement and concrete pavement."
All street paving shall be in accordance with the follo\7ing
specifications on file in the office of the City Clerk of said City of
Arcadia, to-\'lit: "Standard Specifications No.3 for the construction
of two and one quarter (2-1/4) inch oil macadam pavement and resuffacing."
Said Profile and Improvement Plan No. C-161, and Specifications
hereinabove referred to were adopted by Resolution No. 1076 of said City
Council of the City of Arcadia, and the same are hereby made a part of this
Resolution and are ~ereby referred to for a more particular description
of said work.
All streets and avenues referred to in this Resolution are public
streets and avenues of said City of Arcadia.
SECTION 4. That said contemplated work and improvement in the
opinion of the City Council of said City of Arcadia, is of more than local
or ordinary public benefit and said City Council hereby makes the expense of
said work and improvement chargea.ble upon the District, which District said
City Council hereby declares to be the District benefited by said Iwrk and
improvement and to be assessed to pay the costs and expenses thereof which
said District is bOlmded and described as follows:
All that portion of the said City of Arcadia, County of Los
Angeles, State of CE,lifornia, included 1,1thin the following deocribed
exterior lines, to-wit:
Beginning at the intersection of the center line of Santa Anita
Avenue with the Westerly prolongation of the Northerly line of Lot 3, Block
67, Santa Anita Tract, as shown on map recorded in Book 15, Pages 89 and 90,
Miscellaneous Records of said County; thence Easterly in a direct line to
the intersection of the center line of First Avenue with the Easterly
prolongation of the Northerly line of Lot 17 of said Block and T~act;

thence Southerly along the center line of First Avenue to its
intersection with the Easter~y prolongation of the Southerly line of Lot
16, Block 67~, of said Tract; thence ITesterly in a direct line to the
intersection of the center line of Santa Anita Avenue with the Westerly
prolonGation of the Southerly line of Lot 32, Block 67}, of said Tract;
thence Northerly along the center .line of Santa Anita Avenue to the
point of beginning.
The above description is 5eneral only. A plat or Map of said
District indicatine by a boundary line the extent of the territory
included in the 'proposed Assessnlent District, desi(5nated as Assessment
District No. \'1-3:3, is on file in the office of said Ci ty Engineer.
Reference is hereby made to the said Plat or Map for a further, full
and complete description of said Assessment District. The said Plat
or Map so on :('il<3 shall Govern for all details as to the extent of such
assessment distr:Lct.
SECTION 5. Said City Council also determines and declares
that Serial Bond!! shall be issued to represent each assessment of
Twenty-Five ($25.00) Dollars, or more, remaini~ unpaid for thirty
(30)days after the date of the warrant to represent the expense of said
Vlork and improveuent. Sa:l.d Serial Bonds shall extend over a period
ending nine (9) years from the second day of January next succeedinG
the fifteenth day of the next October following their date and an even
annual proportion of the principal sum thereof shall be J.l'lyable by coupon
on the second day of January, every year aftar the fifteenth day of the
next October fol10\"iin; the ir date, unt 11 the whole is paid, and the
interest shall be payable semi-annual1y by coupon on the second days of
January and July respectively of each year after their date at the rate
of six (6%) per cent per annum on all sums unpaid until the whole of said
principal and interest are J.l'lid. Said Bonds and interest thereon shall

District to be assessed, or both, may appear before said City Council and
show cause why said proposed work or improvement should not be carried
out in accordance with this Resolution.
SECTION 7. All of the proceedings for the aforesaid work
and improvement and for the issuance of said Bonds shall be had and taken
under and in accordance with the provisions of an Act of the Legislature
of the Stato of California, known and desiGnated as the "Improvement Act
of 1911", approved April 7, 1911, and of all Acts supplementary thereto
or amendatory thereof.

SECTI~. The Superintendent of Streets shall post or cause
to be posted co~spicuously alonG the line of said contemplated \rork or
improvement and also along all the open streets within the District
liable to be assessed and hereina~)ove described, notices of the passa~e
of this Resolution in the manner and form required by uaw.
SECTION 9. The City Clerk shall certify to the adoption of
this Resolution and shall cause the same to be published twice in the
Aroadia Tribune and Arcadia News, a newspaper of 3eneral circulation,
published and circulated in the City of Arcadia and hereby designated
for that purpos'l; the City Clerk shall also mail notice of the adoption
of this Resolution to all persons ownin8 real property proposed to be
assessed, whose names and addresses appear on the last equalized
assessment roll for City taxes, or as known to said Clerk. Such
notice shall be ,~iven in the manner and form required by said "Improve-
ment Act of 1911" approved April 7, 1911, and of all Acts supplementary
thereto or amendatory thereof.
