The BOArd of Trueteos of the Ci~ of Arcadia, state of cali:~ia, at it~'Ofalw.va~~eeting in' the Ci~ Hall on the ~ day of June. 1916. does hereby resolve as follows: SECTION 1. V.~;Rr~AS no a greet amount of insufficient road work and paving within the corporate limits of the City of Arcadia. California, which same is now in process of building, :3 4 5 6 7 8 9 and WHEREAS there is constant danger and menace from brush fires, and WHEREAS unless said road work is completed. within a reaeonably short length of time, there will be constant danger of floods, and WHE~BAS in the present condition of the streets and roads of the Ci ~. it is impossible to l1til1ze all of said streets and roads for the purpose of hauling produce either from or to the different hDmes and ranches within the said City limits NOW THBREFORE it is declared by the Board of Trustees of the City of Arcadia, California, that an BXTRAORDINARY EMERGENCY does now exist and therefore it is hereby declared the will of the Raid Board of Trustees, as aforesaid, that Rogers - Br-others; tne-cbritractors-do1ng--the -paving and road 1mprove-ment work in the said City. together with all sub-contractors be notified by the City Marshall that such EXT1~OHDINARY EMERGENCY does exist and that therefore such contractors mtlst Ilse all 30 diligence pOSSible to complete the road work under construction and that so far as this Board of Trustees is concerned the said Board does hereby waive any rights or powers granted it under Section 653 C of the Penal Code now in force and effect in the 31 32 1.
