RESOLUTION NO. 2113
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DISAPPROVING AND DENYING A
ZONE VARIANCE AFFECTING CERTAIN REAL PROPERTY
LOCATED IN SAID CITY TO PERMIT SAID PROPERTY TO
BE USED FOR CERTAIN C-2 AND LIGHT ~~NUFACTURING
USES.

THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, pursuant to the provisions of Ordinance No. 760 of
the City of Arcadia, adopted May 3, 1949, the Planning Commission
of said City has considered the verified application of Carl D.
Thomas and Ruth B. Thomas as owners, and Collins Radio Company
as optionee, requesting a zone variance on the following
described property in the City of Arcadia, to-wit:
That portion of Lot 6 of Tract No. 948; in the City of
Arcadia, County of Los Angeles, State of California, as
per map reeorded in Book 17 page 21 of Maps in the office
of the county recorder of said county described as follows:
Beginning at the intersection of the east line of said lot
wi th the north line of Colorado Boulevard "formerly Orange
Ave." as described in the deed recorded in.book 11397 page
220 official records of the said county; thence west 1056.93
ft. to the northeasterly line of Atchison Topeka and Santa
Fe Railroad right of way in the southwest line of said lot;
thenco along said line south 51034'0" east 725.1+3 feet to
the northerly line of Colorado Boulevard as described in
deed recorded in Book 11397 page 220 of said official
records; thence easterly along the north line of said
boulevard 488.68 feet more or less to the point of beginning.
to permit the use of said property for all purposes for which
property zoned as "C-2" is now or may hereafter be permitted to
be used, including light manufacturing employing the use of such
industrial machinery and equipment as may pertain to or be
useful in light manufacturing; to permit the use of said premises
as a site for the conduet of the business (or any phases thereof)
of designing, developing, and manufacturing electrical, electronic,
and mechanical apparatus, equipment, devices, and instruments
useful in, relating to, or an aid in communication and navigation
fields as well as for scientific experimentation and research; and

WHEREAS, the Planning Commission after consideration of
such application and acting in an advisory capacity to the City
Council has made its findings and recommendations thereon under
its certain Resolution No. 38 enti tled: "A RESOLUTION OF ']JIE
CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA,
RECOJ'ltMENDING THE GRANTING OF A ZONE VARIANCE AFFECTING CERTAIN
REAL PROPERTY LOCATED IN SAID CITY TO PERMIT SAID PROPERTY TO BE
USED FOR CERTAIN C-2 AND LIGHT MANUFACTURING USES", a true copy
of which is attached hereto and made a part hereof by reference
the same as if hereinagain fully set forth,
NOW, THEREFORE, the City Couneil does hereby find, determine
and resolve as follows:
SECTION 1. That there were numerous protests against
granting of the variance requested; that although the majority
of the protestants were residents or owners of property not in
the im!nedia te vieini ty of the property involved, their protes ts
are entitled to considerable weight as their property, health and
well-being would be, in the opinion of this Council, adversely
affected by the granting of the variance requested even with the
modifications and conditions recommended by the City Planning
Conunission.
SECTION 2. That although there are numerous circumstances
concerning the property involved which are exceptional and do
not apply generally to the property in the same vicinity and
zone, nevertheless the granting of the requested variance, even
with the modifications and conditions recommended by the City
Planning Commission, would be inconsistent with the provisions
of the master zoning plan and would adversely affect the compre-
hensive general plan in that the City of Arcadia is predominately
a city of homes and the grantIng of the requested variance, even
as modified, would enlarge the amount of property in the city

devoted to manufacturing uses and would encourage the influx of
further manufacturing concerns and Poster and encourage a diver-
sion of the present planning and trends of residential development
to commercial and manufacturing development.
SECTION 3. That the variance requested, even with the modifi-
cations and conditions recommended by the City Planning Commission,
is not necessary for the preservation or enjoyment of substantial
property rights of the applicant for the reason that this Council
finds, upon the evidence presented, that the property involved
can be profitably sold or developed for the uses for which it is
now zoned.
SECTION 4. ~hat the granting of the variance requested,
even with the modifications and conditions recommended by the
City Planning Commission, will be materially detrimental to the
public welfare and injurious to the property and improvements in
such vicinity and zone in which the property is located, for the
reason that the granting of the varianee will permit the installa-
tion and operation of an extremely large manufacturing center the
effects of whic]l will in general depreciate the value of surrounding
residential territory, particularly all property not immed~ately
contiguous to tile property in question.
SECTION 5. That insofar as the findings and recommendations
of the City Planning Commission are contrary to or inconsistent
with the foregoing, the same are hereby disapproved. That the
variance requested, be and the same is hereby denied, and that the
granting of the variance upon the conditions and with the
modificiations as recommended by the City Planning Commission be
and the same is hereby denied for each and all of the reasons
hereinbefore set forth.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted

~t a regular meeting of the City Council of the City of Arcadia,
held on the 6tll day of February, 1951, by the affirmative vote
of at least three Councilmen, to-wit:
