RESOLUTION OF INTENTION
NO. 2183
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DECLARING ITS INTEN1'ION TO
IMPROVE THAT PORTION OF LONGDEN AVENUE FROM SIXTH
AVENUE TO SANTA ANITA ~ASH AND OTHER STREETS IN
SAID 'CITY OF ARCADIA, AND DECLARING SAID WORK OR
IMPROVEMENT TO .BE OF MORE THAN LOCAL OR ORDINARY
PUBLIC BENEFIT AND DESCRIBING THE DISTRICT TO BE
BENEFITED BY SAID WORK OR IMPROVEMENT AND TO BE
ASSESSED TO PAY THE COSTS AND EXPENSES THEREOF,
AND DETERMINING THAT SERIAL BONDS SHALL BE
ISSUED TO REPRESENT SAID COSTS AND EXPENSES AND
FIXING A TIME FOR HEARING OBJECTIONS TO SAID
WORK OR IMPROVEMENT, OR TO THE EXTENT OF THE
DISTRICT TO BE ASSESSED, OR BOTH.
THE CITY COUNCIL' OF THE CITY OF ARCADIA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the public interest and convenience re-
quire and it is the intention of the City Council of the City of
Arcadia to order the following work and improvement to be done in
said City of Arcadia, to wit:
FIRST: That a concrete curb and gutter be constructed
along each side of the roadway of Longden Avenue from Sixth Avenue
to Santa Anita Wash; Palm Drive from Baldwin Avenue to Holly Avenue;
California Street from Second Avenue to Fifth Avenue; Diamond Street
from Third Avenue to Fifth Avenue; Eldorado Street from Second
Avenue to Fifth Avenue; Alice Street from Second Avenue to Third
Avenue; Genoa Street from Second Avenue to Fifth Avenue and Third
Avenue from Duarte Road to 537.25 feet north of the center line of
California street, except where such concrete curb and gutter is
now in place to the official line and grade, and is in acceptable

condition, all as shown on the plans hereinafter referred to.
SECOND: That concrete curb returns be. constructed at all
intersections. and to remove all existing curbs and gutters and curb
returns that are not to official line and grade, as shown on the
plans hereinafter referred to.

THIRD: That asphaltic concrete pavement be placed between
gutter lines and shall not be less than three and one-half (3t)
inches in thickness, all as shown on the plans hereinafter referred
to.
FOURTH: That the portion of the roadway between the
gutter lines and the existing macadam pavement in the above mentioned
streets be graded according to plans hereinafter referred to and
the placement of prime coat and tack coat under those portions
receiving asphaltic concrete paving.
FIFTH: That portland cement concrete cross gutters be
constructed as to grade and alignment as shown on the plans herein-
agter referred ,to.
SIXTH: That all trees and hedges that interfere with
the official curb alignment as shown on the plans hereinafter referred
to, be removed.
SEVENTH: That all manhole frames and covers be regraded
to conform with finished grade of pavement.
SECTION 2. The grade to which the work shall be done and
improvement made which is provided for in this Resolution of Inten-
tion shall be that shown on the Profile and Improvement Plan No.
C-51-3 on file, in the office of the City Engineer of said City,
and reference is hereby made to said plans and profiles for a de-
scription of such grade.
SECTION 3. That all of the foregoing work and improve-
ment shall be done in accordance with said Profile and Improvement
Plan No. C-51-3, on file in the office of the City Engineer of the
City of Arcadia.
That, all of the foregoing work on grading and the con-
struction of c,oncrete curb and gutters and curb returns, asphaltic
concrete pavement and cement concrete cross gutters shall be in
accordance with the following specifications on file in the office

of the City Engineer of the' City of Arcadia, to wit: "Specifications
for the Improvement of That Portion of Longden Avenue from Sixth
Avenue to Santa Anita Wash and Other streets in the City of Arcadia."
Said profile and improvement plan No. C-5l-3 and the
specifications hereinabove referred to were adopted by Resolution
No. of said City Council of the City of Arcadia, and the same
are hereby made a part of this Resolution and are hereby referred
to for a more particular description of said work. All streets and
avenues referred to in this Resolution are public streets and avenues
of said City.
SECTION 3A. The City of Arcadia will payout of City funds
that portion of the improvement other than the construction of curbs
and gutters, including excavation, which curb and gutter construction
and excavation,is to be assessed against the property owners.
The City of Arcadia will payout of City funds the con-
struction of cUrb and gutter, including excavation, for that portion
which has to r~place existing curb and gutter that does not meet
official line and grade, all as shown on the plans hereinafter
referred to.
SECTION 4. That said contemplated work and improvement,
in the opinion of the City Council of the City of Arcadia, is of
more than local or ordinary public benefit and said City Council
hereby makes~he expense of said work and improvement chargeable
upon ~he Distr.ict (except that portion of the cos~ of construction
to be paid by the City of Arcadia as specified herein), which Dis-
trict said City Council hereby declares to be ~he District bene-
fited by said .work and improvement and to be assessed to pay ~he
costs and expenses thereof. A plat or map of said District indicating
by a boundary line the extent of the lands included in the proposed
Assessment District, was approved and adopted by Resolution No.
of ~he City Council of said City of Arcadia, and is on file in the
office of the.City Engineer of the City of Arcadia. Reference is

hereby made to the said plat or map for further, full and complete
description of said Assessment District, which said plat or map is
designated as Assessment District No. W-60 and said map so on file
shall govern for all details as to the extent of such Assessment
District.

SECTION 5. Said City Council also determines and declares
that serial bonds shall be issued to represent each assessment of
Twenty-five ($25.00) dollars, or more, remaining unpaid for thirty
(30) days after the date of the recording of the warrant, to repre-
sent the expenses of said work, and improvement. Said serial bonds
shall extend over a period of nine (9) years from the second day of
January next succeeding the next October 15th following their date
and an even annual proportion of the principal sum thereof shall be
payable by coupon on the second day of January of each year, follow-
ing the next October 15th after their date, until the whole is paid
and the interest shall be payable semi-annually by coupon on the
second days of January and July, respectively, of each year after
their date, at the rate of six (6%) per cent per annum on all sums
unpaid until the whole of said principal and interest are paid. Said
bonds and interest thereon shall be payable at the office of the
City Treasurer of the City of Arcadia.
SECTION 6.. Notice is hereby given that on Tuesday, the
6th day of November , 1951, at the hour of 8:00 P.M. on said
day, in the Council Chamber of the City Hall in said City of Arcadia,
any and all persons having objections to said proposed work or
improvement, or to the extent of the District to be assessed, or
both, may appear before the said City Council and show cause why
said proposed work or improvement should not be done or carried out
in accordance with this Resolution.
SECTION 7. All proceedings for the aforesaid work and
improvement and for the issuance of said bonds shall be had and
taken under and in accordance with the provisions of an Act of the
Legislature of the state of California, known and designated as the

"Improvement Act of 191111, being Division 7 of streets and Highways
Code of the state of California.
SECTION 8. Notice is hereby given that in accordance with
the provisions' of Section 2804 of the Streets and Highways Code of
the State of California, as amended, the written waiver of the owners
of more than 60% in the area of the property subject to assessment
for said proposed improvement described herein having been signed
and filed with the City Clerk of the City of Arcadia, the investi-
gation and the report of the City Engineer provided for in the
Special Assessment Investigation, Limitation and Majority Protest
Act of 1931, being Division 4 of the Streets and Highways Code of
the State of California, are hereby specifically waived.
SECTION 9. The Superintendent of Streets shall post or
cause to be posted conspicuo~sly along the line of said cpntemplated
work or improvement and also along all the open streets within the
district liable to be assessed and hereinabove described, notices
of the passage of this resolution in the manner and form required
by law.
SECTION 10. The City Clerk shall certify to the adoption
of this Resolution and shall cause the same to be published twice

in the Arcadia BUlletin, a newspaper of general circulation, published
and circulated in the City of Arcadia and hereby designated for
that purpose; the City Clerk is directed to also mail notices of the
adoption of this Resolution to all persons owning real property
proposed to be assessed, whose names and addresses appear on the
last equalized assessment roll for City taxes, or as known to said
clerk. Such notice shall be given in the manner and form required
and provided for under Sections 5070, 5194 and 5195 of the said
"Improvement Act of 191111, being Division 7, Streets and Highways

Code of the State of California.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted at a regular meeting of the City Council of the City
of Arcadia, held on the 2nd day of October, 1951, by the affirmative
vote of at least three Councilmen, to wit:
