RESOLUTION NO.2l84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, GRANTING PERMISSION FOR REPRESENTATION
OF CITY OF ARCADIA BY SPECIAL COUNSEL AS AMICUS CURIAE.
WHEREAS, the case of Glendale v. Chapman is now pending
in the District Court of Appeal for llh, Second Appellate DiBtrict,
and
WHEREAS, the power of the City of Glendale to issue revenue
bonds to provide money for additions to and improvements of the
City's waterworks system is a major issue in the case and
WHEREAS, the decision of the Supreme Court in Garrett v.
Swanton bas been construed to prohibit revenue bond financing
of such additions and improvements and
WHEREAS, the City of Arcadia is vitally interested in
the outcome qf this litigation and bas considered the issuance
of revenue bonds in connection with essential public works, and
WHEREAS, Stephen B. Robinson is willing to represent this
city and other cities in support of Petitioner, City of Glendale,
without cost. to this city, now, therefore, be it
RESOLVED, by the City Council of the City of Arcadia that
permission is hereby granted to Stephen B. Robinson, attorney,
720 Rowan Building, Los Angeles, to represent this city as special
counsel in filing an amicus curiae brief in support of the Petitioner,
City of Glendale, in the case of Glendale v. Chapman now pending in
the District Court of Appeal, and without cost to this city.
The City Clerk shall certify to the adoption of this Reso1u-
tion.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia
held on the 2nd
day of October
