RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA PERTAINING TO THE ESTABLISHMENT
OF A COUNCIL-r.'1A1Jl\.GER FORI.] 01<' GOVERN~lENT AS
RECOMMENDED BY AN IUDVISORY COMMITTEE

The City pouncil of the City of Arcadia does hereby re-
solve as follows':
vmEREAS, on the 18th day of August, 1949, the City Council
of Arcadia did appoint an Advisory Commi t'l;ee of citizens of the
City for the purpose of ~kins a study of the question as to
whether or not the City of Arcadia has reached such a stage in its
development as to warrant or require the adoption of a ne~ form
of Sovornment to more adequa.tely care for the needs of the City
and as to what form of government would be best adapted to the City
of Arcadia and i~s needs, and
HHEREAS there was appointed on s<:l.icl Advisory Committee the
following named persons:
M. H. Ormsby, A. H. Perkins, Ernest w. Leeper, Sam Owens,
Hal Roach, Walter G. Coombs, Chester A. Hesson, Floyd
Henderson, W. H. Nesbitt, James C. Bone, Victor J. Wagoner,
Thos. C. Sullivan,
and,
\fJffER~\S said Committee under the chairmanship of M. H.
Ormsby, former Mayor, made a thorough investigation and study of
such qucstions over 8 long period of months, during whic~ time it
invited and listened to the judement and advlce of leadinS stucients
of modern city eovernment, of prominent local citizens and of
renown advocates or supporters of various forms of municipal goverR-
ment, who were experienced in such matters, and
tlliEREAS the Conmitt6e ~ave weight and consideration to the
experience ~f rrAnY of its members, which inoluded men who had serv-
ed in the position of mayor, city attorney, city clerk, Councilman,
Plannlnl3 COJ<:lmission, Personnel Board member, school official, etc.,

WHEREAS upon the conclusion of such conferences and

deliberation, the Committee filed its report with the City
Clerk on the 10th day of October 1949, setting forth the results
of its deliberations, and
WHEREAS the Committee recommended that the City of
Arcadia should change its form of government from that of a City
of the Sixth Class to that of a Chartered City, because, under
the latter form of government various problems of vital importance
to the City could be met, and
WHEREAS for the purpose of increasing the efficiency and
economy of the city government, the Committee recommended that a
Council-Manager form of government be adopted under which the City
Council WOUfd become the leeis1ative and po1icy-rnakin~ body and
the City ~Janager would become the chief administrative officer of
the City charged with the direct responsibility of administerinB
the affairs of the City in accordance with the policies prescribed
by the City Council, and
WHEREAS the City Council received said report and ex-
pressed its appreciation of the efforts of the Advisory Committee
but has taken no direct action to implement the recommendations
of the, Committee, and
WHER~ the City Council believes that the recommendations
of said Committee should be given full force and effect;
NOW, THEREFORE, the City Council do~s hereby further
resolve as follows:
SECTION 1. That it place itself on record as favoring
the adoption of a Council-Manager Charter for the City of Arcadia.
SECTION 2. That in o~der to implement the work of the
drafting of suoh a charter consideration be given immediately to
th~ employment of special counsel to assist in the technical phases
of such work.
SECTION 3. That it shall be the policy of the City
Council that within thirty days after the passage of this Resolution
a tentative draft of the Council~~Janager form of Charter shall be

co~enced, witq the assistance of such special counsel, and that
upon the completion thereof such draft be referred to an Advisory
Committee, to be appointed by the City Council, which would be truly

representative of the community at large and of all organizations
which desire to have representation thereon; that such Advisory
Committee be given the responsibility and authority to review all
.
of the provisions of the tentative charter and that the services of
a special counsel be made available to such Committee for the
answering of questions and for the rendering of such other assist-
ance as such Committee might require; that upon the completion
of its preliminary study of such tentative charter and the making
of such changes therein as it may deem advisable, the Advisory
Committee be required to have such proposed charter pre-printed
and widely disseminated and that after the public shall have had
opportunity to study the same, said Committee shall hold public
hearings thereon; that after the completion of such hearings and
the making of such further changes as it may deem desirable, said
Committee be requested to submit its final draft to the City
Council; that it shall be the policy of the City Councll there-
after to consider such proposed charter and upon approval there-
of to submit the same to a vote of the people
SECTION 4. The City Clerk shall certify to the adoption
of this rosolution and thenceforth and thereafter the same sha.ll
be in
full force and effect. c .
