HomeMy WebLinkAbout0241 .- . .. - RESOLUTION NO. 241 A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF ARCADIA ORDERING CERTAIN ~ORK AND IMPROVEMENT TO BE DONE ON A PORTION OF HUNTINGTON DRIVE IN SAID CITY OF ARCADIA. THE BOARD OF TRUSTEES OF THE CITY OF ARCADIA DO RESOLVE AS FOLLOWS: SECTION 1: That the work and improvement herein described is required by the public interest and convenience and the Board of Trustees of said City of Arcadia hereby orders the same to be done ac- cording to Specifications and Improvement Plan No. C-121 adopted for said work and under the direction and to the satisfaction of the Super- intendent of Streets of said City of Arcadia, to-wit: First: That the existing cement sidewalk on the Southerly side 01" said Huntington Drive between the Easterly line of Santa Anita Avenue and the Easterly line of Lot Twenty-seven (27) in Block 73, of Arcadia Santa Anita Tract, in the City of Arcadia, County of Los An- geles, Stattl of California, as per Map recorded in Book 15, pages 89 and 90, Miscellanneous Records of said County, prolonged Northerly in a direct line across said Huntington Drive, be removed and that a cement sidewalk nine feet six inches in width be constructmalong the SOUl;herly side 01" said portion of Huntington Drive. Second: That the existing cement curb along the Southerly side 01" said portion of Huntington Drive be removed and that a cement curb be constructed along the Southerly side of said portion of Hunt- ington Drive with return at Santa Anita Avenue and Huntington Drive. Third: That two lighting standard now installed along the Southerly side of said portion of Huntington Drive be removed and that said two lighting standards, together with an additional rein- 1"orCed, concrete ornamental street lighting standard, togetner with wires, pipes, conduits, globes, lamps and appliances for lighting lamps and appliances for lighting said portion of said Huntington Drive, be installed along the sai d Southerly side 01' said portion of Huntington Drive. -1- !fl.o,;z1/ -- . - - Fourth: That said portion of said Huntington Drive between the Southerly curb line thereof and a line parallel with and twenty- one reet Northerly therefrom, be paved with oil macadam pavement four inches thick, except that portion thereof already paved with oil mac- adam pavement. Fifth: That the existing cement sidewalk on the Northerly side or said Huntington Drive between the Easterly line of Santa Anita Avenue and a line ten feet Easterly from and parallel to the ITesterly line 01' Lot 14, in Block 74, of said Arcadia Santa Anita Tract, pro- longea Southerly in a direct line across said Hungtinton drive, be re- moved and that a cement sidewalk nine fee~ six inches in width be con- structed along the Northerly side of said portion of Huntington Drive. Sixth: That the existing cement curb along said Northerly side or' said portion of' Huntington Drive be removed and that a cement curb be constructed along said Northerly portion of Huntington Drive with return at ~anta Anita Avenue and Huntington Drive. Seventh: That three lighting standard now installed along the northerly side of said portion of Huntington Drive be removed and that said three lighting standards, together with an additional rein- forced, concrete ornamental street lighting standard, together with wires, pipes, conduits, globes, lamps and appliances for lighting said portion 01' said Huntington Drive, be installed along the said Northerly side 01' said portion of' Huntington Drive. Eighth: That said portion of said Huntington Drive between the NortherlY curb line thereof and a line parallel with and twenty- one feet Southerly therefrom, be paved with oil macadam pavement four inches thick, except that portion thereof already paved with oil mac- adam pavement. SECTION 2: Said Board 6f Trustees hereby determines and orders that one-seventh (I-7th) of the entire cost and expense of the construction of said oil macadam pavement on said portion of said Huntington Drive, as hereinabove specified, shall be paid out of the General Fund of said City of Arcadia. -2- ;Roo ;2 tJ/ ... . - - SECTION 3: That the grade to which the work herein before described shall be done and the impruvement made as provided in this Resolution, is that shown on Profile and Llprovement Plan No. C-121, on file in the orf"ice of the Ci ty Engineer of said Ci ty, to which said Profile refer- ence is hereby made for a description of such grade. SECTION 4: -All of the foregoing work shall be done in accord- ance with said prot"ile and Improvement Plan No. C-12l on file in the 01'- rice of the City Engineer of said City of Arcadia. Said work shall also be in accordamce with the following specit"ications on file in the office of the City Clerk of said City 01' Arcadia, to-wit: Standard Specifications No. .0 for the construction of curbs, sidewalks, gutters, oil macadam and concrete pavement. Standard Specifications No. I fur the installation of street lighting standards, wires, conduits and all accessory fixtures thereto. Said Profile and Improvement Plan No. C-12l and the Speci- 1'ica.ions hereinabove referred to, Vlere adopted by Resolution No. 236 01' said Board of Trustees and same are hereby made a part of this resolution and are hereby referred to for a more particular description of said work. All streets and avenues referred to in this Resolution are public streets and avenues of said City of Arcadia. Section 5: That said contemplated work and improvement, in the opinion of the doard of Trustees of said City of Arcadia, is of more than local or ordinary public benefit and said tloard of Trustees hereby makes the expense of said work and improvement chargeable upon a District, which District said Board of rrustees hereby declares to be the District benefitted b~ said work and im~rovement, and to be as- sessea to pay the costs and expenses thereor; which said District is bounded and descr ibed as follows: All that portion of' said City of Arcadia included within the 101lowing described exterior boundary lines, to-wit: Beginning at the Northwest corner of Lot 34, Block 73, of the Arcadia Santa Anita tract, in the City of Arcadia, County of' Los Angeles, State of California, as per Map re- corded in Book 15, Pages 89 and 90, Miscellaneous Records -3- rao, R'I/ .... . .. -- of said County; thence Southerly along the Westerly line of Lots 34, 33, and 32,in said 310ck 73, to the ~outhwe5terly corner of said Lot 32: thence Easterly along the Southerly line of Lots 32, 31, 30, 29, 28, and 27 to the Southeasterly corner of said Lot 27; thence Northerly along the Easterly line of said Lot 27, prolonged Northerly in a direct line to the Southwesterly corner of Lot 9 in Block 74, of said Arcadia Santa Anita Tract; thence gaster1y along the Southerly line of Lots 9, 10, 11, 12, 13 and 14, in Block 74, of said Arcadia Santa Anita Tract to the Southeasterly corner of' sai d Lot 14; thence Northerly along the Easterly line of said Lot 14 to the Northeasterly corner of said Lot 14; thence Westerly along the Northerly line of Lots 14, 13, 12, 11, 10, 9, 8, 7, 6, ti, 4, and 3, in said Block 74, to the Northwesterly corner of' said Lot 3: thence Southerly along the Westerly line of' Lots 3, 2 and 1, in said Block 74, prolonged in a direct line to the point of beginning. The above description is general only. A plat or map of said Dis- trict indicating by a boundary line the extent of the territory in- clUded in the proposed Assessment District is on file in the of1'ice of said City Engineer. Reference is hereby made to the said Plat or Map i'or a i'urther, full and complete description of the said Assess- ment District. The said Plat or Map so on file shall govern for all details as to the extent of such Assessment District. SECTION 6: Said Board of ~rustees also determines and de- clares that Serial Bonds shall be issued to represent each assessment of 'fl"lenty-five ($25.00) Dollars or more remaining unpaid for twenty (20) days after the date of the ','[arrant to represent the expenses of said Work and improvement. Said Serial Bonds shall extend over a period ending nine (9) years from the second day of January next succeeding the fifteenth day of the next November following their dat~ and an even annual proportion of the principal sum thereof shall be payable by coupon, on the second day of January every year after tbe fifteenth day of the next November following their date, until the whole is paid, and the interest shall be payable semi-annually, by coupon, on the second days of January and July, respectively, or each year aflter their date at the rate of seven (7) per cent per an- num on all sums unpaid until the whole of said principal and interest are pa i d. SECTION 7: All of the proceedings for the aforesaid im- provement and for the issuance of said Bonds shall be had and taken Wider -4- St), ,;<'1/ --~ . - - and in accordance with the provisions of an Act of the Legislature of the State of California, known and designated as the "Improvement Act ot' 19l1," approved April 7, 1911, and of all Acts supplementary there- to or amendatory thereof. SECTION 8: The Arcadia Journal and The Arcadian, a semi- weekly newspaper of general circulation, published and,circulated in said City of Arcadia, is hereby designated as the newspaper in whi,h notice of said work and improvement inviting sealed proposals shall be published in the manner and form a~,by the persons requir- ed by law. SECTION 9: The City Clerk of said City of Arcadia is hereby directed to post conspicuously for five days, on or near the Council Chamber door of said ~oard of Trustees, in the manner and !'orm required by law, a notice, together with Specifications there- t'or, inviting sealed proposals or bids for doing said work and sai d City Clerk is also hereby directed to publish twice in said news- paper designated as aforesaid, in the manner and form required by law, a notice inviting sealed proposals or bids for doing said work, and referring to the Specifications posted or on file. Said notice shall require a certified check or bond, either, as prescribed by law t'or an amount not less than ten per cent of the aggregate of' the proposal. Said sealed proposals or bond shall be delivered to the City Clerk of said City of Arcadia on or before eight o'clock P.M. January ti, 1926, Bids will be opened on said day and hour. The City Clerk shall certify to the adoption of this Resolution. The foregoing Resolution was adopted at a regular meeting of the Board of Trustees of the City of Arcadia held on the 2nd day of uecember, 1925, by the affirmative vote of at least three Trustees, t o-w it: AYES: Trustees: Gramm, Granville, Hawk, Multer and nheeler.
