WELCOME TO YOUR CITY COUNCIL MEETING
Thmzk you for attending an Arcadia Ciry Council nleeting. The following inforn:atdon is provided to nzake the
meeting a more meaningful mid understandable event.
The City of Arcadia is govemed by a five-member City Council, which also serves as the Redevelopment Agency.
Every even-numbered year, either two or three Council Members are elected at large to serve four-year terms. The
City Council elects, from its membership, a Mayor to serve as the presiding officer for a one-year period.
The City Manager is employed by the City Council to carry out its policies and to serve as the Chief Executive
Officer of the City and the Executive Director of the Redevelopment Agency.
REGULAR CITY COUNCIL MEETINGS are held on the first and third Tuesdays of the month at 7:00 p.m.
in the Council Chambers located at 240 W. Huntington Drive. Meetings are broadcast live on cable channel 20
and replayed at various [imes in the following weeks. From time to time, special meetings are scheduled for
specific purposes. The City Council follows a regular order of business, as provided in the agenda for each
meeting. The agenda is prepared and made available to the public 72 hours in advance of the meeting. Full
agenda packages aze available for review prior to the meeting in the City Clerk's Office at City Hall and a[ the
Arcadia Public Library.
CITIZEN PARTICIPATION is invited at all City Cou~cil meetings. At each regular meeting, time is reserved
for those in the audience who wish to address the City Council on any matter. There is a five-minute time limit
per person. Please be aware that, pursuant to the provisions of the Brown Act, the City Council is prohibited
from taking action on any issue not listed on the agenda, unless an emergency exists requiring City Council action
or an urgent need for action arises after the agenda is published.
Time is also reserved for individuals wishing to address the City Council about a scheduled "Public Hearing"
item. With respect to Public Hearings, persons addressing the City Council should limit their remarks ro the
matter under consideration.
CONSENT CALENDAR items are considered to be routine in nature and may be enacted by one motion. There
is no separate discussion on these items unless a Council Member so requests.
An ORDINANCE is a City law which can only be amended or repealed by adoption of another Ordinance. A
proposed Ordinance requires two readings-an in[roduction and an adoption-at separate City Council meetings.
Ordinances become effective 30 days after adoption.
A RESOLUTION is an official statement of City Council policy, directs certain administrative or legal action,
or embodies a public City Council statement. A Resolu[ion is adopted [he same night it is proposed. Once
adopted, it remains City Council policy unless changed by a subsequent Resolution.
In compliance with the AMERICANS WITH DISABILITIES ACT, if you need special assistance to
participate in a City Council meeting, please con[act the City Manager's Office af (626) 574-5401 at least three
(3) working days before the meeting or time when special services are needed. This notification will help City
staff in making reasonable anangements to provide you with access to the meeting.

DECEMBER 17, 2003
The City Council and Arcadia Redevelopment Agency met in an Adjourned Regular Joint
Meeting with Los Angeles Counry Supervisor Michael D. Antonovich on Wedriesday, December
17, 2003 at 730 a.m., in the Council Chambers Conference Room.
ROLL CALL PRESENT: Council/Agency Members Chang, Kovacic, Segal and Wuo
ABSENT: Council/Agency Member Marshall
It was MOVED by Council/Agency Member Chang, seconded by Council/Agency Member
Kovacic and CARRIED on roll call vote as follows to EXCUSE the absence of
Councilmember Marshall.

2, SGPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

3. AUDIENCE PARTICIPATION
None.

GOLDLAIE Supervisor Antonovich discussed various issues regarding the Gold Line Phase II project and
PFWSEII explained the position of legislative bodies regarding funding for the Gold Line extension, stating
in part that, the cities need legislator assistance in dealing with the Metropolitan Transit Authority
(MTA) in order to secure funding for the Gold Line Phase II. He felt the MTA's priority is an East
Los Mgeies project and in order to bypass the MTA there is need to provide funding that goes
directly to the Gold Line Phase II project. He also suggested adding an Independent Cities
representative in order to have a greater voice at MTA. It was noted that the City Council

endorsed AB-712, amending existing Los Angeles to Pasadena Metro Blue Line Construction
Authority legislation by adding representatives to the Governing Board from the ten cities
involved.
Supervisor Antonovich felt that there is a great future for the connection of San Gabriel Valley to
San Femando Valley or Ventura County with a Phase III transportation project. If a partnership
is developed with San Bernardino County, San Fernando Valley or Ventura county, we can
access additional funds from their legislations as well.

GQA4BLINGAT The proposed initiative to expand the types of gambling allowed at race tracks to include slot
RACETRPGKS machines was discussed. City Manager Keliy noted that the casinos and racetracks came
together to suggest this initiative in an effort to recapture dollars going to Indian Tribes. For
Arcadia this initiative will bring in revenues to use for public safety and fire.
In response to a Council question, Supervisor Antonovich noted that later this year the County
took a position to oppose granting recognition to non-property owned Indian Tribes to buy a hotel
in a City and put in a casino with no control over zoning or any other input from the community.
He felt that the Indian Tribes should pay equivalent taxes.
Considerable discussion ensued. Some members felt even though allowing slot gambling at
Santa Anita Race Track will generate revenues for the City, on the other hand it will decrease
the quality of life.

SOIfTHP~F2CADIA In reference to the status of County economic developmentlredevelopment efforts in South
DEWREDEV. Arcadia, Supervisor Antonovich noted that the County has been working on streets and updating
EFFORTS the sidewalks and curbs for the last couple of years. Currently the County is working on a
median south of Live Oak, which will be completed in approximately one month. The County
representatives have done an economic study of the area, met with business owners to get their
input on new programs. The County is trying to bring a Starbucks Coffee to that area in order to
up lift the whole area.
With regard to using CDBG funds, City Manager Kelly noted that this might be the only economic
tool the City has in the Live Oak area
It was noted that County is trying to look at each potential beneficial part of the legislation that is
allowed to improve a. piece of property. Low interest loans can be used in that area and can be
mixed with other grant programs.
In response to a Council question with regard to Rosemead Boulevard medians it was noted that
legislation has been introduced and County is working hard with Senator ScotPs office to get the
legislation introduced and move fonvard.
In appreciation of Supervisor Antonivich's attendance at the meeting this date, Mayor Wuo
presented him with "A Visions of Arcadia: A Centennial Anthology' book.
AD.lOURNMENT At 834 a.m. the Adjourned Regular Joint Meeting with Supervisor Michael Antonovich
(Jan, 6, 2004) ADJOURNED; the City Council to Tuesday, January 6, 2004 at 6:00 p.m. in the Council
Chambers Conterence Room for a Regular Meeting to conduct the business of the City Council
and Arcadia Redevelopment Agency and any Closed Session necessary to discuss personnel,
litigation matters or evaluation of properties.
