RESOLUTION OF INTENTION NO. 1820
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DECLARING ITS INTENTION TO IMPROVE A PORTION OF HUNTINGTON
DRIVE IN SAID CITY OF ARCADIA, AND DECLARING SAID WORK OR IMPROVE-
MENT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIBING
THE DISTRICT TO BE BENEFITED BY SAID WORK OR IMPROVE~lli~ AND TO BE
ASSESSED TO PAY THE COSTS AND EXPENSES THEREOF, AND DETERMINING THg
SERIAL BONDS SHALL BE ISSUED TO REPRESENT SAID COSTS AND EXPENSES AND
FIXING A TIME FOR HEARING OBJECTIOrlS TO SAID WORK OR IMPROVEMENT, OR TO
THE EXTENT OF THE DISTRICT TO BE ASSESSED OR BOTH.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience require, and
it is the intention of the City Council of the City of Arcadia, to order
the following work and improvement to be done in said City of Arcadia,
towit:
~irst, That a concrete sidewalk be constructed on the Northerly
side of Huntington Drive from the Wester~y line of Santa Anita Avenue
to the Easterly line of San Rafael Road, including sidewalk returns at
the northwest corner of said Huntington Drive and Santa Anita Avenue,
the Northwest and northeast corners of said Huntington Drive and Morlan
Place, and the northeast corner of said Huntington Drive and San Rafael
Road, except where such concrete sidewalk is now in place to the official
line and grade, and is in good condition, all as shown on the plans
hereinafter referred to, excepting, however, from all of the aforedescribe
work, such portions of said street as are used by any railroad track
or tracks, the space between the rails and for two feet on each side
thereof, and between the tracks if there be more than one.
SECTION 2. That the grade to which the work hereinbefore described
shall be done and the improvement made as provided in this resolution
is shown on Profile and Improvement Plijn No. C-l75, on file in the
office of the City Engineer of said City, to which Profile reference is
hereby made for the description of such grade.
SECTION 3. All of the foregoing work shall be done in accordance
with said Profile and Improvement Plan No. C-175 on file in the office
of the City Engineer of said City of Arcadia.
All work on grading and the construction of concrete sidewalks,
shall be in accordance with the following specifications on file in
the office of the City Engineer of said City of Arcadia, towit:

"standard Specifications No. 0 for the construction of curbs, sidewalks,
gutters, oil macadam and <D:oncrete pavement."
Said Profile and Improvement Plan No. C-175 and the Specifications
hereinabove referred to were adopted by Resolution No. of said
City Council of the City of Arcadia, and the same are hereby made a part
of thE Resolution and are hereby referred to for a more particular
de$cription of said work. The Avenue, place, road, and drive referred
to in this Resolution are public avenue, place, road and drive of
the City of Arcadia.
SECTION 4. That said contemplated work and improvement in the
opinion of the City Council of the City of Arcadia, is of more than
100 al or ordinary public benefit and said City Council hereby makes
the expense of said work and improvement chargeable upon the District,
which district said City Council hereby declares to be the District
benefited by said work and improvement and to be assessed to pay the
costs and expenses thereof, which said District shall include all those
lots in the said City of Arcadia, County of Los Angeles, State of Cali-
fornia, fronting on and adjacent to the Northerly side of said portion of
Huntington Drive.
A plat or maP of said District indicating by a boundary line the
extent of the lands included in the proposed Assessment District,
was approved and adopted by Resolution No. of the City Council
of said City of Arcadia, and is on file in the office of the City
Engineer of the City of Arcadia. Reference is hereby m~de to said plat
or map for further, full and complete description of said Assessment
District, which said plat or map is designated as Assessment District
No. W-47, and said map so on file shall govern for all details as to the
extent of such Assessment District.
SECTION 5. Said City 'Council also determines and declares that
Serial Bonds shall be issued to represept each assessment of Twenty-
five ($25.00) dollars, or more, remaining unpaid for thirty (30) days
after the date of the warrant to represent the expenses of said work
and improvement. Said serial bonds shall extend over a period of nine

(9) years from the second day of January next succeeding the next
October 15th following their date and an even annual proportion of the
principal sum thereof shall be paYable by coupon on the second day of
January of each year, following the next October l5th after their date,
until the whole is paid, and the interest shall be payable semi-annually
by coupon on the second days of January and July respectively of each
year after their date at the rate of six (6%) per cent per annum on
all sums unpaid until the whole of said principal and interest are paid.
Said bonds and interest thereon shall be payable at the office of the
City Treasurer of the City of Arcadia.
SECTION 6. Notice is hereby given that on Tuesday, the l8th day
of January, 1949, at the hour of 8:00 O'clock P. M. on said day, in the
Council Chamger of the City Hall in said City of Arcadia, any and all
persons having objections to said proposed work or improvement or to
the extent of the district to be assessed, or both, may appear before
said City 60uncil and show cause why said proposed work or improvement
should riot be carried out in accordance with this resolution.
SECTION 7. All proceedings for the aforesaid work and improve-
ment and for the issuance of said Bonds shall be had and taken under
and in accordance with the provisions of an Act of the Legislature of
the State of California, known and designated as the "Improvement Act
of 1911", being Division 7 of Streets and Highways Code of the State
of California.
SECTION 8. Notice is hereby given that in accocdance with the
provisions of Section 2804 of the Streets and Highways Code of the
State of California, as amended, the written waiver of the owners of
more than 60% in area of the property subject to assessment for said
proposed improvement described herein having been signed and filed
with the City Clerk of the City of Arcadia, the investigation and the
report of the City Engineer provided for in the Special Assessment In-
vestigation, Limitation and Majority Protest Act of 1931, being
Division 4 of the Streets and Highways Code of the state of California,
are hereby specifically waived.
SECTION 9. The Superintendent of Streets shall post or cause to

be posted conspicuously along the line of said contemplated work or
improvement and also along all the open streets within the district
liable to be assessed and hereinabove described, notices of the passage
of this resolution in the manner anc. form required by law.
SECTION lO. The City Clerk shall certify to the adoption of this
resolution and shall cause the same to be published twice in the Arcadia
Tribune and Arcadia News, a newspaper of general circulation, pub-
lished and circulated in the City of Arcadia and hereby designdted for
that purpose; the City CJerk shall also mail notice of the adoption
of th~s resolution to all persons owning real property proposed to be
assessed, whose names and addresses appear on the last equalized assess-
ment roll for City taxes, or as known to s aid Clerk. Such notice shall
be given in the manner and form required by said "Improvement Act of
1911, being Division 7, Streets and Highways Code of the State of
California".
I HEREBY CERTIFY that the foregoing Resolution was adopted at
a regular meeting of the City Council of the City of Arcadia, held on
the 21st day of December, 1948, by the affirmative vote of at least
three Councilmen, towit:
