RESOLUTION NO. 1866
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA
ORDERING CERTAIN WORK AND IMPROVEMENT TO BE DONE ON AN
EASEMENT KNOWN AS OAK VIEW LANE AND OTHER EASEMENTS IN
SAID CITY OF ARCADIA.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience require that
certain work and improvement be done in the City of Arcadia, towit:
the construction of certain water pipe lines, connections, and appur-
tenances and appurtenant work, and the City Couhcil of the City of
Arcadia hereby orders the same to be done, in accordance with Speci-
fications and Improvement Plan No. C-l78, on file in the office of the
City Engineer of said City of Arcadia, adopted for said work, and under
direction and to the satisfaction of Water Superintendent of said City
of Arcadia; that Resolution of Intention No. 1849 heretofore adoFted
by this Council on the 15th day of March, 1949, contains a complete
description of the work and improvement to be done pursuant to this
Resolution, and reference is hereby made to said Resolution of Intention
No. 1849 for a complete description of s aid work and improvement, and
of the easement or easements in which said work and improvement shall be
done.
SECTION 2. That the~ade to which the work hereinabove described
shall be done and the improvement made as provided in this Resolution
is shown on Profile and Improvement Plan No. C-l78 on file in the office
of the 'City Engineer of said City, to which Profile reference is hereby
made for the description of such grade.
SECTION 3. All of the foregoing work shall be done in accordance
with said Profile and Improvement Plan No. C-178 on file in the office
of the City Engineer of said City of Arcadia.
All work on the installation of said water line and appurtenances
shall be in accordm ce with the following spec ific ations on file in
the office of the C~ty Engineer of the City of Arcadia, towit:

All work on the replacement of pavement in connection with the
installation of said water line shall be in accordance with the following
specifications on file in the office of the City Engineer of the City of
Arcadia, towit: "Specifications for Pre-Mix Pavement and Wearing Sur-
face."

Said Profile and Improvement Plan No. C-178 and the specifications
hereinabove referred to were adopted by Resolution No. 1847 of said
city Council of the city of Arcadia, and the same are hereby made a part
of this Resolution and are hereby referred to for a more particular des-
cription of said work. All streets and avenues referred to in this
Resolution are public streets and avenues of said City.
SECTION 4. That said contemplated work am improvement in the
opinion of the City Council of the City of Arcadia, -is 0 f more than local
or ordinary public benefit and said City Council hereby makes the expense
of said work and improvement chargeable upon the District, which Dis-
trict said City Council hereby declares to be the District benefited by
said work and improvement and to be assessed to pay the costs and expen-
ses thet'eof, which said District shall include all those lots, or parcels
of land, and all the land in the said City of Arcadia fronting on and
adjacent to the easement described in said Resolution of Intention
No. 1849, (subject, however, to the payment of twenty-five (25%) per cent
of the total cost of said work and improvement out of the treasury of
said City). A plat or map of said District indicating by a boundary
line the extent of the lands included in said District was approved and
adopted by Resolution No. 1848 of the City of Arcadia on the 15th day of
March, 1949, and is on file in the office of the City Engineer of the City
of Arcadia; reference is hereby made to s aid plat or map for a further,
full, and complete description of said Assessment District, which said
plat or map is designated as Assessment District No. W-50, and said map
so on file shall govern for all details as to the extent of such assess-
ment District.
SECTION 5. Said City Council also determines and declares that
Serial Bonds shall be issued to represent each assessment of Twenty-five

Dollars ($25.00), or more, remaining unpaid for thirty (30) days after
the date of the Warrant to represent the expenses of said work and im-
provements. Said Serial Bonds shall extend over a period ending nine (9)
years from the second day of January next succeeding the next October 15th
following their date and an even annual proportion of the principal sum
thereof shall be paYable by coupon on the second day of January of each
year, following the next October l5th after their date, until the whole
is paid, and the interest shall be payable semi-annually by coupon on
the second days of January and July respectively of each year after their
date at the rate of six per cent (6%) per annum on all sums unpaid until
the whole of said principal and interest are paid. Said Bonds and in-
terest thereon shall be payable at the office of the City Treasurer of
the City of Arcadia.
SECTION 6. All proceedings for the aforesaid work and improvement
andfbr the issuance of said Bonds shall be had and taken under and in
accordance with the provisions of an Act of the Legislature of the State
of California, kn~ and designated as the "Improvement Act of 1911,
being Division 7, Streets and Highways Code of the State of California."
SECTION 7. The Arcadia Tribune and Arcadia News, a weekly newspeper
of general circulation, pUblished and circulated in said City of Arcadia,
is hereby designated as the newspaper in which notice of said work and
improvement inviting sealed proposals shall be published in the manner
and form and by the persons required by law.
SECTION 8. The City Clerk of said City of Arcadia is hereby directed
to post conspicuously for five days, on or near the Council Chamber door
of said City Council, in the manner and form required by law, a notice,
together with the Specifications therefor, inviting sealed proposals or
bids for doing said work and said City Clerk is also directed to pUb-
lish twice in said newspaper designated as aforesaid in the manner and
form required by law, a notice inviting sealed proposals or bids for doing
said work, and referring to the Specifications posted or on file. Said
notice shall require a certified check or bond, either, as prescribed by
law for an amount not less than ten per cent of the aggregate of the

proposal.
Said sealed proposals or bids shall be delivered to the Ci~ Clerk
of said City of Arcadia on or before eight otclock P.M., on May 17, 1949j
bids will be opened on said day and hour.
SECTION 9. The City Clerk shall certify to the adoption of thi~
Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted at
a regular meeting of the City Council of the City of Arcadia, held
on the 3rd day of May, 1949, by the affirmative vote of at least
three Councilmen, towit:
