RESOLUTION NO. 1939.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, APPROVING THE RECOMMENDA-
TION OF THE PLM~NING COMMISSION OF SAID CITY, AND
DENYING THE PETITION FOR A VARIANCE AFFECTING
CERTAIN REAL PROPERTY LOCATED AT 704 EAST LONGDEN
AVENUE, IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE
AS FOLLOWS:
\'lHEREAS, on the 4th day of August, 1949, there was
filed before the Planning Commission of the City of Arcadia the
petition of Bernard R. Nolan and Margaret F. Nolan, requesting
a zoning variance on the following described property in the
City of Arcadia, to wit:
That portion of lot 125, Arcadia Acreage Tract, as per
map recorded in Book 10, page 18 of Maps, records of
Los Angeles County, beginning at a point in the north-
erly line of said lot distant 393.75 feet easterly from
the northwesterly corner thereof; thence easterly
parallel with the northerly line thereof 124.51 feet
to the easterly boundary line of the City of Arcadia;
thence northeasterly thereon to the northerly line of
said lot; thence westerly thereon to the point of
beginning, except the westerly 87 feet thereof, being
located on the southerly side of Longden Avenue east
of Sixth Avenue, and known as 704 East Longden Avenue;
to permit the conduct of a riding academy and a boarding stable
for horses, and
WHEREAS, said property is now located in a residential
zone, to wit, R-l zone, and
WHEREAS, after notice as required by Ordinance No. 760,
a public hearing on the matter was held before the Planning
Commission of the City of Arcadia on the first day of September,

1949, and all interested parties were given the full opportunity
to be heard, and
WHEREAS, in the opinion of the Planning Commission the
maintenance of the several commercial uses petitioned for in a
residential zone would be detrimental to the public welfare and
injurious to the surrounding property and would adversely affect
the comprehensive general plan of the City of Arcadia, and
WHEREAS the Planning Commission of the City of Arcadia
recommended in its Resolution No.8, dated September 15th,
1949, that the aforesaid petition be denied for the following
reasons,
1. The request of petitioners is contrary to the spirit
and intent of the Master Zoning Plan of the City of Arcadia,
which was adopted and became effective on June 3rd, 1949, after
a series of public hearings, and which Plan was unanimously
approved by the Planning Commission and the City Council;
2. The action requested by the petitioners is, in
the opinion of the Commission, contrary to good planning prac-
tice as it involves "spot" re-zoning of the property, without
regard for the effect of such action on the properties in the
immediate vicinity;
3. The Planning Commission recently recommended for
denial a similar petition for an extension of an existing var-
iance which terminated on June 16,1949; there have:been no
changes since this recent action of the Commission which would
justify a reversal of its prior decision so as to make legal
the present unlawful operation of the enterprise now being
conducted at the aforesaid location.
AND, W~EAS, the aforesaid Resolution No. 8 of the
~lanning Commission of the City of Arcadia was adopted by the
Commission on the 15th day of September, 1949,

NOW, THEREFORE, BE IT RESOLVED as follows:
SECTION 1. That the City Council of the City of Arcadia
does hereby approve the recommendation of the Planning Commis-
sion and deny a zoning variance affecting the real property
located at 704 East Longden Avenue in said City.
SECTION 2. The City CJerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was
adopted at a regular meeting of the City Council of the City
of Arcadia, held on the first day of November, 1949, by the
affirmative vote of at least three Councilmen, to wit:
AYES: Councilmen Boucher, Klomp, Nugent and Russell
NOES: None
ABSENT: Councilman Eibby
