A RESOLl~ION OF TH~ CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, CHANGING THE TITLES AND DESCRIPTIONS OF CERTAIN POSITIONS IN THE COMPETITIVE SERVI4E OF SAID CITY, CREATING THE POSITION OF JUNIOR CLERK THEREIN AND PRO- VIDING CERTAIN JOB SPECIFICATIONS THEREFOR. THE CITY COUNCIL OF TB~ CITY OF ARCADIA DOES RESOLVE AS FOLLOWS: SECTION 1. WHEREAS, under the provisions of Ordinance No. 431 of the City of Arcadia, adopted March 5, 1940, Ordinance No. 438, adopted June 28, 1940, and Ordinance No. 446, adopted October 1, 1940, various employments of the City of Arcadia were placed under the personnel system created by said Ordinance No. 431; and ~~EREAS, the Personnel Board of the City of Arcadia has heretofore undertaken a complete study and analysis of the various stenographic and clerical positions in the compe- titive service and has completed a thorough study as to the neces- sity or propriety of revising or amending the existing classifica- tions for such positions and the requirements therefor, and as to the advisability of substituting new or additional classifications for such positions, and has recow~ended to the City Council that the titles and descriptions of certain positions in the competitive service of said City be changed, that a new position, to be known and designated as Junior Clerk, be created, and that the job spec i- ficstions for such positions be revised or established; and WHEREAS, this Council deems it to be to the best interest of the City of Arcadia that the foregoing recommenda- tion be approved and adopted, ) NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the title of the present and exist- ing position of Stenographer Clerk (Schedule No. 25) be and the 1. INDEXEO .- same is hereby changed to IISenior Clerktl. 2. That the titles of the present and existing positions of Junior Stenographer-Account Clerk and Junior Cashier Account Clerk (Schedule :10. 22) be and the same are hereby changed to IIClerktl and the job specifications for such positions be and the same are hereby amended in accordance with the specifications hereto attached and marked as Exhibit IIAII and by this reference made a part hereof. ) 3. That there is hereby created a new position of Junior Clerk (Schedule No. 19) in the competitive service of said City and the job specifications for such position shall be as follows: J'LlWIOR CLERK The Job: This is a general clerical job which might occur in any department in the city government. The employees in this classification must type and keep simple financial records. Emphasis might be placed on one phase of the work, depending upon the needs of a particular department. Example of Duties: To type reports, legal docu- ments, to cut stencils; to operate mimeograph; to receive money; to receive, distribute and dispatch mail; to answer the telephone; to index and file correspondence, legal documents, and other material; to do routine posting and other general office work. Requirements: Training and experience - at least six montrB recent office clerical experience; OR completion of a recognized course in bookkeeping and a full-time typing course, or its equivalent, in a high-school, recognized business school, or college. General Qualifications: Applicant must have a working knowledge of modern office methods; a working knowledge of clerical work and ability to post figures and make simple arithmeti- cal calculations; have the ability to spell correctly and to use good Engligh; have the ability to type accurately from ordinary 2. manuscript; have the ability to follow directions; and have the ability to get along well with others. Applicants must possess personal characteristics including neatness, accuracy, sobriety, orderliness, willingness to follow a prescribed routine, good health, and freedom from disabling defects. SECTION 2. The City Clerk shall certify to the adoption of this Resolution'; I HEREBY CERTIFY that the foregoing Resolution ~as adopted at a regular meeting of the City Council of the City of Arcadia, held on the 17th day of January, 1950, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Klomp, Libby, Nugent and Russell NOES: None ABSENT: Councilman ~oucher /rL ~~.' The employees in this classi- fication must be able to take dictation, type and keep simple fin- ancial records. Emphasis might be placed on one phase of the work, depending upon t he needs of a particular department. E~amples of Duties: To type reports, legal documents, requisitions, charts, invoices, pay rolls, cards and orders; to take dic tation; to cut stencils; to operate mimeograph; to operate a billing ma- chine; to receive money; to index and file correspondence, to keep simple financial records and other general office work. REQUIREMENTS: Training and experience - at least six months' re- cent office clerical experience including the keeping and checking of financial records and the taking and transcribing of dictation, OR completion of a recognized course in bookkeeping and a full-time stenographic course of at least three months' duration, or its equivalent, in a high-school, recognized business school, or college. General Qualifications: Applicants must have a working knowledge of modern office methods and office equipment; a uorking knowledge of financial clerical work and make arithmetical calculations rapid- ly and accurately; have the ability to spell correctly and to use good English; have the ability to type accurately from ordinary manuscript; have the ability to take dictation; have the ability to do simple clerical work; have the ability to follow directions; and have the ability to get. along well with others. Applicants must possess personal characteristics including neatness, accuracy, sobriety, orderliness, willingness to follow a prescribed routine, good health, and freedom from disabling defects.
