RESOLUTION OF INTENTION NO. 1984.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, DECLARING ITS INTEN-
TION TO IMPROVE A PORTION OF ESTRELLA AVENUE
IN SAID CITY OF ARCADIA, AND DECLARING SAID
WORK OR IMPROVEblliNT TO BE OF MORE THAN LOCAL
OR ORDINARY PUBLIC BENER~ AND DESCRIBING THE
DISTRICT TO BE BEliEFITTED BY SAID WORK OR IM-
PROVEMENT AND TO BE ASSESSED TO PAY THE COSTS
AND EXPENSES THEREOF, AND DETERMINING THAT
SERIAL BONDS SHALL BE ISSUED TO REPRESENT SAID
COSTS AND EXPENSES AND FIXING A TIME FOR HEAR-
ING OBJECTIONS TO SAID WORK OR IMPROVElVlliNT, OR
TO THE EXTENT OF 1~ DISTRICT TO BE ASSESSED,
OR BOTH.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience re-
quire and it is the intention of the City Council of the City of
Arcadia to order the following work and improvement to be done in
said City of Arcadia, to wit:
DESCRIPTION OF WORK
First: That a concrete curb be constructed along each
side of the roadway of Estrella Avenue, from Baldwin Avenue to
El Sereno Drive, except where such concrete curb is now in place
to the official line and grade, and is in good condition, all as
shown on the plans hereinafter referred to.
Second: That a concrete gutter be constructed along each
side of the roadway of Estrella Avenue, from Baldwin Avenue to
El Sereno Drive, except where such concrete gutter is now in place
to the official line and grade, and is in good condition, all as
shown on the plans hereinafter referred to.
Third: That the portion of the roadway between the gutter
lines and the existing macadam pavement in Estrella Avenue, from
Baldwin Avenue to El Sereno Drive, be graded and paved with an oil
macadam pavement two and one-quarter (2tft) inches thick, except
where an oil macadam pavement is already constructed to the offi-
cial line and grade and is now in good condition, all as shown on

the plans hereinafter referred to.
PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS
SECTION 2. That the grade to which the work hereinbefore
described shall be done and the improvement made as provided in
this Resolution is shown on Profile and Improvement Plan No. C-
186, on file in the office of the City Engineer of said City, to
which Profile reference is hereby made for the description of such
grade.
SECTION 3. All of the foregoing work shall be done in
accordance with said Profile and Improvement Plan No. C-186 on file
in the office of the City Engineer of said City of Arcadia.
All work on grading and the construction of concrete
curbs, concrete gutters, shall be in accordance with the following
apecifications on file in the office of the City Engineer of the
City of Arcadia, to wit: "Standard Specifications No. 0 for the
construction of curbs, sidewalks, gutters, oil macadam and con-
crete pavement". All work on construction of oil macadam pavement
shall be in accordance with the following specifications on file
in the office of the City Engineer of said City of Arcadia, to
wit: "Standard Specifications No.3 for the construction of 2t"
oil macadam pavement and resurfacing."
Said Profile and Improvement Plan No. C-186 and the
specifications hereinabove referred to were adopted by Resolution
No. 1982 of the said City Council of the City of Arcadia, and the
same are hereby made a part of this Resolution and are hereby ref-
erred to for a more particular description of said work. The
drives and avenues referred to in this Resolution are public drives
and avenues of the City of Arcadia.
SECTION 3A. Said City Council hereby determines and
orders that Four Hundred ($400.00) Dollars, representing a portion

of the cost and expense of the construction of the proposed grad-
ing and paving on said portions of said public street, as herein-
above specified, shall be paid out of the Special Gas Tax Fund.
DESCRIPTION OF ASSESSldENT DISTRICT
SECTION 4. That said contemplated work and improvement,
in the opinion of the City Council of the City of Arcadia, is of
more than local or ordinary public benefit and said City Council
hereby makes the expense of said work and improvement chargeable
upon the District (except that portion of the cost of construction
to be paid by the City of Arcadia as specified herein), which Dis-
trict said City Council hereby declares to be the District benefitted
by said work and improvement and to be assessed to pay the costs and
expenses thereof. A plat or map of said District indicating by a
boundary line the extent of the lands included in the proposed As-
sessment District, was approved and adopted by Resolution No. 1983
of the City Council of said City of Arcadia, and is on file in the
office of the City Engineer of the City of Arcadia. Reference is
hereby made to the said plat or map for further, full and complete
description of said Assessment District, whicb said plat or map is
designated as Assessment District No. W-58 and said map so on file
shall govern for all details as to the extent of such Assessment
District.
DESCRIPTION OF BONDS
SECTION 5. Said City Council also determines and declares
that serial bonds shall be issued to represent e acb assessment of
Twenty-five ($25.00) dollars, or more, remaining unpaid for thirty
(30) days after the date of the warrant, to represent the expenses
of s aid work, and improvement. Said serial bonds shall extend
over a period of nine (9) years from tbe second day of January next
succeeding the next October 15th following their d ate and an even
annual proportion of the principal sum thereof shall be payable by
coupon on the second day of January of each year, following the

next October 15th after their date, until the whole is paid and the
interest shall be payable semi-annually by coupon on the second
days of January and July, respectively, of each year after their
date, at the rate of six (6%) per cent per annum on all sums unpaid
until the whole of said principal and interest are paid. Said
bonds and interest thereon shall be payable at the office of the
City Treasurer of the City of Arcadia.
TIME AND PLACE OF HEARING
SECTION 6. Notice is hereby given that on Tuesday, the
7th day of March, 1950, at the hour of 8:00 P.M. on said day, in
the Council Chamber of the City Hall in said City of Arcadia, any
and all persons having objections to said proposed work or improve-
ment, or to the extent of the District to be assessed, or both, or to
the proposed grades, may appear before the said City Council and
show cause why said proposed work or improvement should not be
done or carried out in accordance with this Resolution. Protests
must be in writing and must be delivered to the City Clerk prior
to the time set for the hearing.
SECTION 7. All proceedings for the aforesaid work and improve~
ment and for the issuance of said bonds shall be had and taken under
and in accordance with the provisions of an Act of the Legislature
of the State of California, known and designated as the "Improve-
ment Act of 1911", being Division 7 of Streets and Highways Code
of the State of California.
WAIVER OF I}NESTIGATION AND REPORT
SECTION 8. Notice is hereby given that in accordance with
the provisions of Section 2804 of the Streets and Highways Code of
the State of California, as amended, the written waiver of the
owners of more than 60% in the area of the property subject to
assessment for said proposed improvement described herein having
been signed and filed with the City Clerk of the City of Arcadia,
the investigation and the report of the City Engineer provided for

in the Special Assessment Investigation, Limitation and Majority
Protest Act of 1931, being Division 4 of the Streets and Highways
Code of the State of California, are hereby specifically waived.
POSTING OF NOTICE OF IMPROVEMENT
SECTION 9. The Superintendent of Streets shall post or
cause to be posted conspicuously along the line of said contemplated
work or improvement and also along all the open streets within the
district liable to be assessed and hereinabove described, notices
of the passage of this resolution in the manner and form required
by law.
PUBLICATION OF RESOLUTION OF Il~ENTION
SECTION 10. The City Clerk shall certify to the adoption
of this Resolution and shall cause the same to be published twice
in the Arcadia Bulletin, a newspaper of general circulation, publish-
ed and circulated in the City of Arcadia and hereby designated for
that purpose; the City Clerk is directed to also mail notices of the
adoption of this Resolution to all persons owning real property
proposed to be assessed, whose names and addresses appear on the
last equalized assessment roll for City taxes, or as known to
said clerk. Such notice shall be given in the manner and form re-
quired and provided for under Sections 5070, 5194, and 5195 of
the said "Improvement Act of 1911", being Division 7, Streets and
Highways Code of the State of California.
I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted at a regular meeting of the City Council of the City
of Arcadia, held on the 7th day of February, 1950, by the affirma-
tive vote of at least three Councilmen, to wit:
