RESOLUTION NO. 1991.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, AWARDING CONTRACT FOR
CERTAIN WORK AND IMPROVEMENT ON PORTIONS OF
DIAMOND STREET, IN SAID CITY.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE
AS FOLLOWS:
SECTrON 1. WHEREAS, the City Council of the City of
Arcadia, did in open session at its regular meeting on February
7, 1950, publicly open, examine and declare all sealed proposals
or bids for doing certain work and improvement on certain portions
of Diamond Avenue, from Santa Anita Avenue to First Avenue, in
said City; that Resolution of Intention No. 1956, heretofore adopted
by this Council on the 6th day of December, 1949, contains a com-
plete description of said work and improvement and reference is
hereby made to s aid Resolution of Intention No. 1956 for a complete
description of said work and improvement.
SECTION 2. That the grade to which the work hereinabove
described shall be done and the improvement made as provided in
this Resolution, is shown on Profile and Improvement Plan No. C-185,
on file in the office of the City Engineer of said City, to which
profile reference is hereby made for the description of such grade.
SECTION 3. That all of the foregoing work and improve-
ment shall be done in accordance with said Profile and Improvement
Plan No. C-185 on file in the office of the City Engineer of said
City of Arcadia.
That all the foregoing work on grading and the construc-
tion of a concrete sidewalk along the southerly side of Diamond
Street, between Santa Anita Avenue and First Avenue, and also a
concrete sidewalk in the return at the southeast corner of Santa
Anita Avenue and Diamond Street, shall be in accordance with the
following specifications on file in the office of the City Engineer

of the City of Arcadia, to wit: lIstandard Specifications No. 0
for the construction of curbs, sidewalks, gutters, oil macadam
and concrete pavement".

That all the foregoing work on the construction of street
pavement shall be in accordance with the following specifications
on file in tae office of the City Engineer of the City of Arcadia,
to wit: "Standard Specifications for asphaltic concrete pre-mix
pavement and wearing surface".

Said Profile and Improvement Plan No. C-185 and the spec i-
fications hereinabove referred to were adopted by Resolution No. 1955
of said City Council of the City of Arcadia, and the same are here-
by made a part of this Resolution and are hereby referred to for a
more particular description of said work. All avenues and drives
referred to in this resolution are public avenues and drives of
said City.
SECTION 4. That said contemplated work and improvement,
in the opinion of the City Council of the City of Arcadia, is of
more than local or ordinary public benefit and said City Council
hereby makes the expense of said work and improvement chargeable
upon the District, which district said City Council hereby declares
to be the district benefitted by said work and improvement and to
be assessed to pay the costs and expenses thereof, which said
District shall include all those lots in the said City of Arcadia,
County of Los Angeles, State of California shown and indicated on
the plat or map of said District, whereon is indicated by a boundary
line the extent of the lands included in the proposed assessment
District, which plat or map was approved and adopted by Resolution
No. 1954, of the City Council of said City of Arcadia, and is
on file in the office of the City Engineer of the City of Arcadia.
Reference is hereby made to said plat or map for further, full and

complete description of said assessment district, which said plat
or map is designated as Assessment District No. W-56, and said map
so on file shall govern all details as to the extent of such assess-
ment district.
SECTION 5. Said City Council also determines and declares
that Serial Bonds shall be issued to represent each assessment of
Twenty-five ($25.00) dollars, or more, remaining unpaid for thirty
(30) days after the date of the warrant, to represent the expenses of
said work and improvement. Said Serial Bonds shall extend over a
period of nine (9) years from the second day of January next succeed-
ing the next October 15th following their date and an even, annual
proportion of the principal sum thereof shall be payable by coupon
on the second day of January of each year, following the next October
15th after their date, until the whole is paid, and the interest shall
be payable semi-annually by coupon on the second days of January and
July, respectively, of each year after their date, at therRte of
six per cent (6%) per annum on all sums unpaid until the whole of
said principal and interest are paid. Said bonds and interest there-
on shall be payable at the office of the City Treasurer of the City
of Arcadia.
SECTION 6. All of the proceedings for the aforesaid work
and improvement and for the issuance of said bonds shall be had
and taken under and in accordance with the provisions of an act
of the Legislature of the State of California, known and designated
as the "Improvement Act of 1911", being Division 7, Streets and
Highways Code of the State of California.
Reference is hereby made to Resolution No.1975 of said
City Council, declaring its intention to order said work to be
done, for further particulars, which Resolution is on file in the
office of the City Clerk of said City of Arcadia.

NOW, THEREFORE, BE IT RESOLVED, that the said City Coun-
cil hereby rejects all of said proposals or bids, except the next
herein mentioned, and hereby awards the contract for doing said work
and improvement to the lowest, regular, responsible bidder therefor,
to wit, to W. H. WILKINSON, at the price mentioned in his proposal
on file for said work and improvement.
The City Clerk is hereby directed to publish notice of
this award twice in the Arcadia Bulletin, a newspaper of general
circulation, published and circulated in the City of Arcadia and
hereby designated for that purpose by said City Council.
The City Clerk shall certify to the adoption of this Re-
solution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia,
held on the 21st day of February, 1950, by the affirmative vote of
at least three Councilmen, to wit:
