RESOLUTION OF INTENTION NO. 1785.
A RESOLUTION OF THE: CITY COUlWIL OF THE CITY OF ARCADIA
DECLARING ITS INTENTION TO IMPROVE PORTIONS OF ALTA STREET IN SAID
CITY, AND DECLARING SAID WORK OR IMPROVEMENT TO BE OF MORE THAN
LOCAL OR ORDINARY PUBLIC EENEFIT AND D3SCRIBn~G THE DISTRICT TO BE
BENEFITED BY SAID WORK OR IMPROVEMENT AND TO BE ASSESSED TO PAY THE
COSTS AND EXPENSES THEREOF, AND DETERMINING THAT SERIAL BONDS SHALL
BE ISSUED TO REPRESENT SAID COSTS AND EXPENSES AND FIXING A TIME FOR
HEARING OBJECTIONS TO SAID WORK OR D,JPROVEI,JENT, OR TO THE EXTENT OF
TI~ DISTRICT TO BE ASSESSED, OR BOTH.
THE CITY COUl~CIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
SECTION 1. That the public interest and convenience require,
and it is the intention of the City Council of the City of Arcadia, to
order the following \70rk and improvement to be done in s aid City of
Arcadia, to \",i t:
First: filat a concrete gutter be constructed on each side of
Alta Street from the easterly line of Santa Anita Avenue to the
westerly line of Second Avenue, except where such concrete gutter is
now in place to the official line and grade, and is in good condition.
Second: filat the roadway space in said portion of Alta Street
between the northerly gutter line thereof and the existing macadam
pavement in said portion of Alta Street be graded and paved with an
oil macadam pave~ent two and one-quarter (2il inches thick, and that
the roadway space in said portion of Alta Street between the southerly
gutter line thereof and the existing oil macadam pavement in said por-
tion of Alta Street be graded and paved with an mil macadam pavement
two and one-quar~er (2tl inches thick, except where such oil macadam
pavement is now in place to the official line and grade, and is in
good condition.

That the grade to which the vlork hereinbefore
described shall be done and the improvement made as provided in this
resolution is sho\~ on Profile and Improvement Plan No. C-17~, on
file in the office of the City Engineer of said city, to which Pro-
file reference is hereby made for the description of such grade~
SECTION 3. All of the foregoing work shall be done in accor-
dance ,lith s aid Profile and Improvement Plan No. C-17~ on file in the

office of the City Engineer of said City of Arcadia.
All work on grading and the construction of concrete gutters
shall be in accordance with the follouing specifications on file in
the office of the City Engineer of the City of Arcadia, to wit:
"Standard Speci:'ications No. 0 for the construction of curbs, side-
\1alks, gutters, oil macadam and concrete pavement".
All work on the constrUction of street pavement shall be in
accordance with the following specifications on file in the office of
the City Engineer of the City of Arcadia, to Vii t: "Standard Specifi-
cations No. 3 for the construction of 2i inch oil macadam pavement
and resurfacing".
Said Profile and Improvement Plan No. C-174 and the specifi-
cations hereinabove referred to were adopted by Resolution No. 1783
of said City COcCllcil of the City of Arcadia, and the same are hereby
made a part of this resolution and are hereby referred to for a more
particular description of said work. All streets and avenues referred
to in this resolution are public streets and aveneus of said City.
SECTION ~ That said contemplated work and improvement in
the opinion of the City Council of the City of Arcadia is of more than
public
local or ordinaryjOenefit and s aid City Council hereby makes the expense
of said work and improvement chargeable upon the District, uhich Dia-
trict said City Council hereby declares to be the district benefitted
by said work and improvement, and to be assessed to pay the costs and
expenses thereof, which said District shall include all those lots in
the said City of Arcadia fronting on and adjacent to said portion of
Alta Street aforesaid.
A plat or map of said District indicating by a boundary line
the extent of thl3 lands included in the proposed Assessment District
was approved and adopted by Resolution No. 1784 of the City Council of
the City of Arcadia, and is on file in the office of the City Engineer
of said City. Reference is hereby made to said plat or map for a fur-
ther, full and complete description of said Assessment District No~
w-46, and s,aid mllp so on file shall govern for all details as to the

extent of said Assessment District.
SECTION 5. Said City Council also determines and declares that
Serial Bonds shlill be issued to represent each assessment of ~{enty-
five ($25.00) Dollars, or more, remaining unpaid for thirty (30) days
after the date of the warrant to represent the expenses of said work
and improvement. Said serial bonds shall extend over a period of nine
(9) years from the second day of January next succeeding the next
October 15th following their date and an even annual proportion of the
principal sum thereof shall be payable by coupon on the sec\ond day
of January of each year, following the next October 15th after their
date, until the whole is paid, and the interest shall be payable semi-
annually by coupon on the sedond days of January and July respectively
of each year after their date at the rate of six (6%) per cent per
annum on all sums unpaid until the ~hole of said principal and interest
are paid. Said bonds and interest thereon shall be payable at the
office of the City Treasurer of the City of Arcadia.
SECTION 6. Notice is hereby given that on Tuesday, the 3rd day
of August, 1948, at the hour of 8:00 o'clock P.M. on said day, in the
Council Chamber of the City Hall in said City of Arcadia, any and all
persons having objections to said proposed Vlork or improvement or to
the extent of the district to be assessed, or both, may ap~ear before
said City Council and show cause Vlhy said proposed work or improvement
should not be carried out in accordance VI ith this resolution.
SECTION 7. All proceedings for the afmresaid work and improve-
ment and for the issuance of said Bonds shall be had and taken under
and in accordance with the provisions of an Act of the Legislature of
the State of California, kno.m and designated as the "Improvement Act
of 1911", being Division 7 of Streets and Highways Code of the State
of California.
SECTION 8. The report of the City Engineer, as required to be
made by the provisions of the Special Assesament, Investigation,
Limitation and Majority Protest Act of 1931, being Division 4, Streets
and Highways Cpde aforesaid, and the report on the hearing required to
be held as provided in said Act, are on file in the office of the City

Clerk of the C~tyof Arcadia, are OpBB to public inspection, and may
be examined at his office in the City Hall of the City of Arcadia~
SECTION 9. The Superintendent of Streets shall post or cause
to be posted conspicuously along the line of said contemplated work
or improvement and also along all the open streets within the district
liable to be assessed and hereinabove described, notices of the passage
of this resolution in the manner and form required by law.
SECTION 10. The City Clerk shall certify to the adoption of
this resolutioL and shall cause the same to be publiShed twice in the
Arcadia Tribune and Arcadia News, a newspaper of general circulation,
published and circulated in the City of Arcadia and hereby designated
for that purpose; the City Clerk shall also mail notice of the
adoption of this resolution to all persons oiming re91 property
proposed to be assessed, whose names and addresses appear on the last
equalized assesament roll for City taxes, or as known to said Clerk.
Such notice shall be given in the manner and form required by said
"Improvement Act of 1911, being Division 7, Streets and High\'l~Ys Code
of the State of California".
I HEREB~ CERTIFY that the foregoing Resolution was adopted at
a regular meeting of the City Council of the City of Arcadia, held on
the 6th day of July, 1948, by the affil~ative vote of at least three
