RESOLUTION NO. 3131
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
REQUESTING DELETION OF RAISED TRAFFIC
BARRIERS WITHIN THE INTERSECTION OF
HUNTINGTON BOULEVARD AND COLORADO
PLACE FROM THE PROPOSED CONTRACT FOR
CONSTRUCTION ON STATE HIGHWAY IN LOS
ANGELES COUNTY, IN ARCADIA, BETWEEN
MICHILLINDA AVENUE AND HUNTINGTON
BOULEVARD, DISTRICT VII, ROUTE 161,
SECTION Ada.
WHEREAS, the State of California, Department of Public
Works, Division of Highways, has heretofore prepared plans and
specifications for "Construction on State Highway in Los Angeles
County, in Arcadia, Between Michillinda Avenue and Huntington
Boulevard, District VII, Route 161, Section Ada," and has hereto-
fore published notice to contractors that bids will be received
therefor at the office of the State Highway Engineer, Room 406,
Division of Highways Building, l20 South Spring Street, Los
Angeles, California, until 2:00 o'clock p.m. on May 28, 1959; and,
WHEREAS, after receipt and analysis of bids thus received
the State of California, Department of Public Works, Division of
Highways, will award a contract for the aforesaid work; and,
WHEREAS, said plans and specifications, as presently
drawn and as to which notice to bidders has been given and as to
which bids will be received, provide, among other things, for the
installation and construction of raised traffic barriers within
the intersection of Huntington Boulevard and Colorado Place; and,
WHEREAS, the construction and installation of such
raised traffic barriers at said location will greatly impede .and
in many instances preclude the ingress to and egress from adja-
cent properties by vehicles; and,
WHEREAS, said adjacent properties are zoned for and de-
veloped to commercial uses which, by their very nature and by
reason of their isolated situation, are entirely dependent upon
vehicular traffic for the conduct of their business; and,

WHEREAS, the construction and installation of such raised
traffic barriers are, in the opinion of this City Council, unneces-
sary for the proper control of vehicular traffic at said intersec-
tion; and,
WHEREAS, much of the data upon which the necessity of
such raised trarfic barriers at aforesaid location was predicated
was obsolete for the reason that physical changes have occur~ed in
the area since such traffic data was obtained, particularly with
respect to the synchronization and cycle of the electric signals
located at said intersection; and,
WHEREAS, raised barriers in state highways may well be
desirable in open areas of permissible high speed, raised barriers
within the intersection of Huntington Boulevard and Colorado Place
are not, in the, opinion of this City Council, either necessary or
advisable, for the reason that the foregoing intersection is lo-
cated in the center of the City of Arcadia and is in an area of
reduced speed, thereby lessening the need for physical separation
of oppOSing vehicular traffic, and will cause undue, unnecessary
and unfair hardship upon the owners of adjacent properties, upon
the operators of businesses thereon, and upon the patrons of such
businesses and upon the citizens generally of this community and
area.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the State of California, Department of
Public Works, Division of Highways, be and they are hereby urgently
requested to eliminate from any contract to be awarded for the
work hereinbefore described, the raised traffic barriers within the
intersection of' Huntington Boulevard and Colorado Place; that the
balance of the work herein described proceed with all possible
haste.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and shall cause a certified copy hereof to be

forwarded to M~. George T. McCoy, State Highway Engineer, Sacra-
mento, Califor~ia; Mr. E. T. Telford, Assistant State Highway
Engineer, Division VII, and Mr. Lyman R. Gillis, District Engineer,
Division VII, 120 South Spring Street, Los Angeles California; and
the Californ~a Highway Comm1ss~on, Attention Mr. C. M. Gilliss,
Chairman, Sacramento, California.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Council of the City of
Arcadia, held on the 19th day of May, 1959, by the arfirmative
vote of at least three CounCilmen, to wit:
