given a full opportunity to be heard and to present evidence. That
upon the conclusion of said hearings, said Commission adopted its
certain Resolution No, 327 wherein and whereby it made certain
findings and recommendations to this Council.
SECTION 2, That although there were no protests to the
requested change of zone, numerous problems would result from the
reclassification as requested, such as the need for dedicating and
improving a private easement for a public street, the widening of
an existing street and providing larger water mains necessary for
fire protection. That subject .property is in a subdivision approved
and completed within the past year and laid out as single-family
lots,
SECTION 3. That no exceptional or extraordinary circum-
stances were shown applicable to the property. That it does not

appear that such variance is necessary for the preservation and en-
joyment of a substantial property right of the applicant possessed
by other property in the same zone and vicinity. That there is
still much undeveloped R-2 and R-3 property within the City and it
does not appear that public necessity, convenience, general wel-
fare or good zoning practice justify the requested zone change,
but rather tha1; the request is premature, not in the interest of
good planning and might adversely affect the comprehensive general
plan,
SECTION 4. That for the foregoing reasons the request
that the above described property be reclassified from Zone R-l
to Zones R-2 and R-3 is hereby denied,
SECTION 5. The City Clerk shall certify to the adoption
of this resolution,
I HEREBY CERTIFY that the foregoing resolution was adopted
