HomeMy WebLinkAbout3141 RESOLUTION NO. 3141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, JlDOPTING OFFICIAL BUDGET FOR THE IIISCAL YEAR 1959-1960, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1, That, as required by Section 1102 of the Ar- cadia City Charter, the Manager submitted to the Arcadia City Coun- cil, at least thirty-five (35) days prior to the beginning of the fiscal year 1959-1960, the preliminary city budget as prepared by him, That the City Council has heretofore reviewed the same and made such revisions therein as it deemed advisable, and thereupon determined and fixed June 16, 1959, as the time for the holding of the public hearing thereon and caused notice thereof to be published at least ten (10) days prior to said hearing by at least one inser- tion in the offieial newspaper in the City of Arcadia, That copies of said proposed budget have been available for inspection by the public in the office of the City Clerk at least ten (10) days prior to the date of s2id hearing. SECTIOK 2, That at the time and place set forth in afore- said notice of hearing, the City Council held a public hearing on the proposed budget, at which time interested persons desiring to be heard were given such opportunity, That upon the conclusion of such public hearing the City Council further considered the proposed bud- get and has made such revisions thereof as it deemed advisable. SECTION 3, That that certain document entitled "1959- 1960 ANNUAL BUDGE~r CITY OF ARCADIA, CALIFORNIA", heretofore caused to be prepared by the City Manager and presented to the City Council aforesaid and cauBed by the City Council to be filed with the City Clerk of said Cit~T at least t~n (10) days prior to aforesaid public -1- 3141 hearing on June 16, 1959, as the same may have been revised by said City Council as the result of said hearing on June 16, 1959, as evidenced by the official minutes of the City Council, is here- by adopted as the official budget of the City of Arcadia for the fiscal year 1959-1960. That it is hereby determined and declared that the adoption of said budget with the particularities therein specified shall, pursuant to Section 1105 of the Arcadia City Charter, constitute appropriations to the several departments, offices and agencies therein respectively set forth for the respec- tive general objects and purposes therein named; that the designa- tion therein of "Personal Services", "Other Current Expenses", "Equipment", "Fixed Charges" or "Capital OUtlay", whenever the terms are set forth in the budget of any department, office or agency of the City, are hereby declared to be the objects and purposes of the budget for the respective departments) offices or agencies of the City within the meaning of Section ll05 of the City Charter; that the further specification of items within said major categories of each departmental budget is directory only for the guidance of the administrative staff in the operation of the fiscal budget; that any unexpended amount remaining after the purchase of or payment for any specific item set forth in any major category within a given depart- ment may, at the request of the department head, be expended for any other item in the same major category within said department; that at the request of the department head and the approval of the City Manager, monies in any major category of a department may be ex- pended for any item included within such major category without further councilmanic approval. SECTION 4, The Council hereby determines and declares that the provisio~s made in the budget hereby adopted for temporary and overtime services shall be deemed to be the creation of a -2- 3141 temporary position in any classification within each such depart- ment, to be filled by the department head only upon the approval of the City Manager and for such period of time as the respective budget item will permit. SECTION 5. That a copy of said official budget as hereby adopted, certified by the City Clerk, shall be filed with the person retained by the City Council to perform auditing functions for the City Council and a further copy shall be placed, and shall remain, on file in the office of the City Clerk where it shall be available for inspection, SECTION 6. The City Clerk shall certify to the adoption of this resolution, I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 16th day of June , 1959, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Jacobi, Camphouse, Balser, Reibold and Phillips NOES: None ABSENT : None ~ .
