RESOLUTION NO, 3151
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
GRANTING A VARIANCE TO PERMIT AN
ADDITION TO AN EXISTING BUILDING
AND ITS CONVERSION INTO A THIRD
DWELLING UPON SPECIFIED CONDITIONS.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
FIND, DETERMINE AND RESOLVE AS FOLLO\'lS:
SECTION 1. That there was filed with the City Planning
Commission on April 29, 1959, the application of Morris Roseman, as
owner, for a zone variance to permit an addition to an existing
building and its conversion into a third dwelling upon the following
described property located at 1203 South Eighth Avenue in the City
of Arcadia, County of Los Angeles, State of California, to wit:
The North 92,5 feet of Lot 71, Tract No. 808,
as shown on map recorded in Book 16, pages
82 and 83, of Maps, records of Los Angeles
County,
That after notice as required by Ordinance No, 760 of the City of
Arcadia, as amended, a publiC hearing was duly held by and before
said Commission on May 12, 1959, which hearing was duly continued
to May 26, 1959, at each of which times all interested persons were
given a full opportunity to be heard and to present evidence, That
upOn the conclusion of said hearings, said Commission adopted its
certain Resolution No, 333, wherein and whereby it made certain
findings and recommendations to this Council,
SECTION 2, That there were no protests, either oral or
written, to the granting of the variance; that thirteen property
owners in the area signed a petition favoring the variance and there
was one who spake in favor of it,
SECTION 3. That subject property is now a commercial
chicken ranch with chickens ~n the rear of the property near Encino

Avenue and two dwellings on the front portion of the lot. That sub-
ject building was built in 1953 as a feed room and was so constructed
and placed on the lot that it could be converted to a dwelling use,
as three dwellings on said lot were permissible at that time, That
the buildings are so spaced that each is on a site not less than
7,500 square feet in area. That subject building now has an area of
504 square feet and it is proposed to add two bedrooms and a bath,
bringing it up to 1,015 square feet, That there are 18 lots in the
block on the west side of Eighth Avenue of which 10 have one house,
5 have two houses and 3 have three houses.
SECTION 4, That the foregoing constitute exceptional con-
ditions that do not apply generally to property in the neighborhood
and that a variance is necessary for the preservation and enjoyment
of a substantial property right of the applicant possessed by other
property in the same zone or vicinity, That the granting of a vari-
ance upon the conditions hereinafter contained will not be mate-
rially detrimental to the public health or welfare or injurious to
the property or improvements in the zone or vicinity in which the
property is located, nor will it adversely affect the comprehensive
general plan,
SECTION 5. That for the foregoing reasons a variance is
hereby granted to permit an addition to the building upon the above
described prop,=rty and presently used as a feed room and its con-
version into a third dwelling upon the following conditions:
1. ~rhat the commercial raising of chickens or sale of
poul try produc'~s be discontinued on all of the above described prop-
erty and the equipment therefor be removed from said premises.
2. ~~hat the west 30 feet of the property be dedicated
for street purposes and a sufficient bond to guarantee its full im-
provement as required by the subdivision ordinance be posted with
the City,

3, That the sum of $925,00 be deposited with the City as
a pro rata share of the cost of opening Camino Grove Avenue to Sixth
Avenue, this i~Ount being at the same rate and accepted under the
same conditions as those applied to Lot Split No. 98 approved May 15,
1956 and as clarified May 5, 1959,
4, That the applicant submit and process an application
for a lot spIlt to divide the west portion of the property at a
minimum depth of 200 feet, measured from the west property line,
5, That the within variance shall not become effective
until each of the foregoing conditions shall have been complied with,
SECTION 6, The City Clerk shall certify to the adoption
of this resolution,
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 7th day of July, 1959, by the affirmative vote of at least
three Councilmen, to wit:
