RESOLUTION NO. 3180
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
DETERMINING AND ESTABLISHING
REGULATIONS TO BE APPLICABLE TO
CERTAIN REAL PROPERTY ABUTTING LIVE
OAK AVENUE AND LYNROSE STREET
BETWEEN TYLER AVENUE AND LENORE
AVENUE UNDER ITS CLASSIFICATION IN
ZONE D (ARCHITECTURAL OVERLAY) IN
ADDITION TO THE BASIC C-M ZONING
APPLICABLE THERETO.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That concurrent with the proceedings for the
annexation to the City of Arcadia of the territory hereinafter de-
scribed, proceedings were duly and regularly conducted by and be-
fore the Arcadia City Planning Commission and the City Council of
the City of Arcadia, pursuant to Subsection E of Section 3 of
Ordinance No. 760 of the City of Arcadia and Section 65806 of the
Government Code of the State of California, as a result of which
said City Council has determined that the prop erty hereinafter
described within the territory designated as "Annexation No. 19,
South Arcadia Uninhabited (Revised)" should, concurrent with its
annexation to the City of Arcadia/be classified and established in
Zone C-M, and further determined that said property should likewise
be established also in Zone D (Architectural Overlay) in addition
to the aforesaid basic zoning of C-M.
SECTION 2. That the property thus established in Zones
C-M and D (Architectural Overlay) is located in the County of Los
Angeles, State of California, and is described as follows:
All those portions of Lots 11 and 12, Western
Two-Thirds Rancho San Francisquito, as shown
on map recorded in Book 42, pages 93 and 94,
of Miscellaneous Records of Los Angeles County,
bounded on the north by the southerly line of
Live Oak Avenue; on the east by the westerly
line of Lenore Avenue; on the south by the
northerly line of Lynrose Street; and on the

west by the easterly line of Tyler Avenue; except
those portions thereof described as follows:
ParcelL Beginning at a point in the north
line of Lynrose Street (60 feet wide), said
point also being in the north line of Tract
No. 16917, as shown on map recorded in Book
386, pages 47 to 50, of Maps, records of said
County, distant North 80009'15" East 200.57
feet from its intersection with the west line
of said Lot 12; thence North 80009'15" East on
said north line 246 feet to the.beginning of a
curve concave to the northwest and having a
radius of 15 feet; thence northeasterly along
said curve 23.56 feet; thence North 9050'45"
West alone; the west line of Lenore Avenue (80
feet wide), 170 feet; thence South 80009'15"
West 261 feet; thence South 9050'45" East 185
feet to beginning.
Parcel 2. Beginning at the intersection of the
west line of said Lot 12 with the north line of
Lynrose Street (60 feet wide), said north line
beil~ also the north line of Tract No. 16917 as
sho~m on map recorded in Book 386, pages 47 to
50, of Maps, records of said County; thence
North 80009'15" East along the north line of
Lynrose Street 256.57 feet; thence North 9050'45"
West 185 feet to the true point of beginning;
thence North 9050'45" \'iest 194.66 feet to the
south line of Live Oak Avenue (100 feet wide);
thence North 80009'15" East along said south
line 180 feet; thence South 54050'45" East 35.36
feet; thence South 9050'45" East along the
westerly line of Lenore Street 169.66 feet;
thence South 80009'15" West 205 feet to the true
point of beginning.
Parcel 3. Beginning at the intersection of the
southerly line of Live Oak Avenue (100 feet wide)
with the easterly line of Tyler Avenue (80 feet
wide) as said intersection is shown on the map
of Tract No. 13623, recorded in Book 278, page 29,
of Maps, in the office of said county recorder;
then(~e easterly along said southerly line 140
feet.; thence southerly parallel with said easterly
line 145 feet; thence westerly parallel with said
southerly line 140 feet to said easterly line;
thence northerly along said easterly line to the
point of beginning.
SECTION 3. That the following restrictions should be and
the same are hereby imposed upon and made applicable to the above
described property pursuant to Section 12.1 of Ordinance No. 760,
to wit:
a. No building shall be erected nearer than twenty (20)
feet from Live Oak Avenue and Tyler Avenue, nor nearer than fifteen
(15) feet from Farna Avenue, nor nearer than fifty (50) feet from

Lynrose Street. Such minimum setback area along Live Oak Avenue,
Tyler Avenue and Farna Avenue shall be landscaped and maintained.
The south five (5) feet of the property along Lynrose Street shall
be landscaped and maintained. An ornamental masonry wall not less
than five (5) feet nor more than six (6) feet high shall be con-
structed and maintained along a line parallel with and five (5)
feet northerly from the north line of Lynrose Street.
b. The exterior walls of all buildings, other than brick
or natural field materials, shall be of pastel colors. All ex-
terior walls shall be of masonry or concrete construction and all
construction shall comply with the requirements for buildings and
occupancies in Fire Zone 1.
c. Doors and windows on the street side of a building,
except doors and windows used exclusively for light and ventila-
tion and opening directly into rooms used exclusively for business
offices, shall not comprise more than ten percent (10%) of the area
of the street side of the building. No rooms on the street side
of any building shall be used for storage, display or manufacuring
purposes if more than ten percent (10%) of the area of the street
side of the building consists of doors or windows. No door for
transporting materials or equipment into or out of the building may
face a dedicated street unless it is set back at least fifty (50)
feet from the street.
d. No signs shall project above the roof lin~and the
total area of all signs shall not exceed one square foot for each
lineal foot of building frontage on the street side. There shall
be no blinking lights or moving parts on any sign.
e. Towers, chimneys, spires, gables, roof structures,
flag poles, radio or television masts shall not exceed a height of
twenty (20) feet above the roof of the main portion of the build-
ing.
f. C:ustomer or employee parking of passenger vehicles
mav be permitted in front of a building if such parking area is

paved and is separated from the adjacent street or property by a
wall, fence or screen type landscaping at least two feet in height
and not exceeding four feet in height. All par~ng areas for com-
mercial and industrial vehicles and equipment shall be paved, shall
be located to the rear or side of buildings, and shall be separated
from adjacent properties or streets by a masonr:r wall not less than
five (5) feet nor more than six (6) feet high. All materials and

equipment stored outside of a building shall be stored at the side
or rear of the main building, shall be enclosed by a six (6) foot
-
masonry wall, and no materials stored outside shall project above
the enclosing masonry wall.
g. All industrial and manufacturing operations shall be
conducted within a walled building.
h. All flood lighting shall be direc1;ed away from adjoin-
ing properties and streets.
1. Not over fifty percent (50%) of the land area of the
property shall be covered by buildings.
j. Curbs, gutters and sidewalks of a five (5) foot mini-
mum width shall be constructed the full length of each parcel of
property prior to or concurrent with the erection. or improvement of
any structure on the respective parcel of land unless such curb,
gutter or sidewalk is existing and is in good condition.
k. Plans for all buildings, including plot plans, park-
ing areas and landscaping plans shall be submitted to and approved
by the Planning Commission before the issuance of a building permit.

1. The Planning Commission/may modify any of the fore-
going conditions if such modification will not adversely affect
property or improvements in the vicinity and if such modification
will equally accomplish substantially the same results as will the
adherence to the foregoing conditions.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
