That subject lot contains 19,447 square feet and is improved with a single dwelling on the front portion and is located on one of the older streets in Arcadia where there are homes at least twenty-five years old; that this constitutes exceptional or extraordinary circumstances which do not apply generally to prop- erty in the same zone and that the requested variance is necessary for the preservation and enjoyment of a substantial property right of the applicant possessed by other property of similar size. That the proposed erection of an additional dwelling with an area of 1,028 square feet and an attached garage will not be materially det- rimental or injurious to property or improvements in the vicinity but rather that the granting of such a variance will tend to stimu- late similar development in that locality. That the granting of the variance will not adversely affect the comprehensive general plan. SECTION 4. That for the foregoing reasons a variance is hereby granted to permit the construction of an additional dwelling upon the above described property subject to the condition that said additional dwelling shall comply substantially with the plot and building plan aE: submitted with the application.
