THE CITY COUNCIL OF THE CITY OF ARCADIA; CALIFORNIA E AND RESOLVE AS FOLLOWS: . That pursuant to Ordinance No. the City of Arcadia, amended, proceedings were d~~d held by and before the. That pursuant to aforesaid Ordin~n e'No. 760 the foregoing of the Arcadia, as amended, hearings were duly and and before the City Council of the City of Arcadia said recommendations of the City Planning Commission, as suIt of which the City Council determined that aforesaid property ~l- 3011 - . , should be reclassified and established in Zone C-M as requested by applicant, and in Zone D as recommended by the City Planning Commis- sian. SECTION 3. That for.the protection of the residential properties in the area, for the integration of subject property with the residential and commercial uses in ef~ect and permissible in the area, and to promote the full and proper utilization of subject prop- erty, the following restrictions should be and the same are hereby ~' imposed upon all of the above described property, pursuant to Section 12.1 of Ordinance No. 760, to wit: a. That no building shall be over two and one- half stories in height. b. That exterior walls of all buildings, other than brick or natural field materials, shall be of pastel colors. c. All exterior walls shall be of masonry con- struction and all. construction shall comply with the requirements for buildings and occupancies in Fire Zone 1. ., d. Doors and windows on the street side of a buildir~, except doors and windows used ex- clusively for light and ventilation and opening directly into rooms used exclusively for busi- ness offices( shall not comprise more than ten percent (lO%J of the area of the street side of the building. No rooms on the street side of any building shall be used for storage, display or manufacturing purposes if more than ten per- cent (10%) of the area of the street side of the building consists of doors or windows. e. No signs shall project above the roof line and the total area of all signs shall not exceed one square foot for each lineal foot of building frontage on the street side. There shall be no blinking lights or moving parts on any sign. .... f. Towers, chimneys, spires, gables, roof struc- tures, flag poles, radio or television masts shall not exceed a height. of twenty feet above the roof of the main portion of the building. g. Customer or employee parking of passenger vehicles may be permitted in front of a building if such parking area is separated from the adja- cent street or property by a wall, fence or screen ,.- -2- 30n . type landscaping at least two feet in height and not exceeding four feet in height. All parking areas for commercial and industrial vehicles and equipment shall be paved, shall be located to the rear or side of bUildings, and shall be separated from adjacent properties or streets by a six-foot masonry wall. All materials and equipment stored outside of a building shall be stored at the side or rear of the main bUilding, shall be enclosed by a six-foot masonry wall, and no materials stored outside shall project above the enclosing masonry wall. ~ h. All industrial and manufacturing operations shall be conducted within a walled building. i. All flood lighting shall be directed away from adjoining properties. j. There shall be a ten-foot setback from all street property lines, and such setback areas shall be landscaped and maintained free of weeds and debris. .., k. Not over fifty percent (50%) of the land area of the property shan be covered by buildings. 1. Curb and gutter shall be constructed in Fifth Avenue the full width of each parcel of property prior to any construction of improvement on the property. m. The Planning Commission may modify any of the foregoing conditions if such modification will not adversely affect property or improvements in the v:lcinity and if such modification win equany accomplish substantially the same results as will the adherence to the foregoing conditions. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
