HomeMy WebLinkAbout3012 ~ RESOLUTION NO. 3012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, GRANTING A ZONE VARIANCE TO PERMIT THE CONSTRUCTION AND MAINTENANCE OF NEW GIRL SCOUT HEADQUARTERS AT 590 SOUTH THIRD AVENUE. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFQRNIA, DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That there was filed with the City Planning Commission on the 25th day of March, 1958, the application of the ~ Arcadia Local Council of Girl Scouts, signed by Mrs. Louise E. Rey- nolds, President, as owner, for a zone variance to permit the fol- lowing described property in the City of Arcadia, County of Los Angeles, State of California, to wit: The north 80 feet of the south 169.4 feet. of the west 227.2 feet of Block 49, Santa Anita Tract, as shown on map recorded in Book 34, pages 41 and 4;~, of Miscellaneous Records of Los Angeles Coun t;)r , located at 590 South Third Avenue, to be used for the construction ., and maintenance of new headquarters for the Arcadia Local Council of Girl Scouts. That aft'er notice as required by Ordinance No. 760 of the City of Arcadia, as amended, a public hearing was duly held by and before said Commission on April 8, 1958, at which time all inter- ested persons were given a full opportunity to be heard and to pre- sent evidence. That upon the conclusion of said hearing, said Commission adopted its certain Resolution No. 283, wherein and whereby it made certain findings and recommendations to this Council. ~, SECTION 2. That there were no protests, either oral or written, to the granting of the variance; that there has been a vari- ance for the requested purpose on subject property since the 7th day of September, 1954, with no complaints from surrounding. residents. That there have been no changes in the facts and circumstances as ,. found to exist at that time and as determined by this Council under its Resolution No. 2533, adopted on that date. -1- 3012 -. l SECTION 3. That there are exceptional circumstances ap- plicable to the intended use of the property that do not apply gen- erally to the class of uses in the same vicinity and zone. That applicant is a recognized youth organization of unquestioned char- acter and inestimable worth to the community. That the nature of applicant's work is necessarily with the youth of the community, involving children of school age, and requires that its facilities be located in close proximity to the schools of the community and in residential rather than commercial or quasi-commercial areas. ... . SECTION 4. That such variance is necessary for the pre- servation and enjoyment of substantial property rights of the appli- cant possessed by other property in the same vicinity and zone. Applican~ is dedicated and devoted to the service of the youth of the community and has no other lawful use for its property other than that for which the variance is herein requested. That the granting of the variance requested will 'not be materially detrimental to the public welfare or injurious to the property or improvements in such v icinity and zone in which the subject property is located. On the contrary, the granting of the variance will be beneficial to the public welfare, and the improvement of the property for applicant's activities and the conduct of its activities thereon will not be injurious to the property or improvements in the vicinity and zone. That the granting of the variance requested will not adversely affect the comprehensive general plan. That the nature of applicant's work makes the location of its facilities in a residential zone ad- jacent to school facilities essential, and such location is in fur- therance of rather than contrary to the comprehensive general plan. .. rM SECTIC~ 5. That for the foregoing reasons, a variance is hereby granted to permit the construction and maintenance of new Girl Scout Headquarters upon the property described in Section 1 hereinabove, upon the condition that the existing structure on the premises be removed within six months after the completion of the structure erected by authority of the variance hereby granted. -2- 3012 ~ SECTION 6. The City Clerk shall certify to the adoption of this Resolution.
