RESOLUTION NO. 3013
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY, OF ARCADIA; CALIFORNIA;
HEQUESTING CONGRESS TO TAKE PROMPT
ACTION, RELATIVE TO ALLOCATION OF ,
PUNDS FOR FLOOD CONTROL PURPOSES.
WHEREAS, the Congress of the United States, after investi-
gation and reconwendation thereof by the. Chief of Engineers, Depart-
ment of the Army, and by the Board of Rivers and Harbors, has approv-
ed and adopted a'program for the construction of various flood con-
'" trol projects which are of interest and benefit to the entire nation;
and,
WHEREAS, federal law requires enactment of legislation au-
thorizing the appropriation of funds for construction of portions or
units of approved projects; and,
WHEREAS, during the past twenty-two years Congress has au-
thorized and appropriated funds for, and the United States by and
., through the Corps of Engineers as a part of such program has under-
taken and constructed various units of that certain project within
the County of Los Angeles which is known as the Los Angeles County
Drainage Area Project; and,
WHEREAS; a11 authorization for appropriation of funds on the
Los Angeles County Drainage Area Project has been or will prior to
July 1, 1958 be exhausted; and,
WHEREAS, funds heretofore appropriated in fiscal 1958 and
budgeted for fiscal 1959 cannot be expended by the Corps of Engineers

until said authorization is correspondingly increased; and,
WHEREAS, the City Council of the City of Arcadia has been
advised that a similar situation exists as to construction of some
other approved flood control projects; and,

WHEREAS, there has heretofore and now exists an extreme
flood hazard within the area which will be protected by the Los
Angeles County Drainage Area Project; and,
WHEREAS, the needs of the area being and to be protected
by the Los Angeles County Drainage Area Project are still increas-
ing due to the vast and continuing development of said area; and,

WHEREAS; without appropriate legislative authorization
virtually all flood control construction by the Corps of Engineers, "'
United States Army on the Los Angeles County Drainage Area Project
will cease as of July 1, 1958; and,
WHEREAS, such termination will not only allow continuation
of, but in some .cases will increase the existing extreme flood haz-
ard and will also have grave effects upon the economic situation in
the Southern California area during a period of recession, especially
as relates to the employment of the many people involved in the car-
rying out of the Drainage Area Project; and,

WHEREAS, portions of the Los Angeles County Drainage Pro-
ject in and immediately adjacent to the City of Arcadia are but par-
tially completed., resulting in the further increase of the extreme
flood hazards in the area, in some instances in excess of the hazards
that would exist had the Los Angeles County Drainage Area Project
not been commenced thereby creating such hazards within the City of
Arcadia and its immediate environs.
NOW; 'I'HEREFORE; BE IT RESOLVED by the City Council of the
City of Arcadia, California, and it is hereby recommended and re-
quested that all members of Congress immediately take such action
as may be required to effect the enactment of such emergency legis-
lation as may be necessary to allow the uninterrupted continuation by
the Corps of Engineers United States Army of the construction of the

Los Angeles County Drainage Area Project; and,
BE IT FURTHER RESOLVED that the City Clerk is hereby di-
rected and ordered to transmit fully executed copies of this Reso-
lution to the Senators representing the State of California, to mem-
bers of the House of Representatives from the County of Los Angeles
and to the Vice-President of the United States.
The CUy Clerk shan certify to the adoption of this Reso-
lution.

I HEREBY CERTIFY that the foregoing resolution was adopted
at a regUlar mee1;ing of the City Council of the City of Arcadia held
on the 6th day of May , 1958, by the affirmative vote of at least
three Councilmen, to wit:
