HomeMy WebLinkAbout3068 , RESOLUTION NO. 3068. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, REQUESTING THE DIVISION OF HIGHWAYS OF THE STATE DEPARTMENT OF PUBLIC WORKS TO. RECONSIDER THE ADVISABILITY OF REVISING THE, PAINTED DIVIDER AND MEDIAN.STRIPING OF,CERTAIN PORTIONS OF HUNTINGTON DRIVE IN THE CITY. OF ARCADIA. WHEREAS, Huntington Drive from Colorado Place to Fifth Avenue is a stat~ highway, known as Route 161, and under the Juris- .... diction of the D1.vision of Highways; and, WHEREAS, said Division of Highways has recently under- taken certain street improvements along said Huntington Drive within the City of Arcadia; and, -t WHEREAS, as a part of said improvements traffic safe- guards have been installed consisting of painted dividers and median striping which preclude the making of mid-block left turns into com- mercial establishments in the downtown Arcadia business district; and, WHEREAS, the City Council has been ad~ised that the City Engineer of the City of Arcadia and individual businessmen have appealed to the Division of Highways to consider a revised traffic pattern which would permit mid-block left turns along Huntington Drive east of Se,cond Avenue; 'and, ... WHEREAS, the Qity Council has been further advised that above appeals have been denied'because the policy of the Division of Highways is not to permit mid-block left turns in traffic plans similar to that on Huntington Drive; and, WHEREjU), the City Council has received a petition signed by twenty-four (24) business firms located along Huntington Drive - -1- 3068 ", east of Second Avenue, .which petition alleges that since the Divi- sion of Highways installed the medianstriP1ng traffic plan, the business establishments along said street have suffered a~erious . loss of customers. and business income; that by reason of said median . striping it is now unlawful for traffic to make a mid-block left turn; that between Second Avenue and Fifth Avenue there are no par- allel through'streets which will permit circular movement of traf- fic; and because of the foregoing the petitioners urge the City Council to intereede in their behalf and request the ,Division 'of Highways to restudy the downtown area as to the advisability of providing mid-block left turns between Second Avenue and Fifth Ave- nue; ""NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFO~IA. DOES RESOLVE AS FOLLOWS: , SECTiON 1. That Huntington Drive between Second Avenue and Fifth Avenue in the City of Arcadia is dissimilar from other . ,..- . ~ portions of aforesaid Route 161 and state highways generally in .. . that within this limited area there a~e,po parallelstr~~ts which will permit a circular flow of traffic thereby providing access to . " t .. business properties fronting Huntington Drive; that the statement in the letter from the Division of Highways, dated May 12, 1958, which states in part, "In this particular case a field inspection shows that practically all of the business houses on both sides of the street in this block are adequately served by rear alleys and ample parkir1@;. areas" is totally inapplicable to the business properties situated between Second and Fifth Avenues abutting Huntington Drive in that there is no ,practical means of access for vehicles ,approaching said properties from the opposite 'side of Hlintingt,on D:rive. That it is hereby recommended and requested that the Division of Highways of the State Department of Public -# -2- 3068 Works take such action as is necessary to effect a complete re- study of the median striping traffic plan along Huntington Drive between Second Avenue and Fifth Avenue in the City of Arcadia to determine the advisability of providing mid-block left turns where necessary to facilitate traffic ,entry into commercial establish- ments presently accessible only from the traffic lane abutting said properties. .. c SECTION 2. That the City Clerk is hereby directed and ordered to transmit a fully executed 'copy of this Resolution to the Division of Highways of the State Department of Public Works, 120 South Spring Stre,et, Los Angeles 12, California. SECTION 3. The City Clerk shall certify to the adoption of this Resoluticln. ,.
