RESOLUTION OF AWARD NO. 370 Whereas the Board of Trustees of the city of Arcadia did in open session on the 5th day of January 1927, publicly open, examine and de- clare all sealed proposals or bids for doing the following street work and improvement in said City of Arcadia, to-wit: FIRST: That a concrete curb be constructed in said Naomi Avenue from the Easterly line of Baldwin Avenue to the Westerly line of Lovell Avenue, in said City of Arcadia, along a line parallel to and twelve (12) feet Northerly from the Southerly line of said Naomi Avenue, in- cluding returns at oaldwin Avenue and Naomi Avenue, Lovell Avenue and Naomi Avenue. SECOND: That a concrete curb be constructed in said Naomi Ave- nue to the Westerly line of Lovell Avenue in said City of Arcadia, along a line parallel to and twelve (12) feet Southerly from the Northerly line 01' said Naomi Avenue, including return at I:laldwin Avenue and Naomi Avenue, Lovell Avenue and Naomi Avenue. THIRD: That that portion of the roadway of Naomi Avenue from the Easterly line of the existing pavement now in place in Baldwin Avenue to the Westerly line of the existing pavement now in place in said Lovell Av~nue, Eighteen (18) feet on either side of the existing center line of said Naomi Avenue, be graded and paved with an oil macaaam pavement four (4) inches thick, except when an oil macadam pave- ment not lesS than four (4) inches thick is already constructed in said portion ~f Naomi Avenue and also except at the intersection of Baldwin Avenue and Naomi Avenue, Lovell Avenue and Naomi Avenue. SECTION II. That the grade to which the work hereinbefore de- scribed shall be done, and the impruvement made as proVided in this Resolution is that shown on Profile and Improvement Plan No. C-135, on file in the oft'ice of the City Engineer of said City to which Profile reference is hereby made for the description of said grade. SECTION III. All of the foregoing work shall be done in accord- ance with said profile and improvement plan No. C-135 on file in the office of the City Engineer of said City of Arcadia, said work shall -1- 1ilo. .;0:'70 . ,. . . . also be in accordance with the following specifications on file in the off'1ce of" the City Clerk of said City of Arcadia, to-wit: Standard specifications No. ~ for the construction of curbs, side- walks, gutters, oil macadam pavement and concrete pavement. Said profile and improvement plan No. C-135 and the specifications hereinabove referr- ed to, were adopted by Resolution No. 340 of said Board 6f Trustees, and the same are hereby made a part of this Resolution and are hereby referr- ed to for a more particular description of said work. All streets, boulevards and avenues referred to in this Resolution are public streets, boulevards and avenues of said City of Arcadia. SECTION IV. That said. contemplated work and improvement in the opinion of' the Doard of trustees of said City of Arcadia is of more than local or ordinary public benefit, and said Board of Trustees hereby make the expense of said work and improvements chargeable upon a district which district said Board of Trustees hereby declare to be the District benet'1 t ted by said work and improvement, and to be assessed to pay the costs, and expenses thereof, which said District is bounded and describ- ed as follows: All that portion of said City of Arcadia included within the following described exterior boundary lines, to-wit: Beginning at the Southwest corner of Lot Four (4) of Tract No. 4611, in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in map book 51, page 82, Records of said county, thence Northerly along the Uesterly line of Lot ~our (4), Three (3), Two (2) and One (1) to the Northwest corner of said Lot One (1) of said tract 4611; thence ~asterly along the Northerly line of Lots One (I) and Five (5) to Fourteen (14), both inclusive, and Lot Sixteen (16) of said Tract 4611 to the Northeast corner of Lot Sixteen (16) of said Tract; thence Southerly along the Easterly line of said Lot Sixteen (16) to the Southeast comer of said Lot Sixteen (16) of Tract 4611; thence souther- ly in a direct line to the Northeast comer of Lot ~eventeen (17) of said Tract 4611, thence Southerly along the. east line of said Lot Seventeen (17) to the Southeast corner of said Lot Seventeen of Tract 4611; thence Westerly along the Southerly -2- line of Lots Seventeen (17) ;;f1a. ~?cJ '. :;a. -. .. . to Twenty-seven (27) both inclusive, and lot Thirty-one (31) of said Tract 4611 to the Soutnwest corner of said Lot 31 of said Tract 4611; thence Northerly along the West line of Lots Thirty-one (31), Thirty (30), Twenty-nine (29) and Twenty-eight (28) to the Northwest corner of Lot Twenty-eight (28) of said Tract 4611; thence Northerly in a direct line to place of beginning. The above description is general only, a plat or map of said District indicating by a boundary line the extent of the territory lncluaing in the proposed assessment District is on file in the office 01' said City Engineer, reference is hereby made to the said plat or map, for a further full and complete description of said assessment District. The said plat or map shall govern for all details as to the extent of such assessment District. SECTION V. Said Board of Trustees also determines and declares that Serial Bonds shall be issued to represent each assessment of Twenty-Five ($25.00) Dollars, or more remaining unpaid for twenty (20) days after the date of the Warrant to represent the expenses of said work and improvement. $aid Serial Bonds shall extend over a period ending nine (9) years from the second day of January next succeeding the fifteenth day of the next November following their date and an even annual proportion of the principal sum thereof shall be payable by coupon on the second day of January every year after the fifteenth day 01' the next November following their date, until the whole is paid, and the interest shall be payable semi-annually by coupon, on the second aays of January and July, respectively, of each year after their date at the rate of seven (7) per cent per annum on all sums unpaid until the whole of said principal and interest are paid. SECTION VI. All of the proceedings for the aforesaid improve- ment and f~r the issuanee of said Bonds shall be had and taken under and in accordance with an Act of the Legislature of the State of Cali- fornia, known and designated as the "Improvement Act of 1911," approved April 7, 1911, and of all Acts Supplementaty thereto or amendatory thereof' . -3- lBo, J7~ . Reference is hereby made to Resolution of Intention No. 341 of said Board of Trustees, declaring its intention to order said work to be done, and f~r further particulars reference is hereby made to said Resolution of Intention which is on file in the office of the City Clerk of' said City of Arcadia. RESOLVED that said Board of Trustees hereby rejects all of said proposals or bids except that next herein mentioned, and hereby awards the contract for doing said work and improvement to the lowest, regular, responsible bidder therefor, to-wit: To at the prices mentioned in ...............proposal or bid on file, for said work and improvement. The City Clerk is hereby directed to publish Notice of this Award twice in the Arcadia News, a weekly newspaper published and cir- culated in said City of Arcadia, and hereby designated for that purpose by said Board of Trustees. The City Clerk shall certify to the adoption of this Resolution. The foregoing Resolution was adopted at a regular meeting of the Board of' Trustees of the City of Arcadia, held on the 5th day of January 1927, by the affirmative vote of at least four Trustees, to-wit: AYES: Trustees Hawk, Multer, Schermerhorn and E.
