RESOLUTION NO. 2946
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
REQUESTING CONGRESS TO TAKE ACTION
RELATIVE TO ALLOCATION OF FUNDS FOR
HIGHWAY CONSTRUCTION.
WHEREAS, under the provisions of the Federal Highway Act
of 1956, the apportionment of funds to the several states to con-
struct the Nati.onal System of Interstate and Defense Highways is
made as follows: 1/2 in the ratio which the popUlation of each
state bears to the total population of all the states as shown by
the latest avatlable federal census, provided that no state shall
receive less than 3/4 of 1 per centum of the money so apportioned,
and 1/2 in the manner now prOVided by law for the apportionment of
funds for the Federal-Aid Primary System which is based 1/3 on area,
1/3 on population and 1/3 on post road or rural delivery mileage;
and,
WHEm~AS, Californiats gas tax payments to the Federal
Treasury approximate 10% of the nationts total, but under above
formula we recE~ive back only 5.7%; and
WHEm~AS, the Federal Highway Act of 1956 provides that ap-
portionment of funds to the several states for the fiscal years1960
thr.o ugh 1969 :lnclusive shall be in the ratio which the estimated
cost of completing the Interstate System in each state bears to the
sum of estimatl~d cost of completing the system in all of the states
(this formula 1s referred to as the "Needs Formula"); and,
WHER~AS, the Act further provides that the Secretary of
Commerce shall submit to the Senate and House of Representatives
within 10 days subsequent to January 2, 1958, a detailed estimate of
the cost afcompleting Interstate System; and,
WHEREAS, it is necessary that Congress by concurrent reso-
lution give approval of such estimate of costs before the Secretary
of Commerce may make use of the approved needs formula in making

apportionment f'or subsequent years; and,
WHERE:AS, the acute highway problems in California demand a
larger allocat1,on of these federal funds so as to allow freeways to
be built more ~~ickly to handle the greater traffic loads brought on
by our tremendous population increases; constant migrations from
other states with attendant increase in motor vehicles of 348,254 in
1956 over 1955, equal to 29,000 additional cars every month on our
highways; and to alleviate the presently congested freeways and les-
sen the number of accidents;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the City of Arcadia
hereby petitions Congress to enact at the 1958 session the necessary
concurrent resclution authorizing the Secretary of Commerce to ap-
portion funds among the several states for the construction and com-
pletion of the National System of Interstate and Defense Highways
in the ratio which the estimated cost of completing the system in
each state bears to the sum of the estimated cost of completing the
system in all of the states as provided in subsection (d) of Sec-
tion 108 of the Federal-Aid Highway Act of 1956.
SECTION 2. That copies of this Resolution be sent to
Senator William F. Knowland, Senator Thomas H. Kuchel and Congress-
man Patrick J. Hillings.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 5th day of November, 1957, by the affirmative vote of at
least three Councilmen, to wit:

Dennis
