RESOLUTION NO. 2955
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DECLARING ITS INTENTION TO
FORM A LIGHTING MAINTENANCE DISTRICT, WHICH
DISTRICT IS TO PAY THE COST AND, EXPENSES FOR THE
MAINTENANCE AND OPERATION OF A STREET LIGHTING
SYSTE/I[ ON PORTIONS OF HUNTINGTON DRIVE, DUARTE
ROAD, BALDWIN AVENUE, FAIRVIEW AVENUE, ARCADIA
AVENUE, NAOMI AVENUE, WISTARIA AVENUE, MELANIE
LANE, SHARON ROAD, ROSEMARIE DRIVE, HOLLY
AVENUE, BIRCHCROFT STREET, LEMON AVENUE, LOUISE

BELLA VISTA DRIVE, TULIP LANE AND ORANGEWOOD
LANE IN SAID CITY, AND FIXING A TIME AND PLACE
FOR HEARING OBJECTIONS TO THE FORMATION OF SAID
DISTRICT OR TO THE EXTENT THEREOF.
. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOvlS:
SECTION 1. That the public interest and convenience re-
quire and it is the intention of the City Council of the City of
Arcadia to forrn a lighting maintenance district to be known as
Lighting Maintenance District No. 12, for the purpose of assessing
said district to pay a portion of the cost and expenses of maintain-
ing and operating a street lighting system consisting of three hun-
dred twenty-nine (329) 2500 lumen lamps in Zone 1 of said district

on portions of Huntington Drive, Duarte Road, Baldwin Avenue, Fair-
view Avenue, Arcadia Avenue, Naorni Avenue, Wistaria Avenue, Melanie
Lane, Sharon Road, Rosemarie Drive, Holly Avenue, Birchcroft Street,
Lernon Avenue, Louise Avenue, Winnie Way, Grace Avenue, Watson Drive,
Lee Avenue, First Avenue, Magna Vista Avenue, Greenfield Avenue, La
Sierra Drive, Pamela Road, Second Avenue, Third Avenue, Fourth Ave-
nue, Fifth Avenue, Sixth Avenue, Camino Real, Altern Street, Leda
Lane, Peachtree Lane, Robbins Drive, Coyle Avenue, Norman Avenue,
Eighth Avenue, Longden Avenue, Doolittle Avenue, Tenth Avenue, May-
flower Avenue, Loganrita Avenue, Bungalow Place, Magnolia Lane,
Santa Anita Avenue, Oakwood Drive, Highland Oaks Drive, Sycamore
Avenue, Woodland Avenue, Orange Grove Avenue, Yorkshire Drive,
Marendale Lane, Ontare Road, Oakwood Avenue, ,Wilson Avenue, Elevado
Avenue, Virginia Drive, Sierra Madre BOUlevard, Doshier Avenue,
Grandview Avenue, Oaks Place, Elkins Place, Elkins Avenue, White Oak
Carolwood Drive,

Place, Hillgreen Place, Marilyn Place, Topaz Place, Rodeo Road,
Anita Crest Drive, Chantry Drive, Stonehouse Road, Andrea Lane,
Hacienda Drive, Woodland Lane, Foothill Boulevard, San Carlos Road,
Colorado Street, Merry Oak Lane, Santa Maria Road, Cornell Drive,
Windsor Road, Newman Avenue, Sunset Boulevard, Hungate Lane, South-
view Road, Bella Vista Drive, ~lip Lane and Orangewood Lane; and
consisting of sixty-two (62) 20,000 lumen mercury vapor lamps in
Zone 2 of said district on portions of Baldwin Avenue, Duarte Road,
Huntington Drive and Sunset Boulevard.
SECTION 2. The iterns of expense of maintenance and opera-
tion of the sald lighting system to be furnished and to be assessed
in part against the lands within the district (exclusive of improve-
ments), are electric power, repairs, replacernents, maintenance,
labor, rnaterials, engineering, printing and advertising. The esti-
mated amount of' electric power necessary for said system for each

year in Zone 1 is two hundred three thousand six hundred thirty-
two (203,632) kilowatt hours and the estimated cost of said elec-
tric power for the first year of maintenance and operation is the
sum of three thousand six hundred sixty dollars and fifty-nine
cents ($3660.S9); and the estimated amount of electric power neces-
sary for said system for each year in Zone 2 is one hundred twelve
thousand eight hundred fifty-one (112,851) kilowatt hours and the
estirnated cost of said electric power for the first year of mainte-
nance and operation is the sum of two thousand twenty-eight dollars
and sixty-seven cents ($2,028.67).
SECTION 3. That the said contemplated rnaintenance and
operation of said lighting systern in the opinion of the City Council
of the City of Arcadia is of more than local or ordinary public
benefit and said City Council hereby makes the expense of said main-
tenance and operation, exclusive of the amount to be paid by said
City as stated in Section 5 hereof, chargeable upon a district,
which district said City Council hereby declares to be the district
benefited by said maintenance and operation and to be assessed to
pay the cost and expense thereof; which said district shall, in gen-
eral, include all of those lots fronting on said portions of said
streets.
A plat or rnap of said District, indicating by a boundary
line the extent of the lands included in the proposed district, and
indicating by s~bol showing the type of lighting, was approved and
adopted by the City Council of said City of Arcadia, and is on file
in the office of the City Clerk of the City of Arcadia. Reference
is hereby made to said plat or rnap for further, full and complete
description of said Lighting Maintenance District No. 12, and said
map so on file shall govern for all details as to the extent of
such district.
SECTION 4. That said maintenance and operation shall be

furnished for said systern for a period frorn the date of the forma-
tion of said diatrict to and including January 31, 1962.
SECTION 5. The City Council of the City of Arcadia hereby
orders that in Zone 1 fifty percent (50%) of the total rnaintenance
and operation cost and expenses of said system be paid out of the
treasury of said City from the general fund of said City; and that
in Zone 2 forty percent (40%) of the total rnaintenance and operation
cost and expensE's of said systern be paid out of the treasury of said
Ci ty from said g;eneral fund of said City.
SECTICN 6. Notice is hereby given that on Tuesday, the
21st day of January, 1955, at the hour of 8:00 o'clock p.m. of said
day, in the Council Chambers of said City Council of said City of
Arcadia, in the City Hall of said City, any and all persons owning
, land or having any interest in lands within the district liable to
be assessed for the expenses of said maintenance and operation or any
portion thereof, may be heard and any of said persons may present any
objections that they may have by protest.
SECTIO~ 7. All the proceedings for the aforesaid mainte-
nance and operat:ion of said system shall be had and taken under and
in accordance with the provisions of an act of the ~gislature of
the state of Cal:Lfornia, known and designated as the Municipal
Lighting Maintenance District Act of 1927, being Division 14, Part 3
of the 'Streets and Highways Code of the state of California.
SECTION 8. The Superintendent of Streets shall post or
cause to be posted, copies of, this Resolution headed "Notice of for-
mation of lighting maintenance district" along all open stre ets
within said district liable to be assessed, in the manner and form
required by law.
SECTION 9. The City Clerk shall certify to the adoption

of this Resolution and shall cause the same to be published twice,
to wit: on December 26, 1957 and on January 2, 195B, in the Arcadia
Tribune and Arcadia News, a newspaper of general circulation pub-
lished and circulated in the City of Arcadia and hereby designated
for that purpose.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia,
held on the 17th day of December, 1957, by the affirmative vote of
at least three Councilmen, to wit:
